2Design,supply, installation,testing and commissioning of ground mounted solar photo voltaic power plant 50KWp (AC) on existing building NSRY, Coast Guard, with power evacuation at 415V, 3 Phase 4 Wire system including connectedcivil works such as foundation, structural frame work etc. complete all as per guide lines/norms issued by MNRE & Indian Meteorological Deptt viz solar radiation data,direct normal irradiance, global horizontal irradiance etc completein all respect comprising the following:-
3SOLAR PHOTO VOLTAIC MODULES: Each solar PV modules shall be poly crystalline type,wattage minimum 335 Wp, the module efficiency shall be more than 16.99% at standard test conditions ,Required number of modules for the plant capacity 50 KWp with anti reflective coating and anti dust coating, confirming to IEC 61215-Edition II ,IEC-61730 (Part I & II) and IEC-61701 and all other applicable IEC/IS standards. Note:(i) Solar module and SPV cells used in the module should essentially be indigeneously manufactured in India (ii). PV modules shall be warrented for a minimum 25years (iii) PV modules must be warranted for their output peak watt capacity which should not be less than 90 % at the end of 10 years and 80% at the end of 25 years.. (iv) PV module shall be tested by any MNRE approved laboratory.(Solar PV modules- Maximum - 150 Nos) Make:- TATA/PANASONIC/EMMVEE/ADANI/VIKRAM SOLAR /RENEWSYS
4RFID : Each PV module must use a RF identification tag mandatorily placed inside the module laminate, which must contain the following information: (i) Name of the manufacturer of PV Module (ii) Name of the Manufacturer of Solar cells (iii) Month and year of the manufacture(separately for solar cells and module) (iv) Country of origin (separately for solar cells and module) (v) I-V curve for the module (vi) Peak Wattage, Im, Vm and FF for the module (vii) Unique Serial No and Model No of the module (viii)Date and year of obtaining IEC PV module qualification certificate (ix) Name of the test lab issuing IEC certificate (x) Other relevant information on traceability of module as per ISO 9000 series.
5Solar PV module GI frame work : Modular mounting structure(MMS), fabricated from pre coatedmild Steel/ hot dipped Galvanized Iron section of suitable size with appropriate & optimum tilt angle according to site requirment to achieve maximum benefit of solar energy and suitable PCC/RCC fixed in the ground suitable to withstand total 200 KM/Hr wind speed as per Structural design data complete all as specifed anddirected. NOTES:- (a) Module mounting structure may require to be customized with respect to the site availability. (b)The contractor shall submit structural design on Stad- Pro based on Wind load of 200 kmph on the surface of the panel, live load and dead load of structure with solar panel & seismic zone of Chennai. Any deflection to the mounting structure shall be as per IS 800:2007 (c) MMS (Module Mounting Structure) design shall be supported with Stadpro report vetted by IIT/NIT and shall submit for approval of Accepting Officer. The height of MMS shall be as per latest MNRE guidelines and shall be based on the consideration of highest flood level in the area. (d) Minimum thickness of galvanization should be 600 gsm. Test certificate of galvanization shall be submitted by contractor. (e) The minimum height of the mounting structure should be 02 meter above from the ground level.

