1Scope of WorkThe Office of Chief Water Analyst (W&S)-III is looking for Designing, Development, Implementation and Maintenance of Laboratory Information Management System (LIMS), specifically designed for Water Laboratory at the GK Water Zonal Laboratory to make process more streamlined and efficient while by managing not only Lab data but also processes, by keeping track of data associated with samples, experiments, laboratory workflows, and instruments as per NABL requirements and its approved formats. The system will be an integrated solution that combines data and characteristics of water in 1. Booster Pumping Station (BPS)/ Underground Reservoirs (UGR), .2.Surface Water source (River),3. Ground Water (Handpump/ Borewell/ Rannywell),4. Water Bodies, 5.Public Hydrants 6. Paid Samples,7. Household,8. Water quality Complaints etc,9. Water Quality routine survey,10. Water Quality Special surveyThe proposed LIMS will be a comprehensive tool which will be meant for water quality monitoring or the testing done at GK Water Zonal Laboratory instead of any standardized LIMS with an option of having configurable workflows for different tests done at GK Water Zonal Laboratory, flexible user access management, sample scheduling and test planning, advanced reporting and data analysis, inventory management of Chemical consumed during analysis.Key features include but are not limited to: workflow and data tracking support, sample management, saving and processing test results, chain of custody tracking, compliance etc. based on flexible architecture, and data exchange interfaces which support its use in regulated environments.• The system will be web enabled software, integrated workflow management with data-updating on centralized server.• The software will be responsive web as well as it will have mobile app to perform few data acquisition activities. The software should be accessible from any browser or mobile device.• Responsive solution capable of working on mobile platforms.• Advanced reporting to present Laboratory Analysis data using customized reports• GPS based map representation to show location of variousSurface Water source (River), Ground Water (Handpump/ Borewell/ Rannywell), Water Bodies, Public Hydrants, Paid Samples, Household, Water quality Complaints etc, Water Quality routine survey, Water Quality Special survey on the dashboard with respective quality levels. The system will have a key feature to issue automatic alerts, and generate trigger in case of any anomalies from the routine analysis.• Streamline the analysis approvals across the laboratory management hierarchy• Simplify the process to integrate laboratory instrument data into routine laboratory analysis• The system will be flexible, built-in micro-services architecture to impart unlimited configuration additions• It will result in better administrative, technical, and scientific decisions based on real-time data from various DJB laboratories, using easily accessed dashboards with key performance indicators (KPIs)• Report Generation.• An alerts manager to sends notifications by e-mail and SMS in case of any irregularity in data, scientific analysis, processes and treatment, or plant.• Automate processes throughout the lifecycle of the laboratory sample management viz. collection, scheduling and sample login to reporting• Comparative Analysis functionality: o The system should automatically find out error in the analytical parameters on the basis of comparative analysis with co-related parameters and plant performance based on Laboratory Analysis.• The software should function for the following Sample Sourceso BPS? The system should provide an option to onboard the laboratories b. The system should map the laboratory and officers with respective plants. 2. User Managementa. The software should have User Management with various access levels. b. The system will have access management feature to incorporate user accounts based on hierarchy. This is required to configure login for DJB staff with different levels of system access and privileges. c. The system should have option to customize or add different levels of roles, groups, and responsibilities.d. The system will have a unique dashboard with option to view all the data at the same screen for higher authorities and management to keep track of all lab activities and to ensure integrity of samples, processes and results.e. If required, the system will have functionality to allow external access or general public to view plant status and results with a customized dashboard.f. Delhi Jal Board currently has following five levels of user hierarchy but the system should provide customization option to organization for adding different levels and their responsibilities: i. Director (Data Entry Review and Remarks) – Organizational Head ii. CWA (Data Entry Review and Remarks) – Divisional Headiii. ACWA (Data Entry Review and Remarks) – Zonal Head iv. Chemist (Data EntryReview, Approval, Retest) – Quality Managerv. Technician/ Assistant Chemist (Data Entry) – Technical Manager 3. Sample Managementa. Brief:i. The module should comprise of the following verticals of