Name of Work:Technical O&M works for 100 MW Solar PV Power Plant at GSECL, Raghanesda Solar Park, Gujrat for a period of 120 months NOTE: 1. CONTRACTOR SHOULD QUOTE PERCENTAGE (%) ABOVE/BELOW (OR) AT PAR WITH RESPECT TO TOTAL AMOUNT. 2. QUOTED PERCENTAGE (%)IS APPLICABLE ON ALL ITEM RATES UNIFORMLY. 3. Measurement ofServices / Activities carried out at Site shall be as per O&M Log book records and deductions will be passed in case of services / activities not completed in the month / year.. IMPORTANT NOTE: Complete O&M payment to the contractor for sl.no.1.02 and 1.03 will be released on comparison of generation as per guaranteed parameter vis-a-vis Actual generation. The shortfall (if any) w.r.t guaranteed generation shall be duly supported by documentary evidence. In case of shortfall w.r.t guaranteed generation parameter, BHEL Engineer/incharge to certify that "the reasons submitted by contractor are beyond its reasonable control". The amount equivalent to shortfall in generation may be absorbed by BHEL on exceptional basis. Manpower indicated is only minimum requirement. However, vendor to deploy required manpower to complete each activity in specified time duration.Further proof of payment to engineer and workmen, ESI, PF payment shall be submitted along with invoice. NOTE: Unit Rates of each items in BOQ of Award of Work will be firm (fixed) throughout the complete O&M period. However, Reimbursement/Deduction due to change in the minimum wages will be paid/adjusted separately as given below: PRICE VARIATION CLAUSE (PVC): Applicable (This clause is applicable for Sl. No. 1.01, 1.02 & 1.03 only) a. Any change in the minimum wages (Basic, periodic VDA, PF, ESI, Bonus changes) by appropriate govt. (as per min. wage circular issued by Gujarat Govt.) over and above the rate prevailing at the time of award of contract, will be reimbursed/deducted by BHEL-SBD to the contractor to the extent of change along with statutory payment viz PF, ESI & bonus etc. on production of proof of payment to the contract labour by the Contractor duly verified by the site incharge. The increase/decrease will be without service charge. b. Reimbursement/Deduction due to change in minimum wages along with statutory payments like PF/ESI/Bonus etc: MW0 = Minimum wages along with statutory payments like PF/ESI/Bonus etc. at the time of Award of Work’. MWn (MW1,2,3,….n) =Minimum wages along with statutory payments like PF/ESI/Bonus etc. at the time of change in minimum wages. Calculation of Reimbursement/ Deduction = (Actual Mandays as per BHEL certified wage register for the period) X (MW1,2,3,…n-MWo) c. PVC will not be applicable for additional required manpower for completing any activity. d. PVC for sl. no. 1.01 will be applicable considering the change in minimum wages for Highly Skilled Worker (HSW).

2Management of complete O & M activities by O&M in charge. • One Engineer ( B.E/B.Tech in Electrical Engg.) with minimum 33 kV working experience (Min. 3 years experience after Graduation ) to be appointed who will be the overall O&M in charge of the plant. • One Engineer who is having 33kV Licence.: Shall Possess 33 kV Electrical Systems Operations & Maintenance Licence issued by Gujarat State Electrical Authority. This apart Min 3 years’ experience in Operation and Maintenance of 33 kV Electrical installations Major responsibilities of O&M in charge : (i) Allotment of work to all the O&M staff and supervision of O&M works as per schedule approved by BHEL. (ii) Sending Daily, weekly and Monthly report to BHEL by mail. (iii) Interaction with customer / SLDC/ RLDC etc. (iv) Coordinating with sub-station upon grid failures /cable faults and implementing the needful steps to restore the plant to normal operation. (v) Weekly / Monthly downloading of data from ABT meter using CMRI / as instructed by BHEL/GSECL. Liasoning and facilitating Joint Meter Reading (JMR) with GETCO and GSECL along with necessary laptop etc. (vi) Maintaining plant records and log books, stock register and reporting to BHEL. (vii) Trouble-shooting and Updating of SCADA system if required as instructed by BHEL. (viii) Theft incidents: immediate reporting to BHEL/GSECL and Security agency. Responsibility for ensuring thatFIRs for thefts are lodged at police stations on BHEL behalf, coordination for site inspection by insurance companies and for providing required documentation etc forinsurance claims, logging of events (date, time) and maintaining records. (ix) Accidents: immediate reporting to BHEL/GSECL and Security agency at site (For Fire) coordinating with hospitals, logging of events (data, time) and maintaining records. (x) Monitoring of all O&M works so as to maintain generation from plant as per commitment to end client. (xi) Logging of service call requirement at site on telephone with OEM within 2 hours of identification of service requirement. (xii) Service log Book shall be maintained at site. (xiii) Co-ordination with other agencies working for the plant O&M during execution of the work, inspection by statutory authorities etc. and whenever required for the smooth working of the plant totally. If there is any conflict arises, same has to be brought to the notice of the BHEL incharge and BHEL decision in this aspect is final and binding.
