2 1.1 (a) Main incoming panel - 01 No\n(b) Distribution LT Pannel - 04 Nos.\n(c ) DG set LT Panel - 02 Nos \n(d) APFC Panel of capacity 250 KVAR - 02 Nos\n(e) Bty charger including btys - 01 No \n(f) DG Set of capacity 500 KVA - 02 Nos.\nThe elect operator responsible for the following duties :-\n(i) Filling the fuel for DG sets from 20 KL under ground sump as required.\n(ii) The electrician should have good knowledge/experience to repair/make connection for HT/LT fuse (blown out fuse). \n(iii) The elect operator should find out the faults of UPS, trip of ACB/MCCB, DB and ELCB etc.\n(iv) The operator response for GOD/DO assy operating and repair/make connection of blown out HT fuses.\n(v) To check and record the readings for the HT 33 KV VCB with outgoning indoor remote pannels - 02 Nos.\n(vi) Complete checking of bty banks (04 Nos) , internal wiring, cleaning of bty terminal, maintain specific gravity of electrode and (H2SO4) level for btys. \n(vii) Cleaning of complete grid area and surrounding area of 33 KV sub station by cutting/ removing seasonal grass, bushes, lime work at pathway etc and keep power house as in a presentable condition at any time.\n(viii) Oiling, greasing (petrol jelley, of all mechanical components and as wherever required.\n(ix) Electrician in (ITI qualified ) - 03 Shift per Day (i.e 3 Electriciean per day)\n
3 2 Running and operation of AC Plant of 3 x 65 TR Capacity, along with 9 AHU, 3 Nos chiller water pump of capacity 10 HP, connected accessaries . The following staff shall be employed by the contractor :-\nThe AC operator will responsible for the following :-\n(a) To check the ambient temp daily / time to time as required and recorded.\n(b) To check the room temperature and recorded.\n(c ) To check the input and out water pressure and temp for the chiller plant.\n(d) To check the packaged AC unit and recorded the reading.\n(e) To check the water level in make up water tank for chiller plant.\n(f) Monitor all display reading for chiller plant, pakeged type AC.\n(g) To find out the minor faults and rectified.\n(i) Refg Mechanic in - 03 shift per day (i.e 03 Ref Mech per day)\nNote : The operator should qualified in ITI (AC & Ref mechanic)\n 990 Per shift
4 3 Running & operation of water supply installation consisting of 2 x 25000 ltrs, 1 x 50000 ltr capacity UG sumps and 01 Lakh ltr cap of OHT, 4 x 5 HP monoblock pump sets, and 5.0 HP submersibble Pump set incl bore well with service tanks and connected pipe lines round the all location of DSCC unit clock wise (Including all Holidays and Sundays) and filling OHT by pumping of motor supply of water to Mess and single living accn and office area at DSCC by operating valves at schedule time, checking pressure at end point, on duty FGM will be with on duty staff at DSCC\n(i) FGM in - 02 shift per day (i.e 02 FGM per day)\nNote : \n1. The contractor fully responsible for safe custody of the installation, prepare the duty roster, log sheets, arrange/provide tools/safety kits and torch light for operator.\n2. The contractor strictly to follow the labour commision rules and regulation for payment . 3. The contractor deemed to quoted the rate as per mentioned Note above. The Engr-in-Charge/JE concerned will maintain a attendance register and ensure the attendance of the personnel\nNote:- The FGM man power through outsourcing on duty in the water supply instalation will also operate all the connected valves of affected area 660 Per shift
5 3.1 NOTES :-\n(i) Minimum wages as per Minimum Wages Act 1948 shall be paid to the tradesmen by the contractor. Proper wages paid record shall be maintained and submitted to Engineer-in-charge. Contractor shall supply log book, attendance register, payment register and operator shall be responsible to maintain the log book daily and submit to department duly completed along with attendance register and payment record register at the end of every month. All provisions as laid down in Contract Labour Act 1970 such as payment of minimum fair wages, working conditions, etc shall be complied with by the contractor.\n(ii) The contractor shall quote the rates for deputing man power and reliever arrangement as per labour commissioners rule requirement of labours as given in BoQ. Penal recovery at the rate of Rs 500/- per shift per trades man will be effected for the less number of tradesman employed on any working day.