3Supply and Installation ofSmart Single Phase Meter with the following specifications: • AC Single Phase Two Wire, Tamper Proof, Static Meter of Class 1.0, 240 V, 50 Hz, 10 A-60 A conforming to IS 16444 and relevant IEC standards with inbuilt GPRS communication facility with self healing Mesh network with default and on demand display, billing data generation facility, anti-tamper features, Microprocessor and LED/LCD based circuitry. • Meter Should support the following data : 30 min instantaneous data for voltage, current, power factor, power, cumulative energy and frequency, 30 load survey data for energy, monthly billing survey for Cumulative Energy and Max Demand • Meter should have connect / disconnect functionality operable from prepaid billing software • The meter should support open communication protocol DLMSwith the software MAKE: L&T, Schneider,Secure Note: (a) The contractor would be responsible from removing the existing meter, noting down the reading and depositing it with the MES. (b) It would be possible to run the meter in both prepaid and postpaid mode (c) The meters would carry 5 year warranty.

5Supply and Configuration of the Web based Software with following modules: (i) Meter Data Management Module The meter data management module would be responsible for collecting the data from the concentrator and make the data available to the billing system.The meter data management system would capture and provide the following data: (a) 30 min instantaneous data from all the meters for seven parameters – Cumulative Energy, Cumulative Apparent Energy (as applicable), Power, Current, Voltage, Power Factor and Frequency (b) Monthly billing survey data for cum energy and max demand (ii) Postpaid /Prepaid Billing Module The billing module would collect the data from the meter data management module, calculate the energy consumption, calculate billing determinant and make energy data / billing data available to admin and end users. The billing module would include functionalities for tariff setup, bill format setup, bill adjustment, occupation billing and vacation billing. It would allow postpaid and prepaid functionality as required.
6(iii) Occupation and Vacation Module The system would support occupation / vacation and billing reports. the software would be collecting data from DCU. The software would provide access to staff as well as the occupant for the data. (iv) Web site: There would be a dedicated website for the AGE and BSO team to view all the data and information. The designated users in MES would have the admin access to the application. The MES staff would also have the access of the key information on an android mobiles app (for admin use). (v) Customer Portal The system would include a customer portal for the resident /occupant to log in and view their own energy / billing data. There would be android and iOS mobile apps for the user to monitor its own data and balance on regular basis.
7(vi) Energy Accounting Module The system would include features of energy accounting. The system would be able to account for total energy block wise, facility wise and would also allow calculations of unaccounted energy in case total energy meter is also available. (vii) Communication Module The system would provide communication of energy data and bills via print, email and sms methods. (viii) Meter Master Data The system would support meter master data repository. The system would support meter replacement process. (ix) Excel Export The system would support export of metering and billing data in excel format. Make: Innologix, SAP, Oracle, Secure Note: (a) The software would be hosted on MEITY (Ministry of Information Technology) approved GCC (Government Community Cloud) (b) The software would contains two year defect liability including all operating expenses such as GPRS charges, hosting charges etc.
8Provision of infrastructure for Vending system like computer PCdesktop with processor i-7, 9 Generation, 8-GB RAM, hard disk 1TB, 1-CD/DVD combo drive R/W type, 4-USB Port including 18.5" monitor of same make, video card, keyboard, cordless mouce, Make-HP/IBM/Lenevo with licensed Operating system (Window10 Professional), along with 1KVS capacity UPS all as specified.
9Provision of print, copy, scan, wireless Report Printer with 12 pages per minute capacity, 600 x 600 dpi with HP, REt, 1200 dpi effective output quality (600 x 600 x 2 dpi with REt, with duty cycle 3,000 single-sided pages per month for report printing complete as required, Make: HP LaserJet 1020 or equivelent in canon, Epson and Samsung printer all as specified.
