| 9 | Supplying, Fixing, Commissioning, testing and configuration of prepaid/post-paid web (cloud) based software for 217 Nos (Expandable upto 25% of 217 Nos) Elect Smart Meters of any make/brand having the specification as per IS 16444 (Latest) with following modules :- (a) Metering Data Management Module:- The meter data management module would be responsible and capable for collecting the data from the data concentrator unit (DCU) of any make/brand and make the data available to the billing system. The system/software would support elect meter"s data entry.The electric meter data management system would capture and provide the following data :- (i) 15/30 minute instantaneous data from all the elect meters for i.e. seven parameters- Cumulative Energy, Instant Power, Current, Voltage, Power factor and Frequency. (ii) Monthly and quarterly billing survey data for cumulative energy and max demand. (b) Communication module: The system should provide communication of energy data and bills via print, email. (i) Meter Master Data : The system would support meter data repository. The system should support meter replacement process. (ii) Excel Export : The system would support export of metering and billing data in excel format Make: HPL, Himachal Energy, ABB Note :- (a)Software License Charges shall be included for 2 years including DLP. (b)Bidder / OEM will provide necessary sim card / infrastructure for communication and will maintain recurring charges for 2 years for which cost is deemed to be included in the rates quoted by contractor. (c)Software shall be CERT-In ( Indian Computer Emergency Response Team) certified from CERT approved vendors for any cyber security related threat and a certificate along with relevant documents in this regard shall be provided by OEM before approval of the product. (d) It shall also be compatible for any make/brand of Smart Elect meter with valid IS16444 (Latest) BIS Elect meter with cellular or RF meter with RF based mesh networking and OEM shall provide necessary API"s(Application Programming Interface) for integration of same with the software. (e)Contractor/OEM shall be responsible for taking necessary clearance from Stn cyber cell before installation/commissioning of software. |

| 13 | Note :- (a) Contractor/OEM shall provide necessary training to MES staff during the period of 12 months as an when required. (b) Manning & operation will be applicable for 12 months including defect liability period mentioned against each items respectively from the date of completion of work & it shall include following scope of maintenance and operation:- (i) Single phase Elect Smart meters -115 Nos (ii)Three phase Elect Smart meters -02 Nos (iii) Elect Meter data management connectivity including DCU and RF repeater. (iv) Computer, Printer and all allied accessories. (v)DCU SIM cards. (vi) Provision of stationery, printer cartridge, registers etc all as directed by Engr-in-Charge. All miscellaneous charges shall be included in the scope. No separate charges shall be paid to contractor in this regard during contractual period. |
