Name of Work: Contract of “Supply, Installation, Testing & Commissioning of 2 Nos. of Radar Gauge in 2X700 MT mounded bullets along with data integration system and 5 year statutory testing of MSVs installed at Ujjain BP" Note:- 1)Rates quoted shall be inclusive of all taxes and duties, but exclusive of Goods and Services tax (GST). Bidders are advised to make themselves fully conversant with applicable GST Law. 2)GST rate is considered @18%and will be paid extra at the time of billing as per Government Directives. 3)The Price Bid / Price Schedule shall be read with all other sections of this Tender Document. 4)The Tenderer is deemed to have studied the tender terms and conditions, specifications and details of works to be done within the Time Schedule and acquainted himself on the conditions prevailing at the locations. 5)This BOQ template must not be modified/replaced by the bidder and the same should be uploaded after filling the relevent columns, else the bidder is liable to be rejected for this tender. 6)The bidders shall quote only in coloured cells in Column F and also indicate their name in coloured cell in row 8 of the sheet. 7)Bidder should quote by selecting EXCESS or LESS in the dropdown box and thereafter filling the percentage rate in figures only without any condition. In case bidder is intending to quote “at Par”, biddermust quote “0” in the space provided. Name of bidder must also be provided at appropriate place in price bid. Leaving the designated space for quoting percentage rate blank shall be taken as quoted “Not Quoted”. The party in their own interest should tally the quoted rate in words and quoted amount (in figures) which is displayed at the bottom of price bid sheet and calculated as per % rate quoted by the party. Name of bidder must also be provided at appropriate place in price bid. 9)The Contract workers engaged in plant by Contractor shall have to be provided with safety gears like Safety shoes, Helmets, Hand Gloves, Uniform, etc thus bidder should quote acordingly.

Product Application : LPG With Transmitter Head with JBi, Vapour Pressure Sensor with Ball Valve Kit Analog input Card. Product Application: LPG Accuracy: ± 1mm Configured for Hazardous area. Work also include supply of tank side indicator for level of product along with Supply installation, testing and commissioning of combo indicator for display of pressure, temperature, level of radar and servo gauge on real time basis in single HMI and modification of interface as per IOCL requirement. Same data should also be reflected in Product Pump House of plant for noting the data.

