2SOIL INVESTIGATION:-
3Mobilization of necessary eqpt and man power to the project site and dismantling of the same of completion of Fd work from the site
4Provision of six bore hole of 150mm dia in any type of soil upto max 10 mtr or upto refusal (N=100) whichever meet first conducting standard penetration test as per IS 2131-1981 (reaffirmed-2016).Test shall be made at not more than 1.5 mtr interval or on change of strata whichever is less. (Approximate Loc of Boreholes as per att site plan)
5Provision of seven bore holes of 150mm dia each in any type of soil upto max 15 mtr or upto refusal (N=100) whichever meet first conducting standard penetration test as per IS 2131-1981 (reaffirmed-2016).Test shall be made at not more than 1.5 mtr interval or on change of strata whichever is less. (Approximate Loc of Boreholes as per att site plan)
6Conducting following lab test on bore collected soil samples. (i) Direct/Triaxial Shear Test. (ii) Grain distribution curves & pattern in bore holes. (iii) Bulk density. (iv) Natural Moisture content. (v) Dry Density. (vi) Water table. (vii) Specific gravity. (ix) Atterberg limit. (x) Hydrometer analysis. (xi) Liquid & plastic limit. (xii) Swelling Index.
7Completion of laboratory test, collection of data, calculation of Gross and Net safe Bearing Capacity and preparation of report on minimum 80 GSM A4 size white paper duly spiral bound in quintuplet duly vetted by any IIT/NIT (Vetting shall not be in the personal capacity of the Professor) recommending following data-(i) Minimum depth of foundation and type of foundation at different depth as per relevant IS code. (ii) Gross and Net Safe Bearing Capacity for (iii) Recommendation for raft or pile foundation for depth of foundation more than 2.0 mtr below NGL including size, Gross and Net Safe Bearing Capacity for raft foundation, design parameters for pile foundation and cost analysis between raft and pile foundation shall be given. (iv) Photographic record of geo-exploration as well as testing shall also part of the form report. (v) Recommendation as regards possibility of liquefaction of soil in case of saturated or partially saturated loose/uncompacted sandy soil. (vi) Swelling index and swelling pressure in respect of black cotton soil and its depth/layer. (if any) (vii) Depth of Gr. Water Table (GWT) in peak mansoon(lowest) and peak summer (highest) after correlation of result with seasonal of water table in the station. (viii) Recommendation for filling under floors. (ix) RL of the Ground level/Foundation level with ref to a BM should invariably be mentioned in the soil investigation report.
8Conduct of laboratory CBR tests in accordance with ASTM D 1883, Standard Test Method for California Bearing Ratio (CBR) of Laboratory-Compacted Soils. (Approximate Loc of Pits as per att site plan) Completion of laboratory test, collection of data, calculation of Modulus of subgrade reaction (k-value) and other parameters of soil as per FAA Advisory Circular AC 150/5320-6F and preparation of report on minimum 80 GSM A4 size white paper duly spiral bound in quintuplet duly vetted by any IIT/NIT. Vetting shall not be in personal capacity of the Professor.
9Conduct of field CBR tests in accordance with ASTM D 4429, Standard Test Method for CBR (California Bearing Ratio). (Approximate Loc of Pits as per att site plan) Completion of field test, collection of data, calculation of Modulus of subgrade reaction (k-value) and other parameters of soil as per FAA Advisory Circular AC 150/5320-6F and preparation of report on minimum 80 GSM A4 size white paper duly spiral bound in quintuplet duly vetted by any IIT/NIT. Vetting shall not be in personal capacity of the Professor.
10Conduct of Plate Bearing Tests in accordance with AASHTO T 222, Standard Method of Test for Non-repetitive Static Plate Load Test of Soils and Flexible Pavement Components for Use in Evaluation and Design of Airport and Highway. Minimum 30-inch (762 mm) diameter plate shall be used for the test. (Approximate Loc of Pits as per att site plan) Completion of test, collection of data, calculation of Modulus of subgrade reaction (k-value) and other parameters of soil as per FAA Advisory Circular AC 150/5320-6F and preparation of report on minimum 80 GSM A4 size white paper duly spiral bound in quintuplet duly vetted by any IIT/NIT. Vetting shall not be in personal capacity of the Professor.
