2Supply, installation,testing & commissioning of single Phase,2 Wire, AC Static Direct connected, Smart Prepaid Energy Meters, Complying toBIS-16444, ISIMarked in existing Meter Board / Floor Panels, current range 10-60 Amp, 240 V, accuracy class1.0 UC1 category and above alongwith in-built load control switch, containing provision for TOD & RTC, capable to define multiple tariff slabs. Meter should support the following data : (i) 15/30 min instantaneous data for voltage, current, power factor, power, cumulative energy and frequency, daily and monthly billing survey for Cumulative Energy and Max Demand (ii) Meter should have connect / disconnect functionality operable for mdm/billing software and prepaid features would be operable for MDM / Billing end as per IS 15959 part 2. (iii) Meter should support communication protocol through RF/ 4G/NB IOT with the software all as required at site and directed . Incase of RF Communication, the cost of DCU and repeaters are deemed to be included in the rates quoted for meters. (iv) The meter should support open communication protocol DLMSwith the software.
3Note: - (a) The meter should be capable to runin both prepaid and postpaid mode. (b) The meters would carry 5 year Guarantee for free replacement ,thereafter it will be the responsibility of the service provider of the OEM to ensure the serviceability of meters for afurther period of five year without any extra cost to department. The cost of the same are deemed to beincluded in the rates quoted for the item. (c) In case of Cellular communication such as 4G, NBIOT, 5G etc, the meter should be demonstrated working with more than one telecom service provider available in Clement Town area. (d) Meter should be integrable to third party software. Meter vender should provide all the necessary protocols and passwords including LLS key, HLS key, authentication passwords, encryption password. (e) Meter shall be supplied with repeater battery backup of RTC (f) The new meter will be fixed inside the existing MS/CRCA enclosure (g) Other specification of meter shall be all as specified in PS. (g) . The rates quoted for this items are deemed to be inclusive of all other additional works including materials which is not mentioned here but need to be executed for proper and smooth functioning of pre paid smart meter system.
4Supply and Configuration of the Web based Software with following modules: (i) Meter Data Management Module :- The meter data management module would be responsible for collecting the data from the concentrator / Meter and make the data available to the billing system.The meter data management system would capture and provide the following data :- (a) 30 min instantaneous data from all the meters for seven parameters – Cumulative Energy, Cumulative Apparent Energy (as applicable), Power, Current, Voltage, Power Factor and Frequency. (b) Monthly billing survey data for cum energy and max demand. (ii) Postpaid /Prepaid Billing Module :- The billing module would collect the data from the meter data management module, calculate the energy consumption, calculate billing determinant and make energy data / billing data available to admin and end users. The billing module would include functionalities for tariff setup, bill format setup, bill adjustment, occupation billing and vacation billing. It would allow postpaid and prepaid functionality as required.
5(iii) Occupation and Vacation Module :- The system would support occupation / vacation and billing reports. the software would be collecting data fromMeter. The software would provide access to staff as well as the occupant for the data. (iv) Web site: There would be a dedicated website for the GE/ AGE and BSO team to view all the data and information. The designated users in MES would have the admin access to the application. The MES staff would also have the access of the key information on an android mobiles app (for admin use only). (v) Customer Portal :- The system would include a customer portal for the resident /occupant to log in and view their own energy / billing data. There would be android and iOS mobile apps for the user to monitor its own data and balance on regular basis.
6(vi) Energy Accounting Module :- The system would include features of energy accounting. The system would be able to account for total energy block wise, facility wise and would also allow calculations of unaccounted energy in case total energy meter is also available. (vii) Communication Module :- The system would provide communication of energy data and bills via print, email and sms methods. (viii) Meter Master Data :- The system would support meter master data repository. The system would support meter replacement process. (ix) Excel Export :- The system would support export of metering and billing data in excel format.
7(x)Customer Care Module :- The software would include a customer care module where the user would be log in any complaints. The service provider would monitor the complaints and carry out the necessary activities for the complaints resolution. (xi) Meter Installation Module :- The software would include an app based meter installation module where the meter installation or changes can be captured on the app itself and the readings may be demonstrated to the user if required on the app itself. (xii) Activities Communication :- The software support communication of the various activities such as occupation, vacation, meter change. personal detail change etc. with the user as well as the department on email. The software should be demonstrated to work in both RF and GPRS-based systems for future compatability. (xiii) Cyber security of software:- The software provided for the smart prepaid meters shall be secure from cyber threats and shall be provided regular security patches and updates including firewall and latest feature updates. Make: As per the OEM of the meter developed in India.
