3Supplying, installing, commissioning & testing HT 11 KV, 3 Phase 50 Hz, rupturing capacity 350 MVA, indoor type, totally metal clad with-drawable type Vacuum Circuit Breaker outgoing panels with copper bus bar of suitable rating horizontal isolation type VCB of capacity 630 Amps rated current as per IEC 62271-100-200. The switchgear panel shall be of sheet steel construction with CRCA sheet powder quoted not less than 2.5 mm thickness for load bearing section and not less than 2 mm thickness for non-load bearing section and shall be totally dust and vermin proof. The panel shall be tested at 26.3 KA for 1 second for IAC classification No of operation of Vacuum Interrupter Bottles for better performance (i) Mechanical life – 30,000 cycles (ii) Rated electrical operations – 10,000 Cycles (iii) Rated Short Circuit current – as per IEC 62271-100-200. All the main components like VI/VCB/Relays/Meters shall be of same make as per Panel VCB parameters are as below: (i) Rated voltage level/PF withstand voltage/Impulse level 12KV/28KV/75 KVp (ii) Continuous current rating minimum 630Amp (iii) Short circuit withstand current rating25 KA for 3 seconds (iv) 01 No. minimum 630 amps horizontal draw out type vacuum circuit breaker in 12 KV metal clad floor mounted panel complete with following :-
4(a) Manually & motor operated(230V AC,50 Hz) spring charged type, manually and electrically open (electrical (220VDC) operation type, incorporating mechanical as well as electrical ON/OFF indication “OFF’ push button, test/service position limit switches, with minimum 6NO+6NC breaker auxiliary contacts in C5 service position. (b) Epoxy cast wound current transformer (CT) 11 KV, 400-200/5-5A, core 1: class 1, 15 VA for 3 phase, core 2 5P10, 15VA burden class with metering and protection core including necessary wiring. (c) Manual charging of breaker should be done without opening the front door (d) Cast resin potential transformer 11KV/v3/110V/V/110V/v3, 50VA, class 1.0 Class 3P and HT fuse at the primary end and 04poleMCB at the secondary end of the PT (Conformingrelated IS specification) (A) Protection arrangements forthe breaker shall comprise of the following: -
5(i) E/F, O/C & S/C Numerical relay (ii) Complete with Master Trip/Anti pumping relay (iii) Auxiliary Relay Alarm/Trip OTI/WTI (iv) Under voltage protection/Cut outer. All relays shall belong to a common platform and shall be of single make the Electro-mechanical relays in draw out casing.
6(B) The following meters, indications and accessories are to be provided with the panel: -(i) Digital Voltmeter/Ammeter range of applicable range with built in selector switch dual graduated scale 96 x 96 mm dia with shrouded terminal (ii) Necessary DC supply with battery backup, healthy indication lamp & switch (iii) control (a) TNC (Trip, Neutral & close) breaker control switch with indicating arrangement, (b) Local/Remote selector switch for breaker open/close operations (iv)Multi – function meter.
7Note:(i) New VCB shall be installed in continuation with existing VCBs and shall be connected with copper bus bars of rating 1000 Amps, Expenditure on this account for dummy breaker & bus bar chamber shall be deemed to be included in the quoted rate
8(ii) Pre-dispatch inspection of VCB shall be carried out by representative of Accepting officer. All arrangements for the same shall be made by the contractor within overall quoted cost.
9(iii)All civil work for fixingof VCB shall be provide by the contractor as per manufacturer instructions. Includingcost of making good the disturbed surface i.e PCC,plastering/filling putty alongwith matching with the existin colour with MES approved make of distemper without any extra cost.
10Supplying, installing, commissioning & testing control and relay panel for the opeating system of66 KVgrid line breakers with protectionincluding relays, DPT,MBCH, VAAII, VAJH 13, VAX31- 2 Nos, SPAJ 140C with annunciator 16 way etc for complete operational working of 66 KV CT, PT, SF6/ outdoor and protection of themometer, IDMT relay over current & earth fault relay with annuciator 16 ways & differential relay with wiring as required / specified and directed with following accessories:-
11The panel shall be simplex type and consisting of separate cubicals (for each side complete with side covers) made out of sheet steel of thickness not less than 10 SWG to the base frame, door frame & frontportion of (a)15 points solidstate alarm annuciator suitable for 220VDC -01 No. (b) Hooter 220 V DC -01 No Make- System and device. (c) Ammeter CTR 250/125 1A, size 144mmx144mm - 01 No. (d) Voltmeter (0-75) KV, PTR 66 KV/220V, Size 144mmx144mm -01 No. (e) Semaphone indicator 48 mm dia, 220 V DC-03 No.