11Conduct of additional soil strength Tests to assist in evaluating subgrade soils including ASTM D 3080, Standard Test Method for Direct Shear Tests of soils Under Consolidated Drained Conditions, ASTM D 2573, Standard Test Method for Field Vane Shear Tests in Cohesive Soil, or ASTM D 2166 Standard Test Method for Unconfined Compressive Strength of Cohesive Soil. Completion of test, collection of data, calculation of parameters of soil as per referred codes and preparation of report on minimum 80 GSM A4 size white paper duly spiral bound in quintuplet duly vetted by any IIT/NIT. Vetting shall not be in personal capacity of the Professor.
12Notes;- (i) The Consultant shall initially submit preliminary schedule for soil investigation based on this schedule optimising the location and number of bore holes and pits through GE (I) (P) No.2 Leh for approval from E2(Design) section of HQ CE Leh Zone before proceeding for soil investigation on ground. Conduct of additional soil strength Tests as per item no. 2.09 of this schedule is optional and shall be conducted only if approved in the preliminary schedule for soil investigation to be submitted by the Consultant. (ii) Soil shall be classified in accordance with ASTM D 2487, Standard Practice for Classification of soils for Engineerfng Purposes (Unified Soil Classification System), to classify soils for civil airport pavements for engineering purposes. (iii) Field properties like density, moisture content, frost susceptibility, and typical depth of frost penetration shall be provided in the report. (iv) As conduct of additional soil strength Tests as per item no. 2.09 of this schedule is optional, payment for this item shall only be made if actually executed. (v) Completion Certificate will be issued after completion of complete scope of work defined herein above by the consultant. Certificate will be rendered by the section head of E2 (Design) Section of HQ CE Leh Zone on recommendation of GE (I) (P) No. 2 Leh.

15(a) Preparation of site plan conceptual architectural drawing three proposal with latest architectural views in 3D (on latest AUTODESK SOFTWARE) with relevant details like plan,elevations, section, layout plan,etc. based on data and local architectural norms incorporating all itmes as mentioned in schedule of finishes enclosed. The conceptual drg shall be submitted in duplicate hard copy for approval of user and section head of E-6 Section of HQ CE Leh zone. (b) After approval of conceptual drg, the preparation of actual drg incl sch of finishes, int water supply and int electric supply drgs incorporating required changes/modifications and submit the same in two copies. The working drg shall be on A1 or A0 size. The final drg shall be got approved by section head of E-6 section of HQ CE Leh zone before taking final prints. (c) Preferred scales of architectural working drawings including all details in AutoCAD/NanoCAD shall be (i) MainPlan 1:100/150 (ii) Details of component 1:25 (iii) Minor details/cross sections of columns and beams etc.1:10. Scale shall be clearly mentioned in the drawings and shall not be printed in "fit to scale" mode. (d) After approval, submission of complete set of architectural drawings in original prints on 90/95 GSM A1 size tracing paper (one set),8 sets of 90/95 GSM A1 size ammonia/white prints and 2 sets of drgs in softcopy copied in 2 separate DVDs to be submitted duly signed by an authorised Architect of the consultant with min 5 years of experience with CA registered number. (e) Submission of 3D colored rendered walkthrough video of approx 3 mins for the entire project with finishes as applicable.