3Plant Operation works such as (i) Logging of DC, AC, grid parameters (current, voltage, power, energy) at PCUs, HT panels, transformer temperatures, equipment tripping/ breakdown, grid outage as per BHEL formats. (ii) SCADA data station / HMI PC operations/ CCTV operation for daily monitoring of weather parameters, trend graphs and urgent reporting to BHEL in case of any problems / anomalies observed with any of the parameters, resolving communication issues between SCADA and other equipment, healthiness of all equipment Minimum 09 technicians (Diploma / ITI) with working Experience of Min 1 Year to be allocated for this activity. The O&M works mentioned are indicative. All the activities required for O&M shall be carried out by technicians as instructed by BHEL. Monthly reports to be prepared and submitted by mail to BHEL for the various parameters including Earth resistance, String currents at SCBs, Energy exported etc. as per report formats finalized by BHEL. At least two technicians out of 09, shall be qualified for operating installations of 33KV and above. Certificate / license copy to be submitted to BHEL before commencement of O&M works. One technician to be posted in Night shift operation of the plant. All Technicians shall be traiined for providing First Aid.Also all Technicians shall be trained in Operating Fire extinguishers and dousing in case of fire. 1% of the Monthly payment for this activity shall be associated with achieving the Monthly guaranteed generation and shall be certified for payment by BHEL Site in Charge based on Generation of the Month.
4Carrying out Preventive and Breakdown maintenance as per O&M schedule / OEM guidelines / maintenance manual such as a) Cleaning, tightness checks, lubrication and other maintenance of equipment -PCUs, HT panels, Inverter transformers, Auxiliary transformers, ACDB, FCBC, UPS, Battery banks, SCBs, SCADA, WMS, CCTV, Fire Alarm, ESE Lightning arresters, earthing, light fitting -indoor and outdoor etc. b) Replacement of Silica gel, gaskets, Rectification of Oil leakages in all transformers. c) Repair/ replacement of failed 33KV cable and OFC inside plant and upto GETCO substation, replacement of failed 33 kV termination and OFC / jointing kits. d) Trouble-shooting of solar array problems as DC earth fault, OFC/ communication cable faults, replacement of damaged PV modules, SCB components etc. e) Checking tightness of MMS and PV Modules (f) Monthly earth resistance measurement and recording value on the Earth chambers (g) Watering of earth pits. (i) Minimum 3 technicians (Diploma/ITI) with working Experience of Min 1 Year and minimum 5 labours to be allocated for this activity. (ii) List of equipment mentioned is indicative. Maintenance of all the equipments installed in plant is in vendor"s scope. (iii) Periodic maintenance shall be preferably carried out during evening to avoid generation loss. (iv) Whenever a fault has occurred, the contractor has to attend to rectify the fault & the fault must be rectified within 48 hours from the time of occurrence of fault. (v) Major spares such as complete equipment failures of CT, PT, LA, Breaker, Isolator, SCB, PCU, transformer, cables, HT termination and jointing kits etc. if any will be supplied by BHEL. (vi) Minor spares and consumables such as MCBs, all type of Fuses (for SMB, PCU and for all other equipments), Lights in PV area, switch yard & buildings , fans, indication lamps, gaskets, silica gel, transformer oil for top-up. Acid for battery, Fastners, termination kits, cable lugs, glands and heat shrinkable sleeves of all required sizes, MC4 connectors, PCU dust filter,sanitary fittings. if required shall be supplied by vendor. vii) In case of Maintenance activity / failure / damage / accident / replacement / repair required for any of the plant equipment such as Solar modules, HT panels, all transformers etc. or for any other site related activities, unloading, erection, installation, charging, co-ordination with agencies involved, etc., shall be in O&M vendor’s scope. Arrangement of Crane / hydra / JCB/ additional labour hiring / Ladder, etc., for arranging replacement of failed equipment shall also be in the scope of O&M vendor. (viii) All tools and tackles required for maintenance activities shall be arranged by O&M vendor. (ix) 1% of the Monthly payment for this activity shall be associated with achieving the Monthly guaranteed generation and shall be certified for payment by BHEL Site in Charge based on Generation of the Month.
5Annual maintenance of all transformers with respect to BDV measurement, Oil filtering as required or annually, tightness of cables, earthing and hardwares, tightening of MMS Fasteners replacement of gasket, silica gel breather, paint touch-up, arresting oil leakages and oil top-up of all transformers and other related electrical works. Through OEM / competent testing agencies as approved by BHEL. All required tools, tackles, testing and measuring instruments, Oil filtration kit, DG set and transformer oil for top-up etc. All Consumables and Oil etc. to be arranged by vendor.
