Design, manufacture, supply, fabrication, erection, installation, testing and commissioning of grid connecting Solar PV plant of total 130 kWp including solar grade copper cable upto Solar Inverter, array junction boxes suitable for conditions prevailing at Him Yodha Mil Stn (Sumdo) Himachal Pradesh comprising of following sub components/sub systems and meeting the specifications as given subsequently & as directed. Note 1: (i) The design of Solar power plant to be vetted by NISE or Independent agency approved by MNRE. (ii)The installed system should be such that during the day, the power needs should be first met by Solar energy.In case the solar energy production is less than the required, the deficit power should be pulled automatically from the state government electric supply or DG set supply . All the while giving preference to complete consumption of solar energy first.There must also be provision for change over switch to use existing generators to power loads in case of power failiure of State Govt or Solar system at night and during overcast conditions.Note : To obtain 130kWP monocrystalline silicon solar PV modules not less than 330 Wp each with suitable no of PV modules to make up total capacity of 130 KWp having module efficiency not less than 18 %at standard test conditions , with front cover high transmission low iron tempered glass with AR Coating , fill factor more than 0.74 , plant performance ratio more than 95 %. (i) Rated output of modules shall have positive tolerance of 3-5% & no negative tolerance is allowed. (ii) It shall perform satisfactorily in relative humidity 100% with temperature -25ºC to +30ºC (Cell) and should withstand wind speeed of Sumdo on the surface of the panel. (iii)PV modules must be warranted for their output peak watt capacity, which shall not be less than 90% of the initial value at the end of 10 years and 80% of the initial value at the end of 25 years. (iv) Module Mounting Structure (MMS) and PV modules should cover warranty for 25 years. (v) Each module shall have RFID tag bearing the following details. RFID reader will be provided by contractor. ? Name of manufacturer of PV module ? Name of manufacturer of solar Cell ? Month and year of manufacturer (Separated for cell & module) ? Country of origin (separately for solar cell & module) ? Peak wattage, Im, Vm and fill factor of the module. ? Date of year of obtaining IEC PV module qualification certificate including the test lab issuing IEC certificate.? Unique serial No and model No of Module.? I-V curve of Module (vi) The temperature co-efficient for the module shall not be more than 0.50%/ºC . (vii) Every module must have by pass diode of suitable capacity.(viii)PV module must confirm to latest edition of IEC 61215/IS14286. In addition, the modules must conform to IEC 61730 Part-I & II for construction and testing & safety qualification.(ix) PV Module shall also be in conformity of latest technical specifications issued by MNRE from time to time.
2(x)Provision of chemical earthing alongwith copperstrip for earth for solar PV module/Array/ ACDB / inverter etc as per latest IS/MNRE norms to be provided and the cost of the same is to be included in this item and no extra amount will be paid to the contractor on this account.(xi) RFID reader to be provided by contractor. (xii) Each module shall have RFID tag bearing the following details. RFID reader will be provided by contractor. PV module used insolar power project shall be as per para 2 (b)from (i) to (x) of E-in-C branch letter No 62888/ISWG/E4 (U5) dt 21 Jun 2017 as specified in particular specification and directed with performance guarantee for 25 years. (xiii) The temperature co-efficient for the module shall be suitable for Sumdo (HP) climatic conditions. (xiv) Photovoltaic cell shall be of indian origin.
32. Module Mounting Structure:Design Supply, fixing, support structure MS hot dipped galvanised (80Microns) including PCC foundation for civil work (excavation, cutting,grouting, PCC etc.) and fixing the mounting arrangement suitable for PV solar modules & to withstand wind speed of Sumdo. The mounting structure is of mild steel hot dipped galvanised. The array structure shall be so designed that it will occupy minimum space without sacrificing the output from Solar PV panels. Nut bolts, supporting structures including module mounting structures shall have to be adequately protected from atmosphere and weather prevailing in the area. All fasteners shall be of stainless steel of grade SS316. Two numbers of anti-theft fasteners of stainless steel on two diagonally opposite corner of each module shall be provided. Note: Cost of interconnecting copper cables along with cable trays ( floor/ wall mounted ) suitable to accommodate solar grade cables & cables upto inverter is included in the item and no extra payment will be made to contractor. Lightning Protection for PV Array :- Design, supply & fix Lightning Arrestor ofthe required number of suitable Early Streamer Emission (ESE) lightning arrestors installed in the array field. Lightning arrestors/surge arrestors shall conform to IEC 60099-4 or IS:3070 except to the extent modified in the specifications. Arrestors shall be of hermetically sealed units, self-supporting construction, suitable for mounting on lattice type support with the following :- (I) ? The air terminal should be capable of racking the lightning stroke 60 micro seconds earlier as compare to passive lightning rod. (II)- ?The air terminal is Early Streamer Emission (E.S.E.) type which shall be fixed at the top of a GI elevation pole with base so as be at suitable height so the complete structure be protected. (III)? The air terminal should be working on the principle of early streamer emission using non-radioactve technology, needing no external power source (IV)? The air terminal is of stainless steel and it has qualified diameter to resist high values of lightning currents. (V)Roof connecting pipe should be capable of withstand in lightning strikes having dimension 50mm ID and 60mm OD. The terminal adaptor having inner dia 60mm OD. NOTE:- (a) Cost of all equipments, copper strip upto earth test point etc are included in this item. (b)The cost of sufficient earthing for equipments like solar panels, Inverter etc,lightning protection is deemed to beincluded in this item and no extra payment will be made to the contrator on this account.