16Notes:- (i) All General Notes and Typical Arvhitectutal Drawings of HQ CE Leh Zone shall be referred to by the consultant before designing and duly mentioned in the architectural working drawings. Additional General Notes and Typical Arch drawings may be prepared by the consultant. (ii) The Consultant shall take standard format of architectural working drawings from HQ CE Leh Zone before taking prints. (iii)The consultant shall also visit the proposed site before carrying out design; if required by him without any extra cost to the dept. (iv) The Consultant shall get the preliminary input data for Architectural design from HQ CE Leh Zone before proceeding for designing (v) The consultant shall be liable to attend the discussions and tender presentation after submission of drgs and issue required amendments drgs./corrections as directed by the dept without any extra cost. The rates quoted herein will include the cost of any such drgs. (vi) Even after acceptance of contract for the project, the department take the right to call the consultant for carrying out necessary corrections / rectification in the structural design and architectural working drawings, if any discrepancies are noticed or any alteration are made in design and/or architectural working drawings due to ground requirement. No charges shall be paid for such cases. (vii) Completion Certificate will be issued after completion of complete scope of work defined herein above by the consultant. Certificate will be rendered by the section head of E-6 Section of HQ CE Leh Zone.

19Structural Analysis and Design of Earthquake resistant buildings/structures as per latest relevant IS codes, NBC-2016 and sound engineering practices in design software STAAD-PRO/ETABS (member /component design may be carried out in MS Excel, etc) based on approved arch drawings. Minimum Grade of RCC shall be M30 with FE 500D reinforcement and for PEB/Steel Structure consultant shall submit proposal for type of structure alongwith type and grade of steel and connections based on latest relevant IS Codes to HQ CE Leh Zone through GE (I) (P) No. 2 Leh for approval before proceeding with structural analysis and design. Submission of input, analysis and ouput data and design calculation/document on minimum 80 GSM A4 size white paper (one set) duly spiral bound and 2 sets of input, analysis and ouput data and design calculation/document incl STAAD-PRO/ETABS files of each of the buildings/structures, in softcopy copied in 2 separate DVDs.
20Structural Analysis and Design of rigid pavement conforming to FAA Advisory Circular AC 150/5320-6F with minimum specification of PQC 200, 400 micron HDPE sheet over 10 mm sand cushion, DLC 150mm, WMM 150mm and GSB Grade V 150 mm. The Consultant shall check stability of soil with respect to the Soil Investigation Report for the project; duly approved by the deptt. and suggest measures of stabilisation of soil if found unstable. The Consultant shall also provide feasibility report for stabilisation of soil using Recycled Concrete Aggt from floor of existing Hangers to be demolished and shall provide usable qty of Recycled Concrete Aggt to be obtained from the floor of existing Hangers. Preparation of structural working drawings in AutoCAD/NanoCAD. Submission of input, analysis and ouput data and design calculation/document on minimum 80 GSM A4 size white paper (one set) duly spiral bound and 2 sets of input, analysis and ouput data and design calculation/document incl software file; if any, in softcopy copied in 2 separate DVDs.
21Structural Analysis and Design of Box Culvert conforming to IRC Code SP:13-2004 in addition to other relevant codes with design load of NH,SH and MDR be considered based on approved arch drawings. Minimum Grade of RCC shall be M30 with FE 500D reinforcementand. Preparation of structural working drawings in AutoCAD/NanoCAD. Submission of input , analysis and ouput data and design calculation/document on minimum 80 GSM A4 size white paper (one set) duly spiral bound and 2 sets of input, analysis and ouput data and design calculation/document incl software file; if any, in softcopy copied in 2 separate DVDs.

24Notes:- (i) Design shall be carried out by qualified structural engineers with MTech/ME in Structures and minimum 5 years of experience. (ii) All General Notes and Typical Structural Drawings of HQ CE Leh Zone shall be referred to by the consultant before structural analysis and design and duly mentioned in the structural working drawings. Additional General Notes and Typical Structural Drawings may be prepared by the consultant. (iii) The Consultant shall take standard format of structural working drawings from HQ CE Leh Zone before taking prints. (iv)The consultant shall also visit the proposed site before carrying out design; if required by him without any extra cost to the dept. (v) The Consultant shall get the preliminary input data for structural analysis and design approved from E2(Design) section of HQ CE Leh Zone before proceeding for structural analysis and design. Geotechnical data shall be taken from Soil Investigation Report for the project duly approved by the deptt. (vi) The Consultant shall further get the preliminary structural working drawings approved from E2(Design) section of HQ CE Leh Zone before proceeding for vetting of input, analysis and ouput data and design calculation/document alongwith each of the structural working drawings of complete project. (vii) Allinput, analysis and ouput data and design calculation/document alongwith each of the structural working drawings of complete project shall be got vetted from any of the IITs/NITs by the consultant before final submission to the deptt. Vetting shall not be in personal capacity of the Professor.
