2 1.01 (a) Rated output of the modules shall have positive tolerance of 0-5% and no negative tolerance is allowed. \n(b) It shall perform satisfactority in RH 85% with temperature up to +85 degree C and should withstand wind of 150 kmph on the surface of panel. \n(c) PV modules shall be warrented for their output peak watt capacity, and it shall not fall of its initial value below 90% in first 10 year end and 80% after the end of 25 years.\n(d) Each module shall have RFID tag encapsulated with solar cell bearing following details: Name of manufacture of SPV Module, Name of Manufacturer of solar cell and module) country of Origin ( both cell and module) Peak wattage, Im, Vm and fill factor of the module IV curve of module. \n(e) The temperature coefficient of the module shall not be more than 0.50% degree celcius. \n(f) PV modules must confirm to latest edition of IEC 61215/ IS 14286. In addition the modules must confirm to IEC 61730 Part I and II for construction and testing & safety qualifications and confirming to IEC 62804 PID. \n(g) It shall also be in confirmity to latest minimum technical specification issued by MNRE from time to time. Modules should be of 72 cell configuration and should be of MNRE approved companies/agencies in category/ rating 'SA-1A' .
3 1.02 (h) Provision of earting and earth strip/ cable etc for earth of solar Pvmodule/\narray/String inverter/ Lightning Protection etc as per latest IS/MNRE norms to be provided and cost of the same is deemed to be included in the item and no extra\namount will be paid to the contractor on this account. \n(j) Both cell and SPV modules shall be made in India and must conform to DSR\nnorms of MNRE\n(k) RFID reader to be provided by the contractor\nMake: Waaree, TATA, ADANI, RENEWSYS, Vikram
4 1.03 DC Cables : Suitable size of XLPE insulated tinned copper cable of solar grade,1100 volt and UV resistant for outdoor installations confirming to Fire performance : IEC 60227/15694 & 60502/ IS-1554(Pt I &II) 60332-1-2, Smoke emission : IEC 61034/ EN 50268-2, Halogen Free: EN 50267-2-1/-2, IEC 60754-2, Ozone Resistant : EN50396, Weathering UV: HD 605/A1 or DIN 53367\nAll cables and connectors for use of installation shall be of solar grade which can with stand harsh environmental conditions including high temperature, UV adiations,rain,dirt, burial and attack by moss and microbes for 25 years and voltage as per latest IEC/ IS. Smart LED TV (Samsung/Sony)/Remote Monitoring system(RMS) All the cables / wires shall be provided with UV resistant printed ferrules for DC side The size of the cable shall be such that average voltage drop at full power from PV module to inverter shall be less than 1.5% Cable batch no, drum no, IS code and size and make shall be mentioned on every one meter or as per OEM practice . 5 1.04 AC Cables: Suitable size of XLPE insulated armoured aluminium cable to be used The size of the cable shall be such that average voltage drop at full power from PV module to inverter shall be less than 1.5%. The AC cables along with AC DB with necessary arrangement to Connect with the existing power supply to be done. The size of XLPE LT cable To be got approved by Engineer in charge. Suitable electronic smart meter To be fixed to measure generation of electricity. Cable batch no,drum no, IS code and size and make shall be metioned on every one meter or as per OEM practice .The wiring of the module interconnection shall be in suitable size UPVC/HDPE pipe. 6 1.05 Module Mounting Structure: Design, procure, fixing, support structure made of hot dipped galvanisized iron with min 85 micron thickness including necessary PCC foundation and associated work and fixing mounting arrangement suitable for SPV modules so as it can withstand wind speed of 150km per hour. The array mounted structure has to be so designed that it occupies minimum space without sacrificing the output of SPV panels, Nuts, bolts,mounting structure including module mounting structure shall have to be adequately protected from atmosphere and weather prevailing in the area. All the modules fixing fastners shall be of stainless steel of grade SS304.The module mounting structure to be fixed tilt to optimise the maximum generation in a year. MMS design shall be supported with stadpro report and submitted for the approval of the acepting officer. Cost of all equipments, Earth strip up to connecting point and earthing etc are included in this item. The cost of sufficient earthing for lightning protection , Module mounting structure is included in this item and no extra payment will be made on this account.
