Name of Work: STATUTORY TESTING, INSPECTION, CERTIFICATION AND ALLIED WORKS FOR 3 NOS. MOUNDED STORAGE VESSEL AT GWALIOR LPG BOTTLING PLANT, MALANPUR

2DECOMMISSIONING: Decommissioning of the monded bullet, Degassing and cleaning of with water after making necessary connections for in and out flow with suitable pipelines/hose arrangements as directed on site. De-boxing the vessel ; dismantling all the Instruments on mounded vessels , pipe connections & also all jobs related to isolation of bullets from rest of the system by contractor. The water used for degassing should be disposed off safely in the drainage and the sludge if any coming along with the water should be carefully removed and disposed/kept in safe place as directed at site. The sludge should be buried if necessary as per site directions. A sample of all sludge collected should be handed over to the site engineers. Cleaning : Thorough cleaning of the inner surface with water jet and cleaning the sludge/rust materials followed by thorough cleaning of inner surface to remove the scale, oil and dust by pneumatic wire brushes to expose the metal surfaces and thorough buffing of weld joints. Minimum 10 mm on both sides ofeach weld joint including nozzle welds by thorough cleaning using rotary brushes to expose bare metal (shinning surface) with care to entire weld joints of nozzlesand other areas as directed at site.The contractor has to provide all equipments and consumables for carrying out the cleaning jobs. This item includes the excavation and refilling of soil/earth for burying the sludge as per instructions.
3DISCONNETION OF LINES AND RREFIXING BACK AFTER JOB : "Disconnecting the inlet, outlet of the LPG liquid and vapour line, SRV, HLA, Measuring Gauges (Servo Gauge, Radar gauge Gauge, Fixed tube Gauge), Manhole, Water drain line, globe valves, ROV and other fittings of the Mound Bullet using non sparking tools, disconnection of electrical cables without any damage etc as per direction of Site Engineer. Shifting to stores and back for servicing. Refixing-Fixing back all the Liquid and vapor lines after servicing the valves, EFCV, and fixing all removed fittings like SRV, HLA, Measuring Gauges (Servo Gauge, Radar gauge Gauge, Fixed tube Gauge), Manhole, Water drain line, globe valves, ROV and other fittings of the Mound Bullet. Refixingof the same including supplying and fixing of new metallic spiral wound gaskets and stud-bolts as per specification and codes with proper tightness as per instructions at site etc. complete. Test certificates to be provided for the material supplied.Any damage for the fittings, gaskets, studs-nuts etc. or any equipments during removal & fixing of the connection has to be rectified by the vendor itself. Finally correctness of level gauges has to be established. Testingshall be carried out for Emergency Shut off valves, EFCV / ROVetc using N2 Gas for observing operational fitness per SMPV / CCE norms / relevant codes. job also includes purgingthe vessel after testing and connection of pipelines.
4PROVISION OF FLAMEPROOF LIGHTS :Providing Flameproof lighting arrangement inside the Mounded for carrying out necessary inspection, cleaning and NDT Tests. Contractor has to supply the flameproof light fittings, junction boxes, required cables etc. This will be on returnable basis. After completion of the job all material will be returned to the contractor.
5OVERALL VISUAL INSPECTION : a)To conduct thorough “Visual Inspection” ofinner surface of mounded bullets to check any surface defect abnormality like dents, pitting, erosion, cracking, scaling, deposits , retaining Wall, Bottom Nozzle & its suspension/Support, accessible top nozzles etc as per ASME Sec. V and meeting all requirement of PESO. b) To conduct thorough “Visual Inspection” ofouter surface of mounded bullets to check any surface defect abnormality like dents, pitting, erosion, cracking, scaling, deposits , retaining Wall, Bottom Nozzle & its suspension/Support, accessible top nozzles etc as per latest relevant codes and meeting all requirement of PESO.
6100% MAGNETIC PARTICLE TEST : To conduct “100% Magnetic Particle test” dry and wet of all weld joints including cleat welds, nozzles, man-holes at top and bottom and external reinforcing pad-welds at the support leg height, as per as per latest relevant codes& meeting all requirement of PESO . Including for Internal Stiffener Ring to shell- fillet weld : selective. NOTE: Dry Magnetic Particle Test to be conducted below the equator and wet magnetic particle test above the equator line.
7DYE-PENETRATION TEST : To conduct “Dye-Penetrate Test” of weld joint, man hole , Nozzles etc. and any other accessible areas as per latest relevant codes& meeting all requirement of PESO
8ULTRASONIC THICKNESS TEST (A): To conduct “Ultrasonic Thickness Test” on petals/shell of Mounded Bullets as per latest relevant codes& meeting all requirement of PESO,as per SMPV rules. Mapping of each petal plate to cover the whole plate-say ten to twelve readings to be taken between each consecutive weld seam (Horizontal & Vertical), Nozzle, Manhole, Piping around installation up to first isolation valve.
9ULTRASONIC THICKNESS TEST (B): To conduct Ultrasonic flaw detection of butt welded joints on 100% "T" Joints from inside & 100 % both dish ends circumferential & longitudinal joints etc. as peras per latest relevant codes& meeting all requirement of PESO.
10RADIOGRAPHY TEST: To conduct “ Radiography Test” for weld joints at selected locations if defect/flaws observed during test no. 4, 5, 6 & 7 subject to maximum 10% of total weld length of pressure vessel as per as per latest relevant codes& meeting all requirement of PESO.
11HARDNESS TEST : To conduct Random “Hardness Test” with portable hardness tester on six to seven selected points/spots to cover weld, HAZ & Parent plate in each area i.e. bottom to top crown, equatorial polar petal plate & any site cleat weld areas etc. as per latest relevant codes& meeting all requirement of PESO.
12TESTING OF 02 NO.S SRV: Testing with the nitrogen gas. After testing and inspection certification shall be given under SMPV (U) Rules. SRVs to be set on 2 different pressures.
13SCAFFOLDING : "Providing MS tubular ladder/scaffolding insidethe mound bullet to enable easy approach to all the areas insidethe entire mound bullet for cleaning of inner surface and suitable for carrying out all inspection like ultrasonic testing, MPI and all allied jobs. The job of scaffolding erection shall be done as per BS 11, ASME Sec. V/ Sub Sec. A/Band other relevent codes. The work is to be carried out as per instructions of Site engineer / Location Incharge andsafe removal of the same on completion of work including transporting and handling of material as per latest relevant codes& meeting all requirement of PESO.
14Blinding of Mounded Bullet : "Fixing back all theliquid and vapour lines after servicing the valves , EFCVand fixing all removed fittings like HLA, SRV, Pressure / Temp/Servo/Radarr gauges, manhole covers etc., including supplying and fixing of New spiral wound gaskets, Studs& nuts and as per specifications/codes.Finally, correctness of level gauges has to be established. Testingshall be carried out forEmergency Shut off valves, EFCV / ROV /Radar Gauges etc using N2 Gas for observing operational fitness per SMPV / CCE norms / relevant codes.job also includes purgingthe vessel after testing and connection of pipelines.
15HYDROTESTING:Hydrotesting / stretch test of the mounded Bullet and LPG Pipe line after completion of all NDT as per SMPV Rules, as per latest relevant codes& meeting all requirement of PESO using water for specified test pressure as per direction of Engineer In Charge and draining the water in gradual stages after completion of the testing.
16CERTIFICATION AND DOCUMENTATION: To submit testing and inspection certificates/reports and documents for all tests and inspection covered in the scope of work.The contractor shall be required to submit five sets of above as per SMPV rules No.19 & MP Factories Act if applicable as per form 11.