\n(iii) The staff employed by the contractor shall be responsible for carrying out cleaning of all equipments, plants and machineries in a presentable condition for inspection at all time. If required, the contractor will employ more manpower to carry out the duties assigned above and no extra payment will be made on this account. Rates quoted by him will be deemed to be included, complete all as directed and specified by EIC.\n(iv) The contractor shall carry out routine check and maintain check sheet daily/ weekly/ monthly all as per manufacturers instructions/SOP and upkeep the installation, rectify normal troubleshootings and will submitt daily updated logsheet at the end of every month in the AGE E/M office.\n(v) Verification of antecedents of Contractors representatives/ trained personnel/labour deployed at site in connection with execution of work under the contract, as per security requirement of User Unit/installation shall be the responsibility of the contractor and all expenses in connection with verification of antecedents by Police Authority/security Agency shall be borne by the contractor.\n\n
6 3.2 NOTES(Contd/-):-\n(vi) Qualification :- FGM :-The contractor shall provide the services of trained personnel i.e. ITI qualified (Disel Mechanic / Fitter/ Operator trade as per requirement of Engineer-in-charge) with at least two year experience in the relevant field and requiste certificates in this regard shall be submitted to Engineer-in-charge for their approval before commencement of work and get verification with orignal certificates.\n(vii) Staff engaged for maintenance/operation of the installation will not leave the installation under any circumstances, if during surprise check by representative of Deptt, maintenance staff found absent then penalty of Rs 500/- per shift per trades man will be imposed on the contractor.\n(viii) Contractor will provide stationary for maintaining Daily log sheet of Pump house alongwith attendance sheet.\n(ix) All tradesmen will be in uniform with name plate/badge as approved by GE, cost of these is deemed to be included in the unit rate quoted by the contractor. \n(x) POL, Lubricants, etc if required shall be issued by the department under Schedule 'B' and it will be the contractor’s responsibility for filling oil / lubricant into fuel tank of DG sets,etc. Necessary intimation & collection will be the responsibility of contractor. Empty containers shall be returned by the contractor to the MES store yard. Non issue will not require amenment to CA.\n(xi) All tradesmen shall be individually life insured under group insurance scheme or any other scheme for minimum of Rs.1.00 Lakh. Insurance certifcate in this regard shall be submitted to Enginer-in-charge before commencement of work.\n(xii) If the quoted amount is less than the estimated cost of the work i.e. 26.10 lakhs, then the lowest bidder will have to deposit FDR / BGB in favour of Accepting Officer within 07 days of opening of Financial bid for the difference in estimated cost i.e., 26.10 Lakhs & quoted amount. In case the said FDR / BGB is not submitted within stipulated period as mentioned above, the contractor shall be banned for 06 months & his bid will be rejected. FDR / BGB shall be released only after satisfactory completion of work.”\n\n
7 3.3 PENAL CHARGES :-\nIf any of the activity mentioned above is not performed by the contractor than recovery as under will be affected :-\n(a) Absent on duty tradesman attending repairs - Rs 500 per person per shift respectively.\n( c ) Not cleaning of area - Rs 2000 per month\n(d) Not providing T&P, protective clothing or safety equipment - \nRs 5000 per month\n(e) Not providing basic model mobile phones duly re-charged as per specified above - Rs 1500 per month per mobile.\n(f) Not providing log sheet with stationery i.e writing material ,eraser, fevicol, stapler, file cover - Rs 800 Per month \n(g) Not performing duty as per duty charts which is approved by Engr-in-Charge - Rs 2000/- per month\n(h) Non deployment of person as per perscribed experience and qualifications - Rs 4000 per person per month.\n(g) In case the tradesmen are found without prescribed uniform a penalty of Rs. 1000/- per person per months shall be levied on the contractor.\n
