| 7 | Notes for Item No. 2&3: Smart Meter based on Cellular Communication Technology:- The Smart Meter (IS-16444), AC whole current, single phase, 2 wires Smart Energy Meter of rating 10-60 Amps complete as specified in CEA notification. The meter shall communicate with Head end System (HES) on any of the communication technologies mentioned in IS-16444 Part-I in a secure manner. The Smart meter shall be based on Cellular communication technolgy. Notes : -(a) Only one type of meter shall be used . Mix- matching of smart meters based on RF or Cellular communication shall not be allowed during execution of work. (b) The meter shall carry18 months (minimum) warranty. During the warranty contractor shall replace defective meter without any extra cost to department. (c) Deployment of adequate skilled manpower and back end IT infra/cloud hosted applications for providing above services : (i)Skilled manpower to deliver the professional services for better consumer satisfaction. (ii)Procurement and deployement of hardware/ accessories like computers to enable the manpower in executing their duties, printers to print the bills/ tokens. (iii) UPS sufficient enough to back the unintrrupted services. (iv) Tools and tackles to deliver the services. (v) Any need of vehicles for mobility in delivering the services. (vi) Provide Training to MES (User). Note: (i) The contractor would be responsible from removing the existing meter, noting down the reading and depositing it with the MES. (ii) It would be possible to run the meter in both prepaid and postpaid mode. (iii)Smart Meter shall have a dedicated sealable slot for accommodating plug-in type bi-directional communication module which shall integrate respective communication technology (RF/Cellular) with smart meters with adaptablity tointerfaces (WAN/NAN). |

| 10 | Supply and Configuration of the Web based Software with following modules: (i) Meter Data Management Module The meter data management module shall be responsible for collecting the data from the concentrator and make the data available to the billing system.The meter data management system shall capture and provide the following data: (a) 30 min instantaneous data from all the meters for seven parameters – Cumulative Energy, Cumulative Apparent Energy (as applicable), Power, Current, Voltage, Power Factor and Frequency (b) Monthly billing survey data for cum energy and max demand. (ii) Postpaid /Prepaid Billing Module: The billing module shall collect the data from the meter data management module, calculate the energy consumption, calculate billing determinant and make energy data / billing data available to admin and end users. The billing module shall include functionalities for tariff setup, bill format setup, bill adjustment, occupation billing and vacation billing. It shall allow postpaid and prepaid functionality as required. (iii) Occupation and Vacation Module The system shall support occupation / vacation and billing reports. the software shall be collecting data from Gateway. The software shall provide access to staff as well as the occupant for the data. (iv) Customer Portal The system shall include a customer portal for the resident /occupant to log in and view their own energy / billing data. There shall be android and iOS mobile apps for the user to monitor its own data and balance on regular basis. |
| 11 | (v) Energy Accounting Module The system shall include features of energy accounting. The system shall be able to account for total energy block wise, facility wise and shall also allow calculations of unaccounted energy in case total energy meter is also available. (vi)Customer Care Module - the software shall include a customer care module where the user shall be log in any complaints. The service provider shall monitor the complaints and carry out the necessary activities for the complaints resolution. (vii) Meter Installation Module - The software shall include an app based meter installation module where the meter installation or changes can be captured on the app itself and the readings may be demonstrated to the user if required on the app itself. (viii) Activities Communication - The software support communication of the various activities such as occupation, vacation, meter change. personal detail change etc. with the user as well as the department on email. (ix) The cost of Ist SIM and SIM Charges for entire period of contract shall deemed to be included with the above items. Note: The software shall contain two year defect liability including all operating expenses such as GPRS charges, hosting charges etc. |
| 12 | One years Comprehensive AMC include the followings. The AMC will start from the date of completion of the Contract and shall continued for one year. The AMC would include supplied, GPRS/Internet (SIM) Charges, Software AMC, 24X7 Customers care support, reconfiguration of the meters of type based on RF communication technology. (a) Monthly sim charges for the DCU. The contractor shall ensure supply of appropriate SIMs to ensure necessary single availability. The contractor shall change the sim or sim provider as required. In case of network issues, the contractor shall liaison with the telecom service providers for necessary resolution. (b) Recurring SMS charges. The SMS would be issued for the payments alerts, low balance alerts and disconnection / connection alerts. (c) Software AMC. This shall include necessary upgradations in the software such as support to the chrome browser changes, android version changes , iOS version changes. These changes happen on frequent basis and the software shall support all the changes. (d) Remote server admin support - Ensuring adequate database back up, upgradations in the operating system, anti virus updates, database upgrade etc. (e) Software installation on any alternate / backup server if required. (f) The communication network monitoring and support. (g) Configuration of the repaired / replaced hardware in the system. (h) Trouble shooting and necessary actions to run the system as required. (j) Software bug fixing as and when required. |