8Note: (a) Thesoftware would be hosted either on NIC Server or on MES Server. All nacessary action & charges for hosting on NIC server will rest upon the service provider of manufacturer/contractor. Nacessary documents required for above will be provided by department. In Case the software is hosted on NIC Server , it would be transferred to MES server whenever the MES is made available. (b) Thecharges for software would contain two year defect liability including all operating expenses such as GPRS charges, hosting charges etc. Post completion of defect liability period, It will be measured and paid seperately. (c) Payment gateway would be provided by the service provider to the bank account provided byGE. The payment gateway would be integrated with the software . (d) The software should be demonstrated to work with each RF and GPRS based systems for further compatibilility.The software would be scalable and expandable for meters and system of different make complying with IS16444. The software would be able to consumer web services of the future projects if required.
9Supply, installing, testing and commissioning factory made and tested LT Panel indoor type wall mounted, of size not less than900X700X250mm in repair suitable for 415 Volts 3 Phase and neutral, 4 wire, 50 Hz AC supply system having bus bar chamber with insulated electrolyted Aluminium bus bars TPN of capacity 200 Amps rating insulated on DMC insulators with bus bar chamber, front opening type with proper ferrule & cable gland, internal wiring with PVC insulated multistranded copper conductor FRLSH cable of adequate size but not less than 1.5 sqmm complete. All steel metal works including frame shall be with anticorrosive coating with seven tank process and finally epoxy polyester powder coating of Siemens gray RAL-7035 shade. The scope of work also comprising of the following :-
10(a) BUS BAR CHAMBER :- (i) 200 Amps 3 Strips and Neutral Strip 100 Amps, Aluminium Conductor with current density 0.8/sqmm color coded heat shrinkable sleave and shall be mounted on non hygroscopic , non combustible, track resistant high strength DMC material interconnection of all incomings & outgoings. (ii) Red, Yellow Blue Phase indicating lights LED Type 220 V AC-1 Set (Set of Three) (b) INCOMING SUPPLY:- (i) MCB SPN 6-32 Amps 10 KA,240 Volts, 50Hz- 01 No, Make of MCB -L&T/ Siemens/ Legrand/ Schneider. (c) OUTGOING SUPPLY:- (i)MCB SPN 6-32 Amps 240 Volts, 50Hz, ruptiring capacity 10 KA = 4 Nos, Make of MCB-L&T/ Siemen/ Legrend/ Schneider. (ii)MCB SP 6-32 Amps 240 Volts, 50Hz, ruptiring capacity 10 KA = 01 Nos, Make of MCB-L&T/ Siemeris/ Legrend/ Schnelder. (iii) Space required for 04 Nos smart Pre-paid Energy meter single Phase, AC 240 V, 10-60 Amps. (iv) DMC Connector 2 way 100 Amps for outgoing submain supply-03 Nos (v) Panel wiring for control circuit with copper flexible 1.5 Sqmm & power wiring minimum 4 Sqmm flexible.
11Notes:- 1. The panel manufacturer should have following certification:- (i)CPRI certificate Degree of protection IP-54 (should have IEC:61439-1-2 & IEC: 60529 tests). (ii)CPRI certificate short circuit with stand strength should be 50 KA RMS for 1 Sec with initial peak of 105 KA. (iii) CPRI certificate rated current not less than 5000A. 2. Drawing of panel board/meter box should be got approved from GE (MES) Clement Town, Dehradun before fabrication. 3. Panel board should be fully seperate compartment for 4 Nos Pre-paid meter, MCB SPN etc in accordance to form 4b of IEC 61439-1- 24. While replacing the existing LT meter box/panel board All serviceable items of Panel ie. MCCBs, MCBs etc should be deposited into MES store yard based on inventory prepared by joint inspection of engr in charge & contractor all as specified and directed by engr in charge.
12Supply, installing, testing and commissioning factory made and tested LT Panel indoor type wall mounted, of size not less than1350X900X250mm suitable for 415 Volts 3 Phase and neutral, 4 wire, 50 Hz AC supply system having bus bar chamber with insulated electrolyted Aluminium bus bars TPN of capacity 200 Amps rating insulated on DMC insulators with bus bar chamber, front opening type with proper ferrule & cable gland, internal wiring with PVC insulated multistranded copper conductor FRLSH cable of adequate size but not less than 1.5 sqmm complete. (iii) Space required for 06 Nos smart Pre-paid Energy meter single Phase, AC 240V, 10-60 Amps (iv) DMC Connector 2 way 100 Amps for outgoing submain supply-05 Nos (v)Panel wiring for control circuit with copper flexible 1.5 Sqmm & power wiring minimum 4 Sqmm flexible .

