Scope of Work and Responsibilities: Setting-up lightning detection and early warning dissemination system -a. Lightning detection devices are to be installed in Dudhi Block of District Sonbhadra, as pilot project. b. The system should cover the entire area of Dudhi Block of District Sonbhadra, without any dead zones or shadow area.c. System should be capable to operate in extreme weather and temperature of the area it is installed in i.e. (-5oc to 55oc)d. Should have option for solar power and battery backup of minimum 24 hrs.e. System should be capable to detect both Cloud to Cloud and Cloud to Ground Lightning and filter the lightning which can cause damage and give warnings.f. System should have Humidity and Temperature sensors inbuilt.g. Should be capable to detect possibility of lightning strike within a radius of 3 kms without any gaps.h. Lightning Early warning should be given at least 30 to 45 min prior.i. Early warning will be done in form of text messages, Hooters and other online platforms such as social media.j. Should have capability to disseminate early warnings through SMS to predefined mobile numbers. k. Device must have long range automatic Siren System which should cover the area of3 kms.l. Lightning detection and early warning system must have a data lodger, data processing and storage for one year.m. All the data must be shared online with UP SDMA only.n. The complete system should be guaranteed in all respects for satisfactory performance for at least 03 years from the date of taking it into service.o. The agency will have the responsibility to operate, manning if required and maintaining the system for 03 years, for which the cost must be included in the financial bid. p. System should be insured to safeguard against any kind of damage or loss.q. The system must have provision for further AMC which would be quoted at the time of execution i.e. after 03 years of operation.r. In case of non function ability/loss it should be replaced free of cost with in 24 hrs.s. The entire system needs to be placed in one month from the date of contract.t. The agency would provide geo tagged photographs of all the devices.u. The agency under any circumstances would not, sublet the project to any third party.
