7 7 Scope of Work:\n1) The electrical installation includes entire checking & testing of wirings, VPBDB's, PBDB’s, BDB’s, power & distribution cables, fittings & fixtures & LT panels of Main Building & Annex Building within the High Court Calcutta premises.\n2) The span of maintenance from 06.00 am to 02.00 pm, 2.00 pm to 10.00 pm, 10.00 pm to 06.00 am and general shift i.e. 9.00 am to 5.00 pm on all days i.e. 7x24 hrs. for the above mentioned areas under High Court Calcutta.\n3) Checking and testing of all electrical appliances by inferred thermometer and recorded in the register.\n
8 8 Terms & Conditions:
9 8.01 Sl. No. Category of Maintenance Personnel. Mandatory Requirement\n1. Electrical Supervisior SCC Part No. 1,2,3,4,5,6A\n 6B,7A,7B,10,11,12 or \n National SCC issued by\n Directorate of Electricity\n West Bengal\n\n2. Highly Skilled Electrician Should have Permit License\n No. 1(B), 02 & 04 issued by\n the Directorate of Electricity\n Govt. of West Bengal.\n\n3. Skilled Electrician Should have Permit License\n No. 1(B), 02 issued by\n the Directorate of Electricity\n Govt. of West Bengal.\n\n4. Unskilled Personnel/Helper Basic knowledge of Electrical\n works (Experience Certificate\n from reputed Electricial firm\n required).
10 8.02 The space for sitting accommodation for the staffs of the agency within the High Court premises will be provided by the PWD Electrical department.
11 8.03 The maintenance staffs will have to attend the break down / fault of any nature starting from HT supply end (except the installations of CESC) to light, fan, call bell and plug points i.e. HT switch gears, transformers, HT cables, LT cables and all sub-panels, distribution boards, related main switches, earthing attachments, compound lights etc. has to be detected, attended and restored with its own tools and tackles with the materials ( cables, main switches, DBs, wires, HRC fuses etc) available from this department or as per the terms & conditions of this contract within the specified areas of contract and recorded in register mentioning type of faults, nature of work done, fault clearance time etc. dully counter signed by the JE / AE.
12 8.04 Materials required as replacement during maintenance of electrical installations except minor ones like fuse wires, screws, nuts, bolts, washers, dusters etc. will be supplied departmentally so far as practicable and recorded in the register.
13 8.05 The dismantled materials generated for carrying out breakdown or preventive maintenance or due to civil renovation / dismantling work are to be carried out and deposited to PWD Office or anyother locations within High Court premises with its own labour / arrangements / tools and tackles as as per the direction of the JE / AE concerned.
14 8.06 Routine checking and preventive maintenance incl. taking temperature with inferred thermomete of the electrical installations has to be carried out by the maintenance staffs maintaining register dully counter signed by the JE with a view to ensure uninterrupted power supply within the High Court premisesr. Any negligence in the part of the maintenance staffs in complying with any of the above described terms and conditions causing inconveniences to public service will be viewed otherwise and is subject to unilateral penalty, be it detected on the spot or thereafter (even after payment).
15 8.07 In case of any breakdown caused by cable fault etc, if situation demands the agency will have to restore the power supply temporarily either with the materials available with this department or arranging the same temporarily at his own cost and to maintain the same temporary installation up to a maximum of 15(fifteen) days till completion of original restoration work.
16 8.08 The agency should have been responsible for any damage in the installation due to mishandling or mal-operation. If so, the cost for rectification or replacement will be recovered from the bill on proportionate and the incident will be recorded in the register.
17 8.09 The maintenance staffs will keep clean all the Sub-station rooms, HT switchgears, Transformers, LT panel rooms, LT panels, other LT switches, distribution boards etc.
18 8.1 The maintenance staffs will check and clean all the light fittings, ceiling fans, exhaust fans etc. to prevent falling down of those as a measure of safety and recorded in register as per direction of the JE / AE.
19 8.11 The checking & repairing of the different types of light fittings, ceiling fans, exhaust fans etc. has to be done by the maintenance staffs (except rewinding of ceiling fans and exhaust fans) incl. dismantling and re-fixing of the same. (major materials to be supplied by department).
20 8.12 In case of power failure or development of any unfavourable situation the agency will have to communicate with CESC Ltd. and extend help or co-operation to CESC Ltd. in restoration of power supply. In the meanwhile the agency will have to operate the switching mechanisms of interconnections among available sources at suitable locations to maintain power supplies at important locations by roistering electrical loads in consultation with the JE / AE.
21 8.13 The maintenance staffs deputed by the agency will sign regularly in attendance register kept at JE's Office which will be verified by the E.I.C. It will be treated as absent if any staff not found at site.
22 8.14 Separate manpower to be provided for each separate shift as per BOQ.
23 8.15 Selected agency will have to furnish the names of the staffs in writing with proper identity and address proof before commence the work to the Assistant Engineer, High Court Electrical Sub-Division, PW Dte. And collecte separate identity cards by name of the maintenance staffs issued by the Assistant Engineer.
24 8.16 The agency must have separate contact telephone numbers for his office / maintenance team deputed at High Court premises so that the agency may be communicated in case of urgency.
25 8.17 Each maintenance staffs deputed High Court Calcutta should possess a Cell Phone and the number should be submitted to the concerned JE / AE.
26 8.18 The agency shall have to supply liveries (engraved PWD ELECTRICAL) to his maintenance staffs deployed at High Court Calcutta.
27 8.19 The agency shall have to pay salary to the maintenance staffs as per minimum rates of wages in scheduled 81 employments in West Bengal Labour Law.
28 8.2 The agency shall have to register it's maintenance staffs with the benificials like E.S.I. & E.P.F. Scheme as per Govt. rule.
29 8.21 The EIC reserves the right to terminate the Contract at any time with One month’s notice.