7DC Control Box - 01 Nos .Supply, fix, laying and testing ofDC control box/junction box, with mounting holes, Mounting Screws of required qty, for 50 KWp plant ,weather proof (IP - 65) suitable for outdoor duty with and includingsuitable rating of MCB breakers, string fuses with base ,copper bus bar, voltage grade 1100V etc forcombining solar PV module output complete all as specifed and as directed. 8String Grid Invertor - 01 Nos: Grid tie Solar string Invertor unit of capacity 50KWp (DC to AC 415 volt at given load condition, Three phase system), wall mounted, with efficiency not less than 97% conforming to IEC 61673 , IEC 62109 and equivalent IS standards with multifunctional LED indications with alarm LED/LCD digital display system with following specification complete :- (i) Nominal voltage: 415V, +/- 5% 3 phase 50Hz (ii) Microprocessor / DSP micro controller system (iii) IP65 (outdoor) Protection enclosure (iv) Grid frequency synchronization +/- 2% range (v) No load losses<1% of rated power (vi) Ambient temperature 4°C to 60°C. (v) Conforms to IEC 62116 for Anti Islanding protection. (vi) Internal protection features againt any fault in feeder line and lightening fault in feeder. 10A data logging system for plant shall be provided to measure the following data through web based application with cloud storage :- (i) Solar irradiance : Solar Irradiance an integrating sensor (Pyranometer) mounted in the plane of the array. Read out should be integrated with data logging system (ii) Wind speed: An integrated wind speed measurement unit be provided. (iii) Amb temperature and Module surface temp : Temperature Sensor : Integrated temp, sensors for measuring the ambient temp and module surface temp andto be provided complete with read outs integrated with the data logging system. (iv) Module surface temp (v) Total output Voltage & Current. (vi) Generation data KWh (per inverter and cumulative) (vii) Instantaneous generation in KW (Each invertor and cummulative) Note: Facility of Remote Monitoring to be installed on existing PC at GE office and mobile app facility to be provided with 05 years of Web Charges included.
11Connection from Invertor to AC control box : Supply and laying 4core 16sqmm 1100V grade copper flexible cablerequired qty as per site requirment complete all as specifed. MAKE: POLYCAB, HAVELLS, FINOLEX.
12AC Distribution Box -1Nos: Supply, fix and testing ofAC control box. Weather proof type, IP65 suitable for outdoor duty. Enclosure with mounting holes, Multifunctional Meter, 415V rating copper Bus bar- 3 Phase, Mounting Screws, AC Surge Protection Device -01 No. (SPD Class 2 as per IEC 60364-5-53, Input 5KV) MCCB 4P 100 A, 415V, 36 KA- 01 No.,ON/OFF indication lamps , connections ,lugs or glands etc complete all as specifed and as directed. 13Zero Export Device : S&F Zero Export device for 50 KWp capacity along with all the necessary accessories/components to provide complete solution to adjust generation of solar power so as to automatically stop feeding of excess power into the grid. The ZED shall combine a power analyzer, Power controller and all associated accessories/ components and control / power cables. The ZED shall be compatible with the Solar Power System and Grid / DG set and all the necessary permissions / approval from the Local Electricity authorities will be responsibility of contractor. complete all as specified and as recommendedby OEM. MAKE: LEGRAND/BCH/ABB/SURYALOGIC/POWERONE
14(GI Support earthing connection): Supply and Laying/fixing of GI earth flat 25x3mm of required lengthwith FRP saddles & fixing screws as per site requirment and connection to GI support structure as earthing connection complete all as specifed and as directed.(GI Support earthing connection).
15Solar panel earth wire connection: Supply, laying & testing required qty as per site requirment of single core 6 sqmm copper conductor cable conforming to relevant IS weather proof, rated voltage 1100V grade with and including suitable type of copper lugs, all as specifed and as directed to connect all the PV modules structurees to earthing grid of GI 25x3 mm. 18M&L for civil works required for SPV panel supports , control box, invertor fixing etc complete all as specifed and directed.
19NOTES:- (i) The contractor will have 5 year Defect Liabillity period after completion of the work. During the DLP contractor will ensure generation of Minimum Average units (4 Units/KW/Day). Contractor rep and GE rep will make a joint inspection of plant on monthly basis and monthly summary of plant production will be jointly signed.
20(ii) Minimum Units: Contractor shall ensure that the Minimum Average Units produced are 4 units per KW per day.
21(iii)Time frame: Time period of completion is 120 days from the date of commecement as mentioned in work order.
22(iv) The rate quoted by the tenderer is deemed to be included Registration fees and commissioning charges to State Electricity supplying agency i.e TANGEDCO/VOC Port Trust for obtaining no objection certificate for commissioning 50KW solar power plant at Coast Guard Tuticorin. Including to take licence of Chief Electrical Inspectorate of SEB and CEA (Central regulatory authority) including all registration fee and commissioning fee complete all as specifed and as directed. (ALL costs of SEB & CEA Registrations and approvals are deemed to be included in the contract rates)
23(v) Qualifying Criterion: The Bidder should have the following experience;- (i) Successfully completed Installation , Testing and commissioning of cumulative capacity of 100 KW solar plant. (ii) Certificates of Client satisfaction.