7 1.06 String Inverter: Procure, fixing, testing and commissioning of 30KW -1 No, 50+-3 Hz (min) 3 phase 460 volt, THD< 3%, at nominal power inverter suitable to convert DC power of solar PV module/arry/ to AC for further feeding to grid confirming to IEC 61683 for efficiency, IEC 62109 or equivalent for safety and IEC 62093 for reliability. The input DC technical specification of 30 KW DC Power inverter are as under: \nInput (DC) : DC Voltage Range: 300-1000 V, Max DC Voltage:1000 V, Max DC Current : 123.0 A\nOutput AC : Nominal Power : 30KW, Max Output Power : 30KW\nNominal AC current : as per standards \nNominal Output Voltage: As per 30 KW\nOutput Frequency : 50/60 Hz \nHarmonicdistortion current : < 3%\nEfficiency : 98.3%\nStandby operation consumption (feed in) : < 20-30W
8 1.07 Operating temperature up to 85 degree centigrade . The inverter shall have minimum IP 65 protection, ground fault monitoring, grid monitoring , protection against anti-islanding, DC reverse polarity, AC and DC short circuit current and over current, AC and DC over voltage and temperature . The inverter shall adjust voltage and frequency levels to suit the grid . The inverter shall be selfcommulated with Pulse Width Modulation (PWM) technology and shall be capable of synchronise maximum with in one min. Maximum Power Point Tracker(MPPT) confirming to IEC 62093 shall be integrated in the inverter to maximum the energy drawn from the PV array. The inverter shall have suitable nos of protected inputs (as per design) and outgoing shall be protected by Surge protections (MOVs) .The inverter shall be provided with Overvoltage protection class I ( IEC 62103) .The inverter should have MODBUS, PROFIBUS,ETHERNET comn ports .The inverter shall include appropriate self protection and self diagnostic feature to protect itself and the PV array from the damage in the event of the inverter componant failure or from parameters beyond the inverters safe operating due to internal and/or external causes. Inverter shall have protection arrangement against ground leakage faults, over voltage, ( SPD) & over current. Inverter should interfaces with Ethernet, RS485, irradation and temperature sensor, Auxilary equipment and power supply, external stop signal. Should have residual monitoring system. The inverter should have provisions of Galvanic isolation, antiislanding. Inverter must have the feature to work in tandem with other similar inverter and be able to be successively switched ON and OFF automatically based on solar radiation variations during the day.Warranty of inverter min 5 yrs manufacturere warranty.\nMake: ABB , SMA, Fronius, Sungrow, EVVO
9 1.08 Lightning Protection : Lightning Protection for PV array : Design, procure and fix lighting arrestor of required no of suitable Early Streamer Emission (ESE) lightning arresters installed in the array field. Lightning arresters/ surge arresters shall confirm to IEC 60099-4 or IS 3070 except to the extend modified in the specifications. Arresters shall be of hermaticallty sealed units, self supporting construction, suitable for mounting on lattice type support structure. The air terminal is ESE type which shall be fixed at the top of GI elevation pole with base so as be at least two meter above the structure to be protected. Its height above roof level would be dependent on the\nlevel of protection and protection radii required. The air terminal should be working on the principle of Early Streamer Emission using non radioactive technology, needing no external power source. The air terminal should be capable of racking the lightning stroke 60 micro seconds earlier as copared to passive lighting rod. The air terminal is of Stainless Steel and it has qualified diameter to resist high value of lightning currents. Roof connection pipe should be capable of withstanding lightning strike having dimension 50 mm ID and 60 mm OD. The terminal adapter having inner dia 60 mm OD. Cost of all equipments, Earthing including strip up to lightning arrester connecting point etc are included in this item. The cost of sufficient earthing as fper ESS manufacturer Guidelines for lightning protection is included in this item and no extra payement will be made to contractor on this account. 10 1.09 Junction Boxes : Supply and fix jucntion boxes of suitable nos (as per design) of 12/16/24 inputs and suitably rated output having separate DC fuses for both + & - on input and isolator on output terminal for each string. Each junction box must have a spare input terminal. SMB (String Monitoring Box) should have RS 485 communication port to read individual string current, Bus voltage, and inside temperature. The junction boxes shall be dust and vermin proof and water proof made of FRP/ Thermo Plast with IP 65 protection in compliance with IEC 62208 and\nshall be UV resistant, fire retardant. it shall have surge protection and maintenance free earthing as per relecant standard.\nThe junction box shall have suitable arrangement of the following:\n(a) The strings are required to be connected to the copper bus bar through individual fuses\n(b) Provide arrangement for disconnection (DC disconnection switch) for each SMB/SCB\n(c) Provide a test point for each sub group for quick fault location and to provide group array isolation\n(d) Each array box shall be of relevant IEC standard\n(e) Each array junction box shall have suitable by pass & reverse blocking diodes for maximum DC blocking voltage of 1000V with suitable arrangement of its connection.Reverse blocking and by pass diodes shall work for temperature extreme and shall have efficiency of 99.98% confirmed by appropriate IEC standard. \n(f) DC DB,SPD must be equivalent to no. of inverter MPPTs.
11 1.1 Net metering : Provn of net metering as per prevaling Govt Rules to be done by the contractor including suitable outdoor type enclosure. Quoted rates deemed to be included in this item \nNote : (a) The contractor must visit the site before quoting the rates to asses the site condition so as to decide up on location and layout of SPV, placement of inverter, length of DC cables, AC cables , lightning arresters, Earthing including the length of earh Strip etc complete.\n(b) The contractor shall submit complete scheme including electrical diagram of the work, schematic diagram, SPV module layout, placement of LA, Civil work viz fencing, drain, pathway etc complete as per SECI latest guidelines as applicable IEC and IS to the GE for approval with in one week of date of commencement of the work \n(c) Rate quoted by the contractor inclusive of the LTUG cable / Copper cable as required for proper connection and functioning of the Solat Plant.\n(d) Rate quoted by the contractor includive of supply and installation of Net- metering including its weather proof enclosure for billing purpose incliding necessary liaisoning of JVVNL for calibration. \n(e) The rate quoted by the contractor inclusive of the Fees to be paid to JVVNL for necessary permission/ feasibility report / bank guarantee as required for installation of solar plant. \n(f) The mechanical structure , PV module , String inverter ,all electrical work and over all workman ship of the solar power plant must be warrented for five years . Training : On successful commissioning of the plant, training shall be provided on Plant operation and maintenance to a team (Engineers and technicians/ operators) as nominated by department for three days.
