| 1 | Design, Supply, Install, Commission, Integrate and Maintain the Advanced Metering Infrastructure (AMI) in Delhi Cantt capable of handling atleast 20000 meters with provision of scalability of 100% expansioning comprising of following:-(a) Supply, Installation, Comissioning & Maintenace of Smart Meters (IS-16444) with pre paid features with RF Mesh compatible NIC (Network Interface Card) etc.(b) Supply, Installation, Comissioning & Maintenace of Commincatin Network & Infrastructure as per CEA guidelines for AMI, Network Management System (NMS), Head End System (HES), MDM with Data Analytics on cloud during the contract period. Application shall be hosted with GOI (MEITY) empaneled cloud vendors. The required back up and replication shall be also built in. The bidder shall also provide the DR services on cloud located at two different locations. The cloud infrastructure shall be scalable, elastic, robust and secure.(c)Cyber Security Management during the contract period. Cyber Security Audit for carrying out by an Indian Computer Emergency Responce Team (CERT-In) empaneled security auditor.(d) Moble Application & Web Portal for Energy Consumption monitoring, Complaints, Bill view and Payment, Meter status, Alerts & Notifications etc.(e) Web based MIS Portal & Dashboard for utility for information.(f) Integration of different devices / equipment / softwares covered in scope of this project with each other as per functional requirements.(g) Trainings of MES staff.Note : Smart Meter, DCU, Server and UPS will be paid separately under respective items. |
| 2 | Supply, Installation, Testing and Commisioning of Smart Single Phase Meter AC whole current, single phase, 2 wires Smart Energy. Meter of rating 10-60A complete as specified in CEA notification. The meter shall communicate with Head End System (HES) on any of the communication technologies mentioned in IS 16444 Part 1 (RF) in a secure manner. The selection of communication technology should be as per the site conditions and as per design condideration of AMI Implemeting agency to meet the performance. In case of Cellular based meter, the meter shall accommodate SIM card of any service provider. In case of Plug in type communication module, the meter shall log communication module removal / non responsive event with snapshot. The Smart Meter would have the following minimum basic features :-(a) Measurement of electical energy parameters.(b) Bidirectional Communication.(c) Integrated Load limiting /connect/disconnect switch.(d) Tamper event detection, recording and reporting.(e) Power event alarms as per IS 16444 Part-1.(f) Remote firmware upgrade.(g) Pre paid features at MDM end (as per IS 15959 Part-2).(h) TOD features(j) On demand reading(k) The meter should support open communication protocol DLMS with software. |
| 3 | Note: (a) The contractor would be responsible from removing the existing meter, noting down the reading and depositing it with the MES.(b) It would be possible to run the meter in both prepaid and postpaid mode.(c) The meters would carry 5 year warranty.(d) Cost of sim charges for the Gateway and recurring SMS charges from the date of activation of smart meter up to the date od completion is deemed to be inclusive of unit rates. |
| 4 | Supply and Installation of IP-65 protection gateway compatible for remote Automatic Metering Infrastructure (AMI) solution and capable of communicating with the smart energy Meter in the corresponding frequency band and with the data service through GPRS/Ethernet. It should have with self-forming network i.e. in case of power failure of gateway or battery get drain out, meters connected to particular gateway automatically shifted to other Mesh so data as per pre-defined interval will be send to HES. It would have inbuilt battery back up. It would support auto discovery of the meters and self healing mechanism for the breaks in the RF network.Note: The Gateway would carry 5 years warranty. |

| 7 | Suppy of suitable production server and backup compatible for upto 40000 smart meters.Note: (a) Broadband or lease line internet connection for the server would be provided by the department.(b) Department would provide dedicated dust free and air conditioned room for the server. |
| 8 | Supply, Installation and Testing of online UPS (5KVA) with isolation transformer suitable for single phase AC input & single phase AC out put with 30 min backup. |