24(vi) The contractor shall carry out Shadow Analysis at the site and accordingly design strings & arrays layout considering optimal usage of space, material and labour. The contractor should submit the array layout drawings along with Shadow Analysis Report to GE for approval.
25(vii) Drawings : The Contractor shall furnish the following details for approval prior to the commencement of the work :- (a) General arrangement and dimensioned layout. (b) Schematic drawing of the plant showing the SV panels, Power conditioning inverter, Junction Boxes, AC and DC Distribution Boards, meters etc. (c) Structural drawing of the mounting structure. (d) Layout of solar Power Arrays and strings (e) Shadow analysis of the roof
26(viii) On completion of project contractor shall provide Two sets of following : (a) Structural drawings. (b) Electrical drawings. (c) O&M manuals of each equipment showing complete technical data sheet including deatils of specifications and makes. (d) Details of synchronization equipment and protection equipment.
27(ix) Design of solar power plant to be vetted by NISE or independent agency approved by MNRE.
28(x) Display Board: The contractor to put up adisplay board of suitable size and type of material at the project site mentioning the following: Plant Name, Capacity, Location, Date of commissioning, Warranty details, CA no., MES Office, Power generation, Name of the contractor, Contact number for Maintenanace, etc.
29(xi)Test Reports / Certificates of PV Modules, Solar cells and Invertor to be submitted by the contractor.
30M&L for test point terminal block made of gun metal of phosphorous bronze size 75x75x25mm drilled and screwed including 4 nos 8mm dia 25 mm long hex head screw complete all as specified and direceted.
31(GI Plate Earthing): M&L for earthingfor protection for SPV modules etc as per IE rule, MNRE guide lines with galvanized steel earth plate electrode 60cm×60cm.× 6mm thick, buried directly in ground (earth pit not less than 2.25 meters deep below ground level) with top edge of the platenot less than 1.5 meters below normal ground level, connected to galvanized earth strip 32x6mm size protected with GI medium grade 40mm dia for earth electrode upto test point by means of bolts, nuts, check nuts and washers including excavation, PCC(1:3:6) type C1 pit and PCC cover (1:2:4) type B1 and funnel with necessary charcoal, salt etc complete all as per electrical plate No3 of SSR Part I.
32Modification of existing LT panel for 50 KWp plant by extension of busbar/alternationfor inter connection with and including MCCB 4P 100A, 415V, 50 KA- 01 with sheet metal enclosure complete for input from Solar PV Plant.
33AC Control box to Existing LT panel : Supply and laying of 3.5 Core 35 sqmmXLPE insulated armoured heavy duty 1100 V grade UG cable with multistranded aluminium conductor in trenches/wall/pipe/floor with suitable cable glands,aluminium legs etc complete all as specified. Note: All Excavation, return filling, spreading levelling and removal of surplus soil and cable protection shall be measured and paid under respective items.
34Excavation in trenchesin any type of soil not exceeding1.5m wide and not exceeding1.5m depth for foundation, taking out/laying of Cable/Pipeetc and getting out in soft/loose soil complete all as specified and directed.
35Returning, filling in, including spreading, levelling, watering and well ramming in layers not exeeding 25 cm in soils complete all as specified and directed.
36Removingof surplussoil / excavated material to a distance not exceeding 50mand depositing where directed at a level not exc 1.5metre above the starting point complete all as specified and as directed.
37Clean dry sand laid in trenches/ducts for bedding and cushioning to cable, 8cm in depth before laying the cable and 15 cm in depth after laying the cable including spreading, levelling and consolidation complete all as specified and as directed. Note : Consolidated/ punned thickness of sand shall be measured for payment purpose.
38Burnt fly ash Brick, old size, laid along the cable as cable protection complete all as specified and directed.
39Steel water tubes, `light grade", galvanised, with and including all fitting; laid/fixed in trenches/walls, 100mm borecomplete all as specified and as directed.