15Dismantling and taking downunserviceable sub-main wiring/ service wire of any size including wooden batten / PVC Conduit etc and making good the disturbed surfaces of wall/ floor to match with the existing wall/ floor etc. complete all as specified & as directed. Note :- If the contractor fail to make good the disturbed surface of wall/floor etc and do not match with the existing surface of wall/floor to the entire satisfaction of Engr-in-Charge a recovery @ of Rs. 50/- per RM will be made from payment due to the Contractor. In case of any dispute the decision of accepting officer will be final and binding.
16S&F of sub main wiring four run of single core 4.00 sqmm PVC insulated unsheathed stranded copper conductor cable ( FRLSH )ISI Marked, 1100Volts grade drawn in and including rigid PVC conduit 25mm dia ISI Marked or more medium grade surface/ concealed in wall as per existing along with one run of 4.00 Sqmm PVC insulated unsheathed copper conductor cable (FRLSH) as earth wire and wire connected withmain earth dolly including cutting chasing and making good disturbed portioncomplete all as specified and directed.
17S&F sub main wiring four run of single core 4.00 sqmm PVC insulated unsheathed stranded copper conductor cable (FRLSH),ISI Marked, 1100Volts grade drawn inexisting PVC/ MS conduitalong with one run of 4.00 Sqmm PVC insulated unsheathed copper conductor cable (FRLSH) as earth wire and wire connected withmain earth dolly complete all as specified anddirected.
18S&F in repair including laying and passing through pipesLT XLPE PVC insulated steel armoured aluminum stranded conductor LT UG cable (confirming to IS7098) ISI marked in trench/ducts/through GI pipes under roads heavy duty electric cable with aluminium conductor 1100 Volts grade,cross sectional area25 Sqmm, 3.5corecomplete all asspecified and directed.
19Excavation in trenches in any type of soil and not exc 1.5 m wide and n.exc 1.5 m in depth for layingGI tubing for connect to near by pipe line or laying underground cable and GI tubing (where provide for protection of cable) and getting out trimming the sides,forming bottom surface to required level in any type of soil complete etc all as specified and directed.
20M&L for sand cushioning for under ground cable with layer of fine dry sand 80 mm thick before laying of cable and 150 mm thick after laying of cable in trench complete all as specified and as directed. Note: Punned (consolidated) thickness of sand will be measured and paid.
21Supply and laying, nominal size of traditional/ conventional burnt bricks sub class "B" as cable cover, flat, of size 230mmX 114mmX 76mm , complete all as specified & as directed.
22Returning , filling in including spreading leveling, watering and well ramming in layers not exceeding 25 cm thick with excavated soil complete all as specified and directed.
23Removing excavated material (surplus soil) to a distance not exceeding 50 mtrs and depositing where directed at a level not exc 1.5m above the starting point all as specified and directed.
24M&L for earthing complete with galvanised steel earth plate electrode 600x600x6mm thick burried directly in ground. ( earth pit not less than 2.25 mtr depth below ground level at any type of strata ) with top edge of the earth plate not less than 1.5mtr below normal ground level connected by 4 mm GI wire as earth lead by means of brass nuts and bolt,thimbles check nuts, washers including concrete chamber of PCC 1:3:6 type C-1 using 20mm graded stone aggregate with fair finish, internal surface of concrete chamber shall be given internal dia 300mm x300mm, 15mm thick plaster in CM 1:4 funnel with wire mesh, RCC pit cover of 320x320x80mm size (1:2:4) Type B1 using 20mm graded stone aggregate rainforced with XPM and charcoal, dust and common salt all as shown in electrical plate No 3 of MES SSR Part-1(2009) and specified including and provision of GI wire upto 7.5 mtrs long with 15 mm dia light grade Gi pipe protection and watering pipe of GI 20 mm bore, medium grade, including all exavation and earth work and connecting the earthing strip to panel, including testing on completion complete all as specified and directed.
25Note:- (i) RCC pit cover shall be precast of RCC(1:2:4) type B1, 80mm thick rainforced with XPM weighting not less than 4kg/sqm in lieu of CI cover. (ii) Cost of additional GI wire more than 7.5 mtrs will be measured and paid seperately under relevant items.
