Name of Work:General O&M works for 100 MW Solar PV Power Plant at GSECL, Raghanesda Solar Park, Gujrat for a period of 120 months NOTE: 1. CONTRACTOR SHOULD QUOTE PERCENTAGE (%) ABOVE/BELOW (OR) AT PAR WITH RESPECT TO TOTAL AMOUNT. 2. QUOTED PERCENTAGE (%)IS APPLICABLE ON ALL ITEM RATES UNIFORMLY. 3. Measurement ofServices / Activities carried out at Site shall be as per O&M Log book records and deductions will be passed in case of services / activities not completed in the month / year. IMPORTANT NOTE: Complete O&M payment to the contractor for sl.no.1.02 and 1.03 will be released on comparison of generation as per guaranteed parameter vis-a-vis Actual generation. The shortfall (if any) w.r.t guaranteed generation shall be duly supported by documentary evidence. In case of shortfall w.r.t guaranteed generation parameter, BHEL Engineer/incharge to certify that "the reasons submitted by contractor are beyond its reasonable control". The amount equivalent to shortfall in generation may be absorbed by BHEL on exceptional basis. Manpower indicated is only minimum requirement. However, vendor to deploy required manpower to complete each activity in specified time duration.Further proof of payment to engineer and workmen, ESI, PF payment shall be submitted along with invoice. NOTE: Unit Rates of each items in BOQ of Award of Work will be firm (fixed) throughout the complete O&M period. However, Reimbursement/Deduction due to change in the minimum wages will be paid/adjusted separately as given below: PRICE VARIATION CLAUSE (PVC): Applicable (This clause is applicable for Sl. No. 1.01, 1.02, 1.03, 1.05 & 1.06 only) a. Any change in the minimum wages (Basic, periodic VDA, PF, ESI, Bonus changes) by appropriate govt. (as per min. wage circular issued by Gujarat Govt.) over and above the rate prevailing at the time of award of contract, will be reimbursed/deducted by BHEL-SBD to the contractor to the extent of change along with statutory payment viz PF, ESI & bonus etc. on production of proof of payment to the contract labour by the Contractor duly verified by the site incharge. The increase/decrease will be without service charge. b. Reimbursement/Deduction due to change in minimum wages along with statutory payments like PF/ESI/Bonus etc: MW0 = Minimum wages along with statutory payments like PF/ESI/Bonus etc. at the time of Award of Work’. MWn (MW1,2,3,….n) =Minimum wages along with statutory payments like PF/ESI/Bonus etc. at the time of change in minimum wages. Calculation of Reimbursement/ Deduction = (Actual Mandays as per BHEL certified wage register for the period) X (MW1,2,3,…n-MWo) c. PVC will not be applicable for additional required manpower for completing any activity. d. PVC for sl. no. 1.01 will be applicable considering the change in minimum wages for Skilled Worker (SW).

2Management of complete O&M activities by O&M in charge: Contractor shall deploy One Supervisor (Graduate) who will be the overall O&M in charge of the plant. Major responsibilities of O&M in charge : (i) Allotment of work to all the O&M staff and supervision of O&M works as per schedule approved by BHEL. (ii) Maintaining & sending Daily, weekly and Monthly report to BHEL by mail. (iii) Interaction with customer, Technical O&M Contractor & statutory authorities etc. (iv) Theft incidents: immediate reporting to BHEL/GSECL, filing FIRs at police stations on BHEL behalf, coordination for site inspection by insurance companies and clearance of insurance claims, logging of events (date, time) and maintaining records. (v) Accidents: immediate reporting to BHEL/GSECL, coordinating with hospitals, logging of events (data, time) and maintaining records. (vi) Monitoring of all O&M works so as to maintain generation from plant as per commitment to end client. (vii) Maintaining all registers required as per labour law like attendance register, wage register etc. (viii) Day-to-Day monitoring and maintaining record of the water consumption at site. (ix)Co-ordination with other agencies working for the plant O&M during execution of the work, inspection by statutory authorities etc. and whenever required for the smooth working of the plant totally. If there is any conflict arises, same has to be brought to the notice of the BHEL incharge and BHEL decision in this aspect is final and binding.
