| 1 | The scope of work covered is mainly to provide support services to Competent Authority for works related to RoW (Right of Way) in 12 districts of Gujarat State for associated works for pipeline laying activities of Kandla-Gorakhpur LPG Pipeline Project for one year with provision of extension of services for one more year or part thereof on same rates terms and condition. 2.2.The contractor has to carry out the work of providing support services for RoU acquisition, Land Acquisition revenue related works, legal matters and mainline/RoU acquisition related works under Kandla-Gorakhpur LPG Pipeline Project in the State of Gujarat as and when required / directed by Engineer-in-Charge.An indicative summary (not limited to) of works to be carried on are as enumerated as below:a) Assistance to CA in preparation of compensation awards and related work.b) Maintaining cash book and issuing cheque of compensation and fortnightly reconciliation of the same and submission of report to IHBc) Works related to CA bank account operation.d) Field visit for distribution of cheques for land & crop compensation and other allied work as and when instructed by Competent Authority /Engineer-In-Charge.e) Demarcation of the case land, ascertain field position of the respective land owners, assistance in jobs relating to the opening of ROW, assistance in payment of compensation, etc.f) Maintenance of record of the crop grown at every harvest.g) Keeping of the record of rights up to date by the punctual record of mutations.h) Site verification as per land record / title / ownership etc. Verification of Route Map along with Land owner. Verification of crops/trees/any encroachments and recording of the same.i) Preparation of panchanama in field and crop/land compensation.j) Obtaining land rates from district authorities.k) Obtaining crops yields & rates from government offices and/or mandies.l) Obtaining rates of tress, tubewells, other structure from district authorities.j) Assisting IHB authorities in permanent land acquisition activities for assets. It includes and is not limited to identification of suitable lands, liaison with owners in for obtainment of bids/documents etc, follow up with Govt. and statutory authorities for expedition and clearances, approvals for private/government lands.ir allowances for house rent, medical reimbursements, etc. other than service charges on tour as mentioned in relevant SoR item. |
| 2 | k) Assistance to IHB authorities in law, revenue and all legal matters as per the directions of Engineer-In-Charge (EIC).l) Opening of Right of Way (RoW), preparation of records and ownership of the crop regarding loss of crop and deprived crop, distribution of compensation.m) Serving of notices to landowner before RoW opening. Liaison with farmers etc. & handling of complaints of Land owners / villagers/ farmers etc., maintaining the revenue records properly for quick traceability and future reference. In addition to above, any other job assigned to him from time to time.n) All other services required for due discharge of responsibilities of Competent Authority under the P&MP Act, 1962 by engaging Surveyors, Inspectors/Revenue Accountants and Revenue Assistants/Notice Servers or equivalent personnel as per directions of Engineer-in-Charge.o) Any other services not specifically mentioned here or elsewhere but are contingent in nature and essential for the on-going job shall be provided by the contractor at no extra cost to IHB Limited.p) Disbursement of land, crop, presumptive crop compensation, obtaining & verifying NOC, verification of the Record of Rights of the concerned schedule to be declared for acquisition of Right of User in Land in Madhya Pradesh, assisting to ascertain the successors to whom the award will be disbursed, to see the details of land schedule and assistance in disbursing the compensation as admissible at the time of opening of ROW, preparation of MIS containing village wise payment details of individual plot owners in respect of land, etc. Confirming the right person to whom the award amount will be disbursed, whose right of enjoyment is/are affected by the pipe laying activities. Demarcation of the case land, ascertain field position of the respective land owners, assistance in jobs relating to the opening of ROW. q) To oversee the notice services, letters, summons, etc. issued from court of the Competent Authority, helping in group activities of jobs required by the Competent Authority. r) Due attendance to the restoration and handing over of acquired ROW.All other related activities required for due discharge of responsibilities of Competent Authority under the Petroleum & Mineral Pipelines Act, 1962 as per Special Conditions of Contract of tender with the directions of Engineer-in-Charge/Site Engineer. The list of activities is indicative but not exhaustive.
