Subject:- Regarding Formulation Of Draft Qualitative Requirements (Qrs) /Technical Specifications Of Explosive Van.-A. General 1 Performance /Application (i) The Explosive Van would cater for the smooth transportation of explosives/ammunition from one location to other. (ii) The same should be made as per relevant Central Motor Vehicle Rules for latest mass emission standard (as applicable), safety code and rules. (iii) Approval of Chief Controller of Explosive shall be obtained by supplier and submitted to the consignee at the time of delivery of the complete fabricated Explosive Van. (iv) The Explosive Van in all respect shall be fitted with all necessary accessories/standard fitting and must have all required clearance / certifications as per statuary provision of Explosive Act and rules (including applicable amendments, if any) from relevant competent authority. (v) The Explosive Van shall be suitably designed to operate satisfactorily in heavy dust laden atmosphere, Ambient temperature up to 50 degree C, 95% relative humidity and other service condition prevalent in the Indian climatic condition. It shall be capable of operating continuously in slushy & tropical condition. (vi) Air space between body and cab- A clear space of at least 15 cm shall be left between the body and cab. (vii) Any other part/component not specifically mentioned in these specifications but necessary for safe and smooth operation of the Explosive van shall be considered on proposal of the qualified firm(s) and should be included in the scope of supply. B. Base Vehicle 1. Engine Water cooled, turbo charged, inter cooled, diesel engine of any reputed make conforming to ARAI/ BIS/BS/SAE/VRDE standards as per prevailing norms. 2. Power Not less than 160 HP. 3. Torque Minimum 700 Nm @ 1000-2000 RPM. 4. Transmission Manually operated, minimum 4 Forward 1 reverse gear. 5. Drive 4x4 or 4x2 (to be specified by the indenter at the time of placement of indent) 6. Suspension Semi Elliptic leaf spring with double acting shock absorbers or both (To be defined by the user at the time of placement of indent) or better technology. 7. Clutch Single dry plate hydraulically or pneumatically operated or better technology. 8. Wheels (i) Front Wheel-2 and Rear-4 with one Spare Wheel. (ii) Type- Radial Tyres (iii) Wheel base – 4200 mm (Minimum) 9. Brakes i. Service- pneumatic. ii. Parking brake- Compatible with service brakes. 10. Minimum ground clearance (with full pay load) 220 mm 11. Electrical system 12/24 Volts. 12. Gradient Not les s than 20 degree. 13. Battery Maintenance Free Battery (24V DC) should be provided. 14. Side slope capability. Not less than 15 degree. 15. Steering system Right hand Power steering. 16. Cabin Full forward or semi forward or tilted (To be defined by the user department at the time of indent). Provision of sufficient cabin light should be provided. 17. Instruments panel Vehicle should be provided with all gauges for various lights, oils, temperature etc. 18. Lights The vehicle should be fitted with necessary lights as per CMVR norms. Electric head, side and tail lamps shall be provided and shall be operated from the dash board. All electric wirings and battery cables shall be fully enclosed. 19. Length of chassis The length of vehicle should not be more than 29 feet. 20. GVW Not more than 20 tons 21. Load capacity (Pay load) Not less than 10 tons 22. Fuel tank Metallic fuel tank with anti-fuel theft and fire suppression material. The fuel tank capacity should not be less than 200 Ltr. The fuel tank shall be so located as to minimize the possibility of its being damaged should the vehicle be involved in an accident. Steel guards should be provided if required by approving authority. 23. Fuel cut-off A quick acting cut off, shall be fitted on the feed pipe in an easily accessible position and shall be capable of being operated without the necessity of lifting the bonnet and shall be so located as not to be involved in a fire in the engine. 24. Exhaust pipe and spark arrestor The whole of the Spark arrestor (ISI mark) and exhaust piping shall be in the front of the fire screen.