25Notes(contd...) :- (viii) The consultant shall endorse the statuary certificate as under on final structural analysis and design folders and final structural drawings:- “It is certified that the design / specifications included in these drawings are in accordance with the current Govt Policies, latest relevant IS code Provision/ specifications, Department Technical Instructions made available to us, sound engineering practices and earthquake resistant design for most probable earthquake for Zone IV as per 1893-2016 (or latest), worst wind load condition and as per the soil characteristics / soil strata for the site of the project. Seismic analysis carried out as per BIS of the most probable earthquake / wind load conditions. Accordinglythe structural design folder and drawing are complied for its correctness. These structural drawings are hereby validated as safe and fit for execution.” (ix) The consultant shall be liable to attend the discussions and tender presentation after submission of drgs and issue required amendments drgs./corrections as directed by the dept without any extra cost. The rates quoted herein will include the cost of any such drgs. (x) Even after acceptance of contract for the project, the department take the right to call the consultant for carrying out necessary corrections / rectification in the structural design and structural working drawings, if any discrepancies are noticed or any alteration are made in design and/or structural working drawings due to ground requirement. No charges shall be paid for such cases. (xi) Completion Certificate will be issued after completion of complete scope of work defined herein above by the consultant. Certificate will be rendered by the section head of E2 (Design) Section of HQ CE Leh Zone.
26PREPARATION OFSERVICES (E/M&B/R)
27Complete consultancy of E/M incl. design, preparation of site plan, schematic diagram for internal and external electric supply, schedules and estimates alongwith supported quotations/ price lists for all the proposed buildings to be constructed, all as specified and directed for the final approval of bldg plan. (b) Consultancy for design of Fire detection, alarms and fire fighting systems as per NBC / fire advisory & as per CFFEES recommendation. (c) Consultancy for design of external water supply. (d) The detailed BOQ of the work also be submitted with qoutations for various major E/M equipments such as EOT Crane, Air Compressor, Water cooler etc. (e) Consultancy for design of Transformers, DG set, and lightening protection. Note:- The consultant also required to submit the following:-(i) submission of allied services schematic diagrams in connection with civil works (ii) Site plan marked with existing and proposed external services. (iii) Final submission of complete set of drawings in original prints on 4 sets of 90/95 GSM A1 size ammonia/white prints and submission of input, analysis and ouput data and design calculation/document on minimum 80 GSM A4 size white paper (two set) and 2 sets of drgs in softcopy copied in 2 separate DVDs.