43. Grid Inverter : Supply, fixing, testing and commissioning of 130 KW, 50 Hz ± 3 Hz (minimum) 3 phase 400V, 24A DTH <3% at nominal power inverter suitable to convert DC power of solar PV module/array to AC for further feeding to grid & conforming IEC-61683 for efficiency, IEC-62109(1&2) or equivalant for safety & IEC-62093 for reliability. Make: Havells/Schnieder/ABB/Delta/Hitachi/ Waaree
54. Grid interfacing AC Distribution Box (ACDB) with Energy Meter and necessary arrangement for integration with Grid:-(i) Output from the Grid-tied Solar String Inverter shall be fed to the Grid Interfacing Panel (ACDB) installed adjacent to the inverter through 4 Pole MCB of suitable current rating and multi function export kWh meter. ACDB shall control the AC power from inverters, and should have necessary surge arrestors (Class-I+II). The ACDB should be interconnected to the Building LT Panel / Substation while in grid tied mode. (ii) The ACDB should be outdoor type, metal clad, totally enclosed, rigid, floor mounted, air - insulated, cubical type suitable for operation on three phase 415V, 50 Hz. Unidirectional Energy Export Meter along with CT/PT shall be provided at the output feeder of ACDB to monitor the solar PV generation. (iii) All the 415 AC or 230 volts devices / equipment like bus support insulators, circuit breakers, VTs etc., mounted inside the switchgear shall be suitable for continuous operation and satisfactory performance under the following supply conditions:- Variation in supply voltage +/- 10 %, Variation in supply frquency +/- 3hz. (iv) The size of the cables between array interconnections, array to junction boxes, junction boxes to Inverter etc shall be so selected to keep the voltage drop and losses to the minimum. The cables (as per IS) should be insulated with a special grade PVC compound formulated for outdoor use.(v) The bidirectionalenergy meter alongwith suitable CTs will be provided by the contractor as per site requirement with necessary testing to be done from the Rep of HPSEB. The meter shall be compliant to the system of recording meter reading through (MRI) or through wireless.
65. Remote Monitoring complete systems including hardware and Modem/ Router shall facilitate monitoring of the performance of the Inverter/ inverters, energy yield, etc through LAN based or GSM based network. PC based inverter monitoring is also required for local monitoring of each system. (a) Central recording of all system data (b) Data transfer remotely for monitoring and evaluation (c) High data backup (d) Expansion possible with additional measuring modules (e) Communication to the most diverse systems with different interfaces (f) Compatible with the products of all leading inverter manufacturers.
76. Ground Development worksAll civil works associated with the installation & commissioning of PV Array shall have to be done by the Contractor.The Contractor shall specify and submit detail drawings indicating minimum space to be required for installation of indoor equipments as well as PV Array. All earthwork for clearing the site and foundation, PCC(1:3:6) in foundation, RCC (1:2:4) including reinforcement and formwork in foundation, column and base/ platform shall be done by contractor and cost thereof is deemed to be included in unit rate quoted by bidder against solar plant. Notes: The automatic isolation or islanding protection of SPV should be ensured for, no grid supply and low or over voltage conditions and within the required response time. Adequate rated fuses and fast acting circuit breakers on input and output side of the inverters and disconnect/isolating switches to isolate DC and AC system for maintaining shall be provided. Cost thereof is deemed to be included in unit rate of solar plant quoted by contractor.The contractor should provide for all internal safety and protecting mechanism for earthing, surge, DC ground fault, transients etc. Column design to be considered taking into view wind speed at site by MNRE approved engineers.
8Servicing of ongrid Solar PV Plant of 130 KWP capacity from the date of installation/comissioning till completion of Defect LiabilityPeriod of two years to ensure the functioning serviceability of the plant efficiently with and including the maintanance spares and including servicing of the following on requirement basis as directed by Engineer-in-Charge:- Note;- 1. Technician shall be trained by TERI or other institutes approved by NISE under skill development program"Surya Mitra" approved by MNRE GOI. 2. The cost of comprehensive maintenance including spare parts of solar plant installed under this contract for two years from certified date of completion i.e. during defect liability period shall deemed to be included under item 1 of BOQ. bidder has to quote for servicing only under item 2 (this item) (i) DC DBs (ii) AC DBs (iii) Connectors suitable for solar plant (iv) Invertor communication relays (v) Programming of invertors and system (vi) Internal DC wiring (vii) Maintenance of Photo voltic panels and invertor system to its original state. (viii) Maintenance of batteries such as top up of distilled water, cleaning of battery posts, filling of battery terminal posts etc. (ix) Dusting/cleaning of the PV solar panels as per maintenance schedule. (x) Site visit of the engineer as per maintenance schedule (xi) Emergency breakdown maintenance (response within 48 hours) (xii) The plant should not remain shut for a period of more than 48 hrs after which penality will be imposed@ Rs 1000/day. (xii) Any other maintenance required at site for the efficiently working of the plant (xiv)Detailed maintenance schedule is given under particualr specification here-in-after
9Annual Comprehensive Maintenancefor the period after Defect Liability Period all as speciefied and servicing as catered under BOQ Item 2.01 to 2.13 here -in - before and as directed. NOTE; Unserviceable Spare parts shall be provided by the bidders and rate quoted by the bidders shall deem to be included in the same and nothing extra shall be admissible on this account .