12(f) Semaphone indcator 63 mm dia,220V DC -1 No. (g) Breaker control switch with lost motion device - 01 No (h) Transformer differential relay type DTH 31, suitable for 1A, Aux supply 220V DC size 3 DV. (i)Over currentcum E/F relay numerical type relay with 3 Nos, O/C elements with setting range ( 50%-200%) of 1A, 1 No, E/F element with setting range (10% - 40%) of 1A, case size 30V-01 No. (j)Auxrelay type VAA 11 suitable for 220 V DC case size 1/4N -01 No. (k) High speed trip relay type VAJH 13 suitable for 220 V DC case size 1/4N 01 No. (l) Bell suitable for 240V AC -01 No.
13(m) DP MCB 10A, 4A - 2 Nos (n) 240V, 60W, space heater with thermostate and toggle switch-01 Set. 14Note:(i) Any other provisions required for proper functioning the new panel with existing 66 KV system as per instruction of PSPCL to be provided by the contractor without any extra cost.
15(ii) Pre-dispatch inspection of Panel representative of Accepting officer. All arrangements for the same shall be made by the contractor within overall quoted cost.
16(iii)All civil work for fixingof C&R Panel contractor as per manufacturer instructions. Includingcost of making good the disturbed surface i.e PCC,plastering/filling putty alongwith matching with the existin colour with MES approved make of distemper without any extra cost. (iv) Approval of the drawing of panel to be taken from Engineer-in-Charge before placing the order. Make : ABB, L&T, Siemens, CGLas approved by GE.
17Supply, Testingand Commissioning of on load tap changer with RTCC panel for OLTC from + 10% in step of 1.25%, HV bare bushing termination and LV side 11 KV bushing termination/star delta fittings with following accessories in synchronisation with existing 8 MVA power transformer (Make :ECE): (a) PLC with PT Voltage inputs. (b) Voltage sensormodule PLC Card (c) HMI with stand. (d) Ethernet and control cables. (e) Modbus Tap position indicator (f) Modbus OILtemperature indicator. (g) Primary and secondary winding temperature indicator (h) DC supply isolator. (j)Sequence selection switch. (k) Emergencystoppush botton
18Note:(i) Any other provisions required for proper functioning the new panel with existing 8 MVA transformer as per instruction of PSPCL to be provided by the contractor without any extra cost.
19(ii) Pre-dispatch inspection of Panel representative of Accepting officer. All arrangements for the same shall be made by the contractor within overall quoted cost.
20(iii)All civil work for fixingof RTCC Panel contractor as per manufacturer instructions. Includingcost of making good the disturbed surface i.e PCC,plastering/filling putty alongwith matching with the existin colour with MES approved make of distemper without any extra cost. (iv) Approval of the drawing of panel to be taken from Engineer-in-Charge before placing the order. Make : ABB, L&T, Siemens, CGLas approved by GE.
21Supply and fixing in replacement of vertical type switch air break gang operated switch tripple pole mechanically operating mounted on insulator and steel frame with operting mechanism worked from ground level for current rating up to 400 Amps and working pressure of 11000 volts grade consisting of 4 insulator per pole with 25 mmdia GI medium grade operating handle and locking arrangements fixed with down rod operating brackets all specfied & directed by Engr-in-charge.
22Design, supply, install, testing and commissioning HT capacitor bank with automatic operation APFC to maintain over all PF of station above 0.98 for 11KV outdoor type (IP-55) of all polyethylene, film high voltage capacity, 3 phase 12.65 KV rated of appropriate size, free standing type with both auto and manual in 4/3 steps options single unit suitable for output 700 KVAR (100X1 + 200X1,400X1) KVAR, 11 KV, 50 Hz 3 phase conforming IS/13925 (Part-I), with internal fuse protection, single star connection mounted on steel racks in suitable multiple stacks racks supported by the suitable insulators and all fixing arrangements bolts nuts and washers, interconnecting terminals, junction boxes and all necessary accessories and all as per manufacturer design and all as specified and directed by Engineer-in-charge & including the following :-
23(a) HT 11 KV, 3 Phase 50 Hz, rupturing capacity 350 MVA, indoor type, totally metal clad with-drawable type vaccum circuit breaker with aluminium bus bar of suitable rating horizontal isolation type VCB of capacity 630 Amps rated current as per IEC 62271-100-200 with suitable relay. (b) 11 KV, 3 phase super heavy duty type long life low losses copper wounded reactor with 0.2% linearity for 700 KVAR, 12.65 KV - 04 Sets. (c) 11 KV 400 Amp vaccum conductor - 04 Sets. (d) 11 KV 400 Amp 3 phase off load isolator, Earthing switch - 04 Sets. (e) 11 KV, Cast rasin RVT of suitable capacity and accuracy class-I three phase for unbalance protection. (f) Off load timer for tripping arrangement. (g) Netural replacement relay. (h) HRC fuse link - 04 Sets.