6Annual testing and calibration of 33 kV HT panel equipment as VCBs, CTs, PTs, Numerical relays, electromechanical relays, MFMs etc. Periodic checking and Maintenance of Metering Panel CTs and PTs and Tightening of Terminations, Through OEM / competent testing agencies as approved by BHEL. All required tools, tackles, testing and measuring instruments, DG set etc. to be arranged by vendor.
7Calibration of Weather Monitoring Station equipment Weather monitoring station equipment to be calibrated at IMD or OEM recommended labs as per calibration period of individual equipment as recommended by OEM.
8Checking and re-filling of Fire extinguishers and sand buckets as required. All the fire extinguishers to be checked for healthiness and re-filling to be carried out as and when required.
9Maintenance and Servicing of Air conditioners, Refrigerator, Furniture, Water purifier, fansetc. Breakdownmaintenance and servicing of equipment as and when required to be carried out by vendor. Periodic maintenance on annual basis.
10Painting of metal structures (non-galvanized as well as galvanized), rolling shutters, switchyard and transformer yards fencing and gates, all rusted components etc. All civil structures shall be applied with Bitumen paint on annual basis to prevent corrosion / erosion of Concrete. De-rusting and Painting of all metal structures and bitumen (10 liters to be supplied every year) coating of all civil structures shall be carried out once in every year. Galvanized structures shall be touched up with Zinc rich Metallic paint wherever found rusted after due cleaning and for this 40 liters of paint shall be supplied every year to the plant. For non-galvanized structures Enamel paint as required for touch up shall be supplied.
11Painting of Main Control room building (PEB type) wherever metal sheets are rusted and inverter Plot forms railings etc using weather proof cement based acrylic emulsion paint (Exterior grade) for outside and oil bound distemper paint for inside the building. Painting of Control room and inverter plot forms shall be carried out once in 5 years. Metal sheets shall be painted fully after cleaning with enamel paints. Spray painting is also allowed.
12Maintenance of Roads and drains such as: I. Crack repairing of the road surface. II. Pot-holes over the top road surface to be rectify. III. Maintenance of shoulders for the rain cuts or damage due to some external reasons. IV. Before and after the monsoon season the storm water drains and sumps shall be maintained & cleaned for smoother flow of storm water. Maintenance of roads and drains shall be carried out once in every year.
13Providing internet leased line connection with static IP address of min. 2 MBPS speed including required hardware for 24 hours internet facility. BHEL will establish internet connection with static IP address which is feasible at site. O&M contractor shall continue the Internet connection provided by BHEL by paying the recurring charges.
14Providing & maintaining Landline or Mobile Telephone connection in Control Room. Landline or Mobile telephone connection to be taken in the name of GSECL. This Telephone connection shall be Hotline number for GSECL / GETCO/BHEL to communicate with Plant personnel manning Control room. Contractor shall ensure availability of this connection 24x7
15Establishinga Pantry and Providing Pantry services for Customer / BHEL/ Visitors at Main Control room.(Supply of tea , coffee, drinking water, snacks etc on as required basis) O&M Contractor shall provide these services and supply set of all equipment required for providing these services like, Induction stove, kettles, Utensils, crockery, cutlery etc. The materialsshall be property of BHEL and shall not be returned to O&M Contractor at end of contract period. O&M Contractor shall also provide required drinking water (by supplying 20 liters water bottles on as required basis) for the O&M Personnel working at site.
16Coordination and liasoning with SLDC/RLDC for interconnection of plant data with ALDC / SLDC Official charges to SLDC/RLDC will be paid by BHEL in the form of DD / EFT as per invoice/ demand note raised by SLDC. Required coordination and liasoning in getting invoice/ demand note etc. shall be in vendor scope.
17Coordination and liasoning with CEIG for renewal of CEIG approval and other statutory bodies as applicable. Vendor shall coordinate and liasoning on with CEIG for renewal of complete plant approval including 220KV side substation bays. Official charges if any to CEIG will be paid by BHEL in the form of DD / EFT.
18Coordination and liasoning with GETCO for rectification/ repair of failures in 33kV substation bay. Official O&M charges to GETCO will be paid by BHEL in the form of DD / EFT as per invoice/ demand note raised by GETCO. Required coordination and liasoning in getting invoice/ demand note etc. shall be in vendor scope.
19Supply and installation of RO water purifier of reputed make with storage capacity of min. 8 Liters in Control room for drinking water for O&M staff Make shall be KENT/ EUREKA FORBES / BLUE STAR or equivalent. Approval shall be taken from BHEL before procurement. Maintenance of the RO Filter shall be in O&M Contractor scope. RO filter shall become property of BHEL and shall not be returned to O&M Contractor after contract period.