10Supplying, laying, jointing & testingXLPE cable insulated IS 7098(Part-I)-1988, marked, screened, PVC sheathedarmoured electric power cable ( heavy duty) with aluminium conductor for working voltage upto and including 1100 Volts croos sectional area 185 Sqmm 3.5 core with aluminium stranded, laid in trenches / fixed on pole / wall / passed through pipe complete all as specified and directed by Engineer - in - Charge, Make : Havells / Polycab / Plaza / KEI / GLOSTER. Note :- Road cutting involved any to be repaired with PCC.
11Excavation in trenches not exc 1.5 metre wide and not exc 1.5 metre in depth in soft/loose soil for laying underground cables / erection of steel tubular poles / stay pit etc.,all as specified and directed by Engineer - in - Charge.
12Returning, filling in incl spreading ,levelling watering and well ramming in layer n exc 25cm thick in soil each layer,complete all as specified and directed by Engineer - in - Charge.
13Removing excavated surplus material to a distance n exc 50m and depositing where directed at level n. exc 1.5m above the starting point in any type of soil, complete, all as specified and directed by Engineer-in-Charge.
14M & L for sand cushioning the UG cable screened unwashed river sand and punning for cushioning to cable all as speicified and directed by Engineer - in - Charge.
15M & L for laying dry bricks old size with sub class "B" made of burnt clay best qualitywith permissible tolerance , laid straight in trench for protection of cable all as specified and directed by Engineer - in - Charge.
16Supply and fix Smart integrated All in one Solar LED street light with >100 Lum/W PWM Charge Controller , Lion battery , Mono Crystalline Solar Panel , PIR sensor of capacity 25 Watt Make : Crompton, Model : Helius IV, No - CSADSPI25CDL or equivelent , complete all as specified and directed.
17Supply, installing , testing and commissioning , CPRI approved factory made and tested LT Panel box out door type , platform mounted suitable for 3 phase 3 wire, 50 HZ , AC Supply system base bus bar chamber with insulated Aluminium bus bar of rating 900 Amps (03 x 300 Amps) , phase and 450 amps for neutral rating installed on porcelain insulator.The panel shall be dust and vermin proof IP65 class protection and made out of 3.15 mm thick CRCA MS sheet and fabricated with 40x40x6mm thick angle iron frame work for mounting , including PCC foundation and powder coated finish over one coat of red oxide primer outside two coats of primer inside and front & back opening type with double door shutter and proper space for cable entry and exit including provision of locking arrangement with 65mm Godrej (freedom) lock - 02 Nos with with following items complete all as specified and directed at site by Engr - in - Charge :- (a)MCCB 400 Amps , 4 Pole , 36 KA Adjustable thermal & fixed magnetic type - 02 Nos (One Reserve) (b)MCCB 200 Amps , 4 Pole , 25 KA Adjustable thermal & fixed magnetic type - 03 Nos. (One Reserve) (c)MCB SPN 6-32 Amps - 02 Nos. (d)Phase indicator lamp - 01 set of three (e)Digital volt meter and Amps meter with selector switch- 01 Set Note : Drawing of panel will be approved by Engineer - in - Charge before fabrication.
18M & L for Earthing complete with galvanised steel earth plate electrode 600x600x6.0mm thick, buried directly in ground (earth pit not less than 2.25 metres deep below ground level) with top edge of the plate not less than 1.5 metres below normal ground level, connected to galvanised strip of size 32 x 6 mm earth continuity coductor by means of bolts, nuts, check nuts and washers of galvanised iron or steel all as shown in electrical plate No. 3 of SSR-I 2009, connected to main switch board all as specified and including testing on completion. Necessary excavation, earthwork, PCC works and CI earth pit cover with watering pipe 20 mm dia GI Pipe medium grade, funnel with wire mesh and lugs GI Pipe of 15 mm dia of light grade for protection of earth wire complete all as specified and directed by Engineer-in-Charge.

62S&F Galvanised, 2 strand, steel barbed wire 2.24 mm dia, barbed with 2 mm dia barbs at 75mm spacing and straining and fixing to any type of standard rails straining bolts, including securing or tying at crossing with and provision of galvanised mild steel wire, staples or steel pins, etc as directed (each line of wire to be measured)
63S&F Mild steel screw bolts (machine made) with hexagonal or square heads at one end and screwed the other to be fitted with washers and one hexagonal or square nuts, n. exc 5cm long , diameter of neck 5 to 10mm.