28Consultancy for design of CHS system and preparation of BoQ for Hanger, annexes and all other buildings as per the scope of job. (a) The design conditions are as follows:-(i) Inside design conditions (+) 20 degree celcius plus minus 2 degree celcius. (ii) Minimum outside ambient temperature (-) 35 degree celcius (b) Under mentioned elements shall be included in above work- (i) Heat load calculation and design as per ASHARE/SHARE standard and relevent technical reference as applicable.(ii) Preparation of drawings for complete layout of FCUs/Towel radiators/AHU etc. (iii) Preaparation of drawings for layout of glycol mixture supply pipelines and return pipeline. (iv) Prepation of site plan duly marked with proposed external electrical and mechanical services for the complete CHS plant. (v) Design calculation and selection criteria for sizes of pipelines, electrical pump, oil fired boiler, cables, panels and FCUs/AHUs alongwith specifications. (vi) Schedule for periodic prevention maintenance/ breakdown maintenances as recommended by OEM for each item of CHS and for the whole scheme. (vii) Preparation of DPR alongwith BoQ (as per MES format) for complete CHS plant system including mechanical, electrical and allied civil works with rate analysis based on market rates/ quotation of items including insulation of walls and ceiling. (viii) Shop layout of CHS plantroom showing all the necessasry equipment, pipes and duty room with toilet alongwith the internal electrical plan, etc. (ix) Layout drawings of CHS system. (x) Final submission of complete set of drawings in original prints on 4 sets of 90/95 GSM A1 size ammonia/white prints and submission of input, analysis and ouput data incl heat load calculastions and design calculation/document on minimum 80 GSM A4 size white paper (one set) duly spiral bound and 2 sets of drgs in softcopy copied in 2 separate DVDs.
29Notes:- (i) Design of CHS shall be carried out by qualified engineers with MTech/ME in relavant field and minimum 5 years of experience. (ii) The Consultant shall get the preliminary input data for CHS and all other E/M related design approved from E4 section of HQ CE Leh Zone before proceeding for designing. (iii) The Consultant shall further get all the preliminary working drawings incl heat load calculations and various design calculation related to E/M services approved from E4 section of HQ CE Leh Zone before proceeding for vetting of input, analysis and ouput data and design calculation/document alongwith each of the working drawings of complete project. (iv) Allinput, analysis and ouput data and design calculation/document alongwith each of the working drawings related to CHS system of complete project shall be got vetted from any of the IITs/NITs by the consultant before final submission to the deptt. Vetting shall not be in personal capacity of the Professor. (v) The consultant shall be liable to attend the discussions and tender presentation after submission of drgs and issue required amendments drgs./corrections as directed by the dept without any extra cost. The rates quoted herein will include the cost of any such drgs. (vi) Even after acceptance of contract for the project, the department take the right to call the consultant for carrying out necessary corrections / rectification in the structural design and structural working drawings, if any discrepancies are noticed or any alteration are made in design and/or structural working drawings due to ground requirement. No charges shall be paid for such cases. (vii) Completion Certificate will be issued after completion of complete scope of work defined herein above by the consultant. Certificate will be rendered by the section head of E4 Section of HQ CE Leh Zone for all E/M related work.
30Preparation of Site plans/ drawings duly marked B/R and E/M electrical services including schematic diagrams for internal water supply and internal electrification and providing BOQ of the services as per details given by the department. Preparation of drawings, detailed estimate for area drainage, road, sewage disposal and fencing,hardstanding, retaining wall, Puff water tank of 500 ltr and 1000 ltr capacity,insulation to all buildings etc.
31PREPARATION OF DETAILED ESTIMATES AND TENDER :- Preparation of detailed estimate and item wise yard stick including taking off quantities and abstract as per MES SSR 2020 and market rates, market rate analysis including preparation of Lump sum tender and contract for works required based onIAFW- 2159 (Revised-1947) including BoQ (Quotation Bid) andGCC ( IAFW-2249)Schedule wise and submission of details in prescribed MES format to HQ CE Leh Zone as per approved drgs for the above specified work alongwith quotations from E-in-C"s approved manufacturers. Specimen tender and any other details required shall be obtained by the bidder from E-8 Section of the office of HQ CE Leh Zone.
32The consultant shall get the preliminary estimate, yardstick, abstracts and MR Analysis approved from E8 section of HQ CE Leh Zone before proceeding for final submission of same
33Submission of complete set of data as mentioned above alongwith calculation sheet in hardcopy on minimum 80 GSM A4 size white paper (two set) duly spiral bound incl software file; if any,and also in softcopy copied in 2 separate DVDs.
34Completion Certificate will be issued after completion of complete scope of work defined herein above by the consultant. Certificate will be rendered by the section head of E8 Section of HQ CE Leh Zone.