3Water cleaning of solar modules: Three cycles per month, each cycle shall consist of cleaning of entire 3,50,520*Nos modules of122.116 MWp* DC capacity. and Operation & Maintenance of Module washing System installed by BHEL.Note: * means- Count may increase depending on generation requirements and O&M vendor has to address it with the actual quantity. In case water is not available in the vicinity, vendor shall clean the modules with dry wash mechanical motorized Handheld brushes as per the activity Sl. No. 1.03. (i) Minimum Three Cycles of Module washing shall be completed per month by the O&M Vendor by deploying manpower and special brushes with individual hose connection on required basis. However, a minimum no. of 25 Manpower and equivalent no. of brushes shall be deployed. Replacement/ replenishment of brushes shall be in the vendor"s scope. (ii) Water shall be pumped from GPCL water storage tank to four numbers of Module Washing tanks(2.5 Lakh liters capacity of each) located inside the solar plant and water shall be stored in in these tanks. Water from these tanks shall be pumped through already installed pipeline network and Booster pumps to facilitate water flow for modules cleaning with pressure. (iii) In case water is not available at site from GPCL source, vendor shall arrange water using tankers to fill BHEL"s Module washing tanks. Further the process of Module washing shall be as per Sl.no. (ii) above. Payment for supply of water through tankers shall be done by Vendor and will be reimbursed by BHEL on submission of proof of payment and duly certified by BHEL site incharge at the unit rate as per sl.no.1.04 . (iv) All the consumables for cleaning of modules such as cleaning brushes, mopping sticks etc. shall be arranged by vendor only. (v) In case of natural cleaning of solar modules by rains and cleaning not carried out, no payment will be done for that cycle within the month. (vi) Three cycles of cleaning of entire solar modules has to be completed in a month by the vendor. In case, lesser quantity of solar modules are cleaned, proportionate payment will be made for quantity of solar modules cleaned up to last day of each month. (vii) Each solar module is of 2m x 1m size and 60/58/54 solar modules are mounted on each structure. (viii) Module cleaning shall be done by using mechanical brushes only. (ix)All type of tools and tackles, sparesrequired for repair & maintenance of MWS including repair works shall be in the Contractor scope. (x) 1% of the Monthly payment for this activity shall be associated with achieving the Monthly guaranteed generation and shall be certified for payment by BHEL Site in Charge based on Generation of the Month
4Dry cleaning of solar module in case water is not available in the vicinity, each cycle shall consist of cleaning of entire 3,50,520*Nos modules of122.116 MWp* DC capacity. and Operation & Maintenance of dry wash mechanical motorized Handheld brushes/ Note: * means- Count may increase depending on generation requirements and O&M vendor has to address it with the actual quantity. (i) In case water is not available in the vicinity or there is an interruption in the power supply to the booster pump, vendor shall clean the modules with dry wash mechanical motorized Handheld brushes. In this way vendor shall ensure that cleaning of PV module shall be done without being dependent on water. (ii) Equipments required for dry cleaning like 10 nos. dry wash mechanical motorized Handheld brushes of reputed make with 3 hrs battery backup, 10 nos. Bristle brushes, 5 nos. chargers and 10 nos. batteries shall be in the vendor"s scope. Make shall be SOLAVIO or equivalent and approval shall be taken from BHEL before procurement. (iii)Vendor shall also maintain the above equipments including repair/replacement and replenishment of spares throughout the complete O&M period. Required spares and tools for maintaining dry wash mechanical motorized Handheld brushes shall be in the Contractor scope.
5Supply of water using tankers Water shall be supplied using tankers from external source in case water supply is interrupted from GPCL Source and therefore water is not available in Module washing Tanks. (This activity shall be operated only in case Water is not available from GPCL which shall be specifically certifiedby Site-in-charge and GSECL)
6Deployment of Security persons for the entire plant in 3 shifts per day with minimum 6 security persons and One Shift Incharge in each shift . Security force deployed shall be from Certified Security agency with valid licence. Deployment of security service shall be 24X7 including Sundays & national holidays. (i) Securing approx. 500 acres of plant area. (ii) In case of theft, FIR to be lodged by O&M vendor within 2 days of incident.Name of the Security Guardson duty on date and time of incident and Shift in charge of Security team shall be included in the FIR compulsorily. (iiI) If theft incidents are due to negligence of O&M vendor such as shortage of security etc, the loss recovery shall be done from vendor. (iv) In case O&M Vendor fails to furnish FIR copy for thefts reported within the current Billing cycle, then the value of material / components lost due to theft shall be Withheld / retained from Running Bills of the O&M Vendor. In case the FIR Copy is not furnished within 3 months of the date of incident, then the Value of the material / components lost due to theft shall be deducted from Amounts due to the O&M Vendor. (iv) Security Guards shall be trained in firefighting and operation of Fire extinguishers and possess valid firefighting & First Aid licence and shall immediately act upon observing a fire within the plant premises.
7General maintenance works such as Daily housekeeping activity for Inverter plot forms and Control room including toilets, Garbage removal from solar array area, repair of plumbing works, underground water tanks, Sitex tanks, cleaning of sewerage lines, septic tanks, soak pits if required, minor civil repair works such as leakages, doors, windows, rolling shutters, ventilators, floor/ tiles/ wall cracks, cleaning of drains and Grass cutting inside solar plant, wherever and whenever required. (i) Minimum 4 labours to be allocated for this activity. (ii) All the buildings –1 No. Main Control room (PEB type) and 20 Nos. Inverter station platforms and security rooms to be mopped daily and surroundings to be kept clean. (iii) All toilets to be cleaned daily. (iv) All consumables required for this activity shall be in vendor"s scope. (Water for Filling the Overhead tank outside MCR shall be provided from BHEL-Module washing System Pipeline). In case of maintenance or non-availability of water from the MWS line, O&M Vendor shall arrange for Water through tanker to fill the Overhead tank with portable pump. (v) Area between MMS Structure and Non-array area shall be kept clean by removal of debris, waste material and grass cutting etc. (vi) Grass cutting shall be done by using of Motorized Grass cutting machines. Repair & maintenance and expenses towards Petrol/Diesel/electricity for operating grass cutting machines shall be in vendor"s scope. (vii) Disposal of cut grass and debris collected from plant area shall be disposed at designated place outside plant area. (viii) Maintenance of landscaping and gardening in front of MCR.