20Hiring, maintenance and providing service of meter reading instrument (MRI) with cables and associated software for Secure make APEX 150 ABT meters Make shall be SANDS or equivalent and approval shall be taken from BHEL before procurement.
21Hiring, maintenance and providing service of special O&M tools/ material: a) 33KV Hi pot tester kit having capacity up to 60KV DC and Make shall be MOTWANE or Equivalent– 1 no. b) Thermal Analyzer (Thermographic camera) make shall be IR TECH T9/10-M or FLIR E5-XT equivalent – 1 no. c) 10 KVA Diesel Generator set with 3 Phase 415 V output with AVR and Make shall be Kirloskar or Equivalent – 1 no. d) Change Over switch of 30 A, 415 V, 3 phase above and Make shall be ABB/ Crompton Greaves or Equivalent– 2 nos. Make shall be reputed (mentioned w.r.t. each item) and approval shall be taken from BHEL before procurement. O&M Vendor shall utilise these for maintenance of the plant and shall ensure maintenance of these tools as and when required. In case of permanent damage or tool becoming nonfunctional, O&M Vendor shall arrange for replacement of the Tool(s) with another.
22Supply, laying/ installation and termination of 4 kms 25 sqmm 3 .5 core XLPE Armoured cable with aluminum conductor(in to the existing ACDBs at site) for alternate auxiliary supply at control roomand laying of 3-ph auxiliary supply cablesfrom 50 MW pooling stations to MCR approx. 2 km along with MCBs and change over switches as required - Make shall be Finolex or Equivalent Scheme with BOQ and datasheets shall be submitted to BHEL for approval.
23Hiring, maintenance and providing service of following items: a) Refrigerator (150 liters) of Voltas/Godrej/Whirlpool make – 1 No b) A Computer based Data Management System at site with Minimum 1 No. Latest Windows 10Configuration PC with Auto CAD 14, MS Office installed , 1 No. Laptop with windows 10 and capable of loading relay softwares and1 No. A3/A4 B&W printer for Record keeping and Document Printing. Also 1 No. High Speed Internet Dongle shall be provided and the One time charges and Monthly recharge shall be borne by O&M Contractor. Make shall be reputed . Maintenance of these equipment is in O&M Contractor scope Equipment supplied by O&M Contractor shall be returned after completion of Contract period.
24Supply and installation of plant name board. Specification and design of name board shall be as approved by BHEL
25Supply and installation of display board mentioning details of O&M personnel at Control Room Specification and design of display board shall be as approved by BHEL
26Operation & Maintenance of BHEL Supplied & installed 5 nos. 5 Hp (Petrol run) Dewatering Pump including spare, repairs & canopy for complete O&M period.
27Petrol consumption charges (Reimbursable at actual + 5% service charge). Petrol charges will be reimbursed by BHEL after submission of proof of consumption of petrol duly certified by site incharge.
28Engine Oil for mixing along with Petrol (Reimbursable at actual + 5% service charge). Engine Oilcharges will be reimbursed by BHELafter submission of proof of consumption of Oil duly certified by site incharge.
29Removal of water from the plant using Dewatering Pumps whenever required. Sufficient labours to be allocated for this activity, whenever required. (8 Hrs. running of all the 5 pumps will be considered as quantity 1 day)
30Deployment of QCA Agency: Approved Vendor a) Manikaran Analytics b)Reconnect Energy c)Tata Power d)Statkraft O&M Contractor is responsible for carrying out Scheduling and Forecasting work. All cost towards Scheduling and Forecasting like charges for QCA work related to DSM regulations by GERC in existence and amended time to time shall be in vendor scope. DSM Charges shall be paid by O&M Contractor on demand from SLDC and will be reimbursed by BHEL on quarterly basis on submission on proof of payment and duly certified by BHEL site incharge.
31Deploying vehicles for proper O&M of the plant As the plant is spread in approx. 500 acres of land, Vendor shall deploy at least 2 nos. of two wheelers(100cc or above & model shall be 2018 or later) for carrying out the O&M activities andone Four wheeler (four wheel drive vehicle & model shall be 2018 or later) for transportation of BHEL personal from nearest town Tharad (Approx. 65 Km far away from the site) to site and monitoring the O&M activities at site. O&M Contractor shall deploy one Four wheelerwith driver on 24x7 basis which includes 5000 Km running per month, fuel charges, overtime charges, night charges, toll tax, parking charges and other charges. O&M Contractor shall provide 2 Nos. of two wheelers on 24x7 basis which includes 1500 Km running per month for each, fuel charges, toll tax, parking charges and other charges. Additionally, Vendor shall arrange 2 nos. AC Sedan cars in case of visit of BHEL Official/ GSECL Official/ VIP / dignitaries at site as and when required.