10Silent engine generating set 160 KVA with accoustic enclosure as per CPCB norms 415 volts with to give a minimum of around 87 Amp real current (at 0.8 pf) from it"s alternator 3 phase 0.8 power factor 50 Hz, 1500 RPM self excited self regulated brushless AC generator including accoustic enclosure suitable for ambient condition and conforming to condition under IS 4722, BS 5514/ 2613 /5000 with and including the following:-
11(i) The capacity of Generator set shall be net after all due de-rating factors as per relevant ISI design (ii) The capacity of prime mover will be as per current rating of Alternator as per calculation/ recomendation of OEM net after all due de-rating factors as per relevant ISI design (iii) Rate quoted shall be deemed to be inclusive of cable and terminations form Generator to the AMF Panel, with necessary holes to wall including making good to disturbed surfaces so as to match with the existing finishes with neccessary foundation as recommended by OEM, all as specified and directed. (iv) The quoted rate shall be deemed to be inclusive of first fill of oil and final successful acceptance test (A) Alternator :-Standard design alternator to give a minimum of around 87 Amp real current net output at site after considering de-rating as per site conditions at 0.8 (lag) power factor AC,3 - phase 4 - wire 415 volts 50 Hz, 1500 RPM, self excited self regulated screen protected drip proof IP 23 enclosure brushless design with winding in pole faces, insulating class "H" and voltage regulation of+/- 1% at rated voltage from no load to full load. The alternator shall be conforming to BS 2613/5000 and shall be imposition to generate supply with frequency regulation with in +/- 1% tolerance. The alternator will be suitable for tropical climate and shall generally conform to BS - 2613/5000/ IS – 4722 i) Insualation class - "H‘ "ii) Temparature rise Class - "H‘ iii) Excitation : Self Excited iv) Regulation performance: The voltage is kept constant with +/- 1%, manual voltage adjustment within +/- 5% v) Frequency regulation +/- 1%"
12(B) Diesel Engine: - Adequate capacity of Diesel engine as accosted by the accepting officer basing on manufacturers technical details water cooled to drive independently above alternator and after considering de-rating as per site conditions after generating and reducing power consumed by accessories directly coupled through flexible coupling multi cylinder multi stroke direct injection, cold starting 1500 RPM, as per relevant ISI/BS - 5514 with an overload capacity of 10% for half an hour in 12 hours continuous running complete with standard accessories all as specified and required for safe handling and operation salient features of accessories shall be as under i)Fly wheel with housing "ii) Cooling system :- Moulded radiator with fan & belts iii) Cooling Water pump : - Centrifugal type belt driven iv) Exhaust System :- Exhaust System complete with exhaust piping of 150mm dia with MS pipe light grade upto & outside and 1meter away from the enclosure, covered with asbestos rope and aluminium foil of 28 SWG complete with in the enclosure for safe exhaust without transforming vibration to the wall of the enclosure. 15"vii) The batteries should be placed inside the enclosure beside the DG Set on a suitable insulatedplat form viii) The fuel tank is to be located in Sub Station Building and cost of the fuel lines is deemed to be included in the offer." "ix) The DG Set should be provided with external Emergency stop push button x) The enclosure should be suitably illuminated by CFL/FTL Lamp fittings. xi) The noise level should be 75 dba at 1m under free field conditions." xii) The acoustic enclosure parts shall be of powder coated after pre treatment process. The powder coating shade should be Gen set Green. The base frame should be painted with epoxy based black shade E) The coated rate includes excavation, removing of soft soil and PCC, Cement Concrete foundation, filling and mass concrete type B2 (1:2:4) using 40 mm graded aggregate of size not less than 4.6 x 2. 4 x 0.8 m for placing of DG Setcomplete all as specified and directed. F) The contactor will provide a suitable shed of Poly corbonate sheet in addition to above items alongwith it"s necessay support structure made up of suitable angle irons and Gi Pipes.
16M & L for earthing complete with galvanized steel earth plate electrode 600x600x6 mm thick buried directly in ground(earth pit not less than 2.25 m deep below normal ground level) with top edge of the plate not less than 1.5 m below normal ground level connected to galvanized earth strip 25x4 mm by means of bolts and nuts checknuts and washers of galvanized iron or steel all as specified and shown in electrical plate no 3 of SSR part I including Charcoal and rock salt with necessary excavation and earth work in any type of soil PCC 1:3:6 type C1 chamber with CI Cover of 10 mm thick with MS rod 6mm dia 150mm long reinforcement, watering funnel with 15 mm dia light grade for watering and for protection of earth electrode 32 mm dia GI pipe all as specified and directed and tested on completion.
17Supply and laying cable XLPE Insulated screened PVC bedded, galvanized steel strip or wire armored, electric power cables (heavy duty) 1100 Volts grade with stranded aluminiumconductor of the below said sizes.

29Phase III (Item 18 and 18.01 )
30Three year comprehensive maintenance including operating costs after two years of defect liability period. The service will include the following items: (a) Monthly sim charges for the DCU. The contractor would ensure supply of appropriate SIMs to ensure necessary signal availability. The contractor would change the sim or sim provider as required. In case of network issues, the contractor would liaison with the telecom service providers for necessary resolution. (b) recurring sms charges . the sms would be issued for the payments alert,low balance alarts and disconnection and connectiion alerts. (c) Software AMC. This would include necessary upgradations in the software such as support to the chrome browser changes, android version changes , iOS version changes. These changes happen on frequent basis and the software would support all the changes. (d) changes in the government tariff structure. the government tariff structure changes may required software upgrade. the same would be included in AMC scope of work.
31(e)remote server admin support ensuring adequate database backup,upgradation in the operating system,antivirus update , database upgrade etc.(f) reports developments - adittional reports as needed for the success of the project would be develop. (g) Software installation on any alternate /backup server if required. (h) communication network monitoring and support. (i)configuration of the repaired /replaced hardware in the system. (j) troble shooting and neccessary action to run the system as required. (k)software bug fixing as required.