7Installation and commissioning of Software for transmitting live data of pressure, temperature and both radar and servo level gauge of Two Nos. of Mound vessels to party supplied tank side indicator and vendor supplied PC along with Data of Pressure, temperature, Rochester and Radar gauge of Three Nos. of Bulletsalso at vendor supplied PC using necessary software, connectors and data concentrators. Scope also includes development of software, integration with existing TFMS software, Data integration with SAP.
8Provision and installation of Non-FLP PLC System of Level, pressure and Temp of 3 Nos. LPG Bullets & 2 Nos. of Mounded Bullets for S&D complete. The system comprises of the following Items: - PLC, Ethernet switch with modbus RT4 RS485, all fitted in Panel BOX. Interfacing to be carried out for display on a dedicated PC, storing vessel data into a database. The complete system is to be interfaced & integrated with SAP system
9Supply and installation complete - PC with latest OS License, sacada software 150 tags with license and 1 KVA online UPS with Battery. Development of Software for storing vessel"s data in database & Auto posting of data once in a day to SAP. Scope also includes display of data of already installed Pressure, temperature, Rochester and Radar gauge of Three Nos. of Bullets at PC using necessary connectors and data concentrators. Integration with existing TFMS software
10Mechanical modification work for installation of radar, hot work for installation of Still well as per applicable OISD rule and obtaining PESO approval along with 5 year testing of vessels as per OISD 150 and 144 and obtaining Rule 19 from PESO.
11Disconnecting the inlet, outlet of the LPG liquid and vapour line, SRV, HLA, Servo gauge, Radar gauge Manhole, water drain line, globe valves, ROV and other fittings of the bullets, removal of fire proof coating wherever necessary and disconnection of electrical cables without any damage as per the directions of the IOCL Site Engineer / Third Party Inspection Agency official. Any damage for the fittings or any equipment during removal & fixing of the connection has to be made good by the Tenderer. (Per vessel)
12Degassing of bullets with supplied water after making necessary connections for in and out flow with suitable pipelines / hose arrangements as directed on site. The water used for degassing should be disposed off safely in the drainage and the sludge if any coming along with water should be carefully removed and disposed / kept in safe place as directed at site. The sludge should be buried if necessary as per directions of location in charge or his representative. A sample of all sludge collected should be handed over to the LIC / Site Engineer. Deboxing / Boxing, dismantling / Pitting back all gadgets on bullet, also all jobs related to blind Flanging up to 1st Isolation Valve. (Per vessel)
13Providing flame proof lighting arrangement inside the bullet for carrying out necessary inspection, cleaning and NDT Tests. Contractor to supply the flame proof light fittings, Junction boxes, required cables etc, as directed at site. Lighting arrangement shall have to be retained at site till completion of all the bullets and the same lighting arrangement may be used in the other bullets by turn. (Per vessel)
14Providing MS tubular ladder/scaffolding inside the bullet suitable for cleaning of inner surface and suitable for carrying out all inspections like ultrasonic testing, MPI and all allied jobs as directed. Ladder / scaffolding(s) shall have to be retained at site till the completion of all 2 bullets testing and the same scaffolding(s) may be used for providing in the other bullets by turn. The contractor shall also provide oxygen meter and ensure oxygen level is as prescribed norms before vessel entry. Oxygen meter can be taken back by contractor after the work is over. (Per vessel)
15Thorough cleaning of the inner surface with water jet and clearing the sludge / rust materials followed by thorough cleaning of inner surface to remove the scales, oil and dust by wire brushes to expose the metal surfaces and thorough buffing of weld joints. Cleaning of minimum 10 mm on both sides of each weld joint including nozzle welds by thorough cleaning using rotary brushes to expose bare metal (Shinning surface) with care to entire weld joints of nozzles and weld area of support legs and other areas as directed at site. The contractor has to provide all equipments and consumables for carrying out the cleaning jobs. Localized grinding of the welds to be done if required as directed by our Site Engineer / Third Party Inspection Agency official. Dispose off the sludge of bullet at designated place after excavation as per direction of IOC
16Carrying out external inspection on mound, retaining wall, inspection tunnel, bottom nozzle & its suspension/ supports, accessible top nozzles etc.:Checking auditing on established procedure of tests and maintenance of record and observation of Cathodic Protection System of record and observation of Cathodic protection system within the discipline of OISD-150. Also includes detailed inspection of functioning of Cathodic Protection System in line with the provisions of NACE, IS OR equivalent code. Also carrying out coating survey. The job also includes inspection and testing of insulation joints of the Cathodic Protection System.(Per vessel)
17Fixing back all the liquid and vapour lines after servicing the valves, EFCV and fixing all removed fittings like HLA, SRV, Pressure/ Temp/ Servo/ Rochester gauges, manhole covers etc. After completing the testing, purging/fresh gas in is to be carried out with assistance from & under supervision of & as instructed by IOCL/Third Party Inspection Agency.(Per vessel)
18Ultrasonic thickness measurement on shell plates, dished end plates, LPG pipelines and nozzles as per applicable code and as per the instructions of Third Party Agency / IOCL Site Engineer. 19Wet fluorescent magnetic particle test of welds using AC Yoke – magnaflux /tiede/Y6 black light and white washable distemper as background and as per applicable codes and as instructed by IOCL / Third Party Agency. Internal 100% (all weld joints from inside), nozzle welds (internal & external).Work also includes MPT testing over hot work (welded joint) to be done for replacement of stilling well and radar gauge. 22Radiography test for weld joints at selected locations as problem defects/flaws observed during other tests subject to a maximum of 10% of total weld length as per applicable code and as instructed by Third Party Inspecting Agency. OPTIONAL only to be conducted where defects/flaws are observed. Radiography test for welded joint after carrying out Hot work to be done compulsorily.

24Calibration of Existing Servo gauge and Dry calibration of Bullets by Electro-optical distance ranging (EODR) Carry out Dry calibration of Bullets by Electro-optical distance ranging (EODR) laser and optical triangulation technology. Method of measurement shall be as per API MPMS 2.2D using Electro-optical distance ranging (EODR) and API MPMS 2.2A (API 2550). Calibration table will be in 10 mm height intervals with 1 mm proportional part tables or as decided by IOCL. Approval & stamping of calibration charts by CPWD shall be done by the party. Before start of calibration a detailed procedure has to be submitted.(Per vessel)
25Replacement of Nuts, Bolts, Washers & Gaskets: Supply and fixing of all gaskets, studs & nuts for all fittings after the isolation valve near to water drain line provided in Bullets. (Per vessel)
26Hydrotest and Stretch Test:To conduct "HYDROTEST TEST" of vessel and also connected piping in total as required and as directed at site, after successful of all N. D. Test as per SMPV rules and relevant codes.(Per vessel)
27Settlement of Mounded bullets: Checking of settlement of Mounded bullets by using laser technique for horizontal plain shift and plumb line / Theodolite technique for vertical plain shift. The person performing settlement shall be experienced in the relevant field.(Per vessel)
28TPI and PESO Work: TPI stage wise inspection including preparation of documents, drawings for fixing of radar gauges and all connected worksas per site requirements in total including Preparation of all procedures and related documents for hot work and tests as per applicable Rule, submission to PESO after completion of works duly vetted by TPI agency, all NDT activities, Checking of weld joints, Witnessing and Review of Radiography film , Witness of Hydro test of all 2 mound Vessel, preparation of all documents as per SMPV rules, duly witnessed and certified by approved TPI agency, submission to CCOE and co-ordination with CCOE and obtaining approvals.