24(j) Automatic control unit with power coated sheet metal RVT / isolators / HRC fuse links / indicating lamps (RYB), Timer / Aux capacity / MCB complete wiring / Indicator lamps. (k) Microprocessor based RM 9606 APFC controller (or suitable). (l) Set of interconnecting AL (50X6) Bus bar. (i) E/F, O/C & S/C Numerical relay, under voltage, over voltage, neutral voltage relay (ii) complete with master trip relay (iii) Auxiliary Relay Alarm / Trip OTI/WTI (iv) Under voltge protection / cut outer of suitable.
25Note : (i) Incoming and outgoing cable shall be fixed with appropriate size of copper thimble. Apron shall be provided at bottom for protection of cable to avoid entry of vermins, reptiles. Entries of all sizes of cables in panel should be done through adequate size of metallic cable glands. All accessories prewired with suitable size copper conductor power cable (NYVIN type)insulated to withstand high temperature. Panel Make : L&T / Siemens or there authorised licence partner (authorised system integrator should have past experience of manufacturing this type of panel in MES, document is required) (ii) Approval of the drawing of panel to be taken from Engineer-in-Charge before placing the order. (iii) Any other provisions for proper functioning the panel to be provided by the contractor without any extra cost. (iv) Make shall beas approved by GE.
26Supply and fix HT rubber mat of 1 meter x2 meter x10 mm complete all as specified and directed.
27M&L for earthing complete with galvanized steel earth plate electrode 60cm x 60cm x 6mm thick buried directly in ground vertically to a depth not less than 2.25 meter ground level with top edge of the earth plate at a depth not less than 1.5 mtr below ground level earth plate surrounded from all sides by 15 cm thick packed layer of charcoal dust and common soft filling in alternate layers and electrode connection by using galvanized iron strip of 32 x 6 mm by means of bolts, nuts, check nuts and washers made of galvanized iron and thimbles and the other end of the earth strip connected to main switch board protected by galvanised iron light grade pipe 40mm bore wall / floor and GI pipe 20 mm bore light grae for watering with funnel and wire mess PCC chamber in cement concrete 1:3:6 type C-2 and RCC pit cover including necessary excavation and earth work in any type of soil to a distance not exceeding 50 mtr away all as shown in electrical plate No 3 of SSR 2009 (Part-I)
28Supply, layingand testing cable XLPE insulated, screened, PVC bedded, galvanisedsteel stripor wire armoured, electric power cables (heavy duty ) withstranded aluminium conductor, 11000 volts grade of size 3 core 185 sqmm.
29M&L for end termination indoor type 11 KV (earthed) grade cold shrink type jointing Kitcomplete with jointingmaterial and accessories suitablee for 3 core XLPE armoured aluminium conductor cable of size 120 to 185 Sq mm all as specified and directed.
30Excavation in trenches in soft loose soil including cutting road surfaces n.exc 1.5 mtr wide and n.exc. 1.5 mtr in depth for poles, stay, cable, pipe etc getting out all as specified.
31Returning filling including spreading and well ramming in layers each n.exc 25 cm thick in soft loose soil all as specified.
32Removing excavation material n. exc 50 mtr and depositing wher directed at a level n. exe 1.5 mtr above the starting point.
33M & L Sand cushioning trenches using fine sand to under ground cable, laid in two layers 15cm before laying the cable & 8cm after laying the cable complete all as specified
34Supply and laying un-reinforced precast concrete cable cover, class HV, type I, flat, size 300 mm x 180 mm x 40 mm laid flat in trenches over the cable with the length of cable cover perpendicular to the direction of cable length, adjacent/abutting each other complete all as specified and directed by Engineer-in-Charge.
35M&L for crossarms in replacement , bracing, supports, clamps and brick plates, fabricated fromstructural steel section including nut bolts washers including weldingbending , cold or hot drilling holes for bolts in any shape or size as indicated in drawings or as directed, including two coats of aluminium paint over a coat of red oxide all specified.
36Providing PCC 1:4:8 type D:2 using 40mm graded crushed stone aggreate as in foundation filling and mass concrete for pole/stay assembly etc.
