Task 1: SAMAST Report Framework RelatedStudy the current systems implemented at HPSLDC under SAMAST Framework and review the following.a. Existing processes, b. Hardware installed including meters, data concentrators units, modems, servers, etc.c. SAMAST software and other associated software at HPSLDC.d. Communication, SCADA-EMS mechanism and infrastructure.Submit a gap analysis report based on the DPR prepared for HPSLDC and SAMAST guidelines issued by Forum of regulator (FoR), benchmarking it with latest technology used Globally and standards adopted in India.

Task 2: Preparation of an IT Strategy Prepare an ICT Strategy based on the aspiration of HPSLDC in discussion with POSOCO (Power System Operation Corporation Limited), Ministry of Power (MoP), Govt of India, Central Electricity Authority (CEA) and Govt. of Himachal Pradesh. It would include the recommendations for the future requirements of HPSLDC for the next 5 years.

Task 3: Preparation of an IT RoadmapDevelop an implementable ICT Roadmap based on the stakeholders (HPSEBL, HPPTCL, HPPCL, HPERC, PGCIL, etc.) consultation for achieving the following:a. Upgradation/ Augmentation required in ICT Hardware. b. Integration between meter data and SCADA without any manual intervention;c. Implementation of Tally ERP as per the requirement of HPSLDC and its integration with other software and any other Financial Modules that may be required;d. Proposed Communication infrastructure requirement for HPSLDC.e. Existing SCADA-EMS system of HPSLDC and its upgradation.f. Accounting Standards and Procedures,HR Policies & Procedures, Annual Administrative Report and Delegation of Financial Powers

Task 4: WorkshopOrganize Stakeholder\"s workshop at Shimla as per the details mentioned in the scope of work.