12 2 Supply, installation, testing and commissioning factory assembled LT feeder pillar box, platform mounted, suitable for 440 volts 3 phase & neutral, 4 wire, 50 Hz AC, outdoor type, double door front and back opening type, sloped canopy (Hood) on top extended 100mm all arround, separate compartment for each control gear, cable alley, provision of knock out type plates for various sizes of cable up to 35 Sqmm 3.5 core in and out, incoming and out going feeders duly marked on revited plates etc complete CPRI approved. The panel shall be dust & vermin proof, protection class IP-55 and made of 3mm thick CRCA MS sheet duly treated through 5 tank pre treatment process and painted with epoxy powder coated mat finish of SIEMENS GREY structural RAL 7032 shade colour, built in industrial type locking arrangement on front and back and pre-wired with PVC insulated multi stranded copper conductor for controls and monitors, PVC sleeved aluminium strip for connecting MCCBs and MS angle iron frame work (made out of 50mmx50mmx6mm thick), duly painted complete and also comprising of the following :- 2 Each
13 2.01 (a) Aluminium bas bar 100 amps - 04 Nos, supported with suitable size of heavy duty porcelin stand lock with suitable size of brass nut, bolts and washer with heat shrinkable PVC sleeving. The bar shall be colour coded (red, yellow and blue) for three phases and black for neutral.\n(b) MCCB 63 Amps 4 pole rupturing capacity 16 KA, Electromagneticrelease, 415 Volt - 02 Nos (Make : Legrand/Siemens/L&T)\n(c) Digital type Volt meter 0-500 Volts with selector switch -02 Nos. (Make – AE/IMP//HPL/Precision/L&T)\n(d) Digital type Amp meter 0-400 Amps with CTs of suitable capacity with selector switch – 02 Nos (Make – AE/IMP//HPL/Precision/L&T)\n(e) Indicator Set RYB, “LED” type complete -01 Set (Make – Siemens / L&T / BCH / Kaycee)\n(f) Instrument fuse holder, fuse 4 Amps- 06 Nos\nNote : (i) Foundation/platform shall be in PCC 1:2:4 type B2 using 40mm graded stone aggregate (450mm above the ground level and 300mm below the ground level) including necessary form work & 10mm thick cement plaster on exposed surfaces in CM 1:4 duly applied with three coats of white wash and quoted rate shall deemed inclusive of same.\n(ii) All Internal connection between MCCB and Bus bar shall be connected by aluminium strip of suitable size and capacity.\n(iii) All MCCB to be connected with both side Spreader Link.\n(iv) Size of the Panel Board shoul not be less than 75cmx75cmx30.\nThe rate shall deemed to be included in quoted rate
14 3 Supply, laying, jointing and testing XLPE insulated, armoured, heavy duty underground electric cable with stranded aluminium conductor 1100 volts grade cross sectional area 35 sqmm 3½ core fixed to wall, roof, along poles through pipes etc complete all as specified & as directed. \nNote : Rate quoted by the contractoe inclusive of Shaddles, screw, making hole on wall including making good of disturbed surface etc as required for fixing of cable in wall, roof etc 100 RM
15 4 M&L for earthing to solar PV module/ array / String Inverter/Lightning protection etc as per latest IS/MNRE norms to be provided complete with and including galvanized MS earth plate electrode of size 600x600x6mm thick burried vertically in ground to a depth not less than 2.25 metre below ground level, with top edge of earth plate not less than 1.5m below ground level as shown in electrical plate No 3 of SSR Part I, the earth plate surrounded by adequate quantity of charcoal dust and salt to a packed thickness of 15cm on all sides, excavation & earth work in any type of soil and removal of surplus soil upto 50m including galvanized mild steel strip 25mm x 4mm as earth lead, welding at top of electrode and other end of strip connected to equipment body/panel/test point with two Nos nuts bolts or welding with steel structure, GI earth strip encased in and including 40mm bore GI light grade pipe with all fittings from upper edges of earth plate upto 3.00 metre above ground level fixed along equipment body/panel with and including 25x3mm FI clamps, bolts, nuts and washers, PCC chamber (1:3:6) type C1, MS funnel with wire mesh, GI pipe medium grade 20 mm bore for watering, 75 mm thick RCC cover 1:2:4 type B1 shall be provided on CI frame etc complete all as specified & as directed. 10 Each Set