sample management viz. Sample Planning, Sample Collection and Receiving, Sample Geo-Tagging, and Sample Trackingii. There should be an option to classify samples as Routine Sample, Survey (Both, Special and Joint Surveys) and Paid Samples. iii. Each and every sample should be Geo-Tagged while collecting it from the correct location using the approved methodology by managing characteristics of the sampling points (location, area, etc.)iv. Accompanied by a mobile app, a lab technician should first register a sampling point in Sewage Treatment Plant (STP) using GPS coordinates for the first time and give a unique ID to every sampling point. It will help in monitoring and analyzing the sampling point data over period of time.v. From next visit after point registration, the app should automatically prompt the sampling point ID for filling out the sample details. vi. The feature to schedule or do Sample Planning will be required to perform the period testing of the sample points. There should be an option to set the frequency of the activity plans.vii. The system will further have a feature to do sample tracking with barcode/QR Code-based sample and container tracking. It should ensure the maintaining of location audit logs and chain of custody reporting in order to make it easier to track, report, and display every aspect of an analysis.b. Sample Collectioni. The system should allow the sample collection team to view the week’s schedule on their mobile app or web application.ii. Upon receiving the schedule, the app should alert/remind to call the site operator a day in advance.iii. Once at the destination, the app installed on the mobile device should have a tab for registering samples, which will be used to scan the QR code.iv. The app should allow scanning the QR code present at the site and capturing the GPS coordinates for the same as well.v. The app should also allow capturing the QR code present on the collection bottle and should link the site data with the sample data.vi. The app should allow to scan the QR code for capturing all necessary details (type of test, source details etc.)vii. In case of Paid sample, which is outside the plant area, the system should show the direction to the sample collection point.c. Sample Receivingi. The information system should allow scanning QR code on the sample bottles to receive samples at the Lab.ii. Post Scanning, the information of the received sample(s) should be populated on the computer system present at the sample receiving area.iii. The system should flag any irregularities or errors in the information related to the sample.iv. Post acceptance of invoice from Accounts officer, the system should forward the approved invoice to the designated laboratory for the further sample collection and testing.d. The system should allow customers to view the signed invoice and may track the sample and its report. 5. Laboratory Analysis Modulea. The Laboratory Analysis Module will have functionality to integrated track and further analyze samples from Booster Pumping Station (BPS), Underground Reservoirs (UGR), River, Ground Water (Hand pump/ Bore-well/ Rannywell), Water Bodies, Public Hydrants etc.b. Sample Analysis Input & Procedural Execution. c. Routine data entry form of BPS/UGR/Rannywell/Bore-well/House hold/River/Public hydrant d. Report should verify and approved by chemist/ACWA then can print. e. Chemist/ACWA can revert for full retesting or for specific test. f. IQC Retesting test/Sample repeatability test/IQC Check of Spike Sample. g. Generate retesting format for entry. h. All the above sources should be divided into separate sub-modules to carry out routine analysis.i. As part of this module all the analysis related to above sources will be carried either by fetching information from instruments, laboratory analysis, other LIMS modules or through APIs from other platforms. j. The module should have flexibility to add or remove analysis parameters based on plant/laboratory or statutory requirements. k. The activities like consolidating product sample data to perform resource and test planning (based on retention time) will be a part of it.l. Sample Analysis and Reporti. The test results generated by instruments with a computer attached should automatically decode and feed into the information system.ii. The system should send out notifications post conclusion of the test and creation of reports.iii. It system should automatically send approved report copy to all concerned people (via email/through the LIMS system).m. The analysis on the basis of data acquisition for various sources either through manual data entry or by fetching real time data from OLMS sensors installed at the facility on providing API by the respective vendor who installed the sensors/analyzers.n. The analysis will comprise of all the parameters as guided by various governmental agencies.o. There will be a dashboard to the system which will be able to show the important data in numeral-graphic. The dashboard will be specific to the hierarchy.p. The software must be such that it can be stitched to other systems of DJB so at one platform all systems can be watched.q.
