Outsourcing And Services Of Manning And Operation Of Electrical And Water Supply Installations At 152 Flats Ragamalika At Mogappair Under Ge ( I ) ( Cg ) Chennai , Outsourcing Of Services For Routine Maintenance And Operation Of The Equipment/ Machinery And Lt/ Ht Switch Gears Mentioned In Particular Specification At Cg 152 Flats Ragamalika In Three Shifts Of 8 Hrs Including Sundays And Holidays By Employing Man Power As Given Below For The Entire System Including Attending Telephonic Complaints , Maintain Necessary Records And Documents Complete All As Specified And As Directed . Note :01 No Of Skilled Operator ( Electrician ) And 02 Nos Of Semiskilled Fgm ( Fitter/Pump Operator ) Shall Be Deployed Per Day In The Following Shifts:-Shift Timings Shift I 0600 Hrs To 1400 Hrs , Shift Ii 1400 Hrs To 2200 HrsShift Iii 2200 Hrs To 0600 Hrs , ( A ) Skilled Operator ( Electrician ) , ( B ) Semi Skilled Fgm ( Fitter/Pump Operator ) , Note For Item No 1 ( A ) &1 ( B ) :- ( I ) Detail Of Shift For Deployment Of Operators Will Be Given By The Engineer-In-Charge As Per Site Requirement Accordingly The Duty Roaster To Be Submitted By The Contractor Before Commencement Of Months . ( Ii ) The Unit Each Shift Shall Means One Operator Engaged Per Shift . , Note For Item No . 1 : 1 . The Rates Quoted Is Inclusive For Attending All Complaints Of Internal / External Electrification And Water Supply Break Downs Including Liasion With Tneb And Water Supply Department To Restore Supply Incase Of Break Down / Failure Of Supply . 2 . Any Other Minor Work To Restore The Electric Supply Shall Be Done As Directed By The Engineer - In- Charge . 3 . The Rate Quoted Is Deemed To Include The Cost Towards Uniform For The Staff Employed For Wearing During The Working Hours . The Uniform Shall Be Pant , Shirt & Shoes And The Pattern Of The Uniform Shall Be Decided By Ge . , 4 . The Rate Quoted Is Deemed To Be Inclusive Of Supply And Maintenance Of The Documents Such As Log Sheets Of Dg Set , Pump Set , Complaint Register , Earth Test Register , Attendance Register , Plant Log Sheet Etc Complet All As Directed And Plant Maintenance Record Book And Daily Log Sheet To Be Submitted To Concered Je Before 1000 Hrs Of Suceeding Day Otherwise Absent Report Will Be Initiated For Those Shift For Which Log Sheet Are Not Submitted . 5 . The Rate Quoted Is Deemed To Be Inclusive Of Cost Towards Keeping The Substation And Pumphouse Surrounding Area Neat And Tidy During The Contract Period . , 6 . The Rate Quoted Is Deemed To Be Inclusive Of Tools And Safety Equipement Required For Running And Maintenance Of Plants . 7 . The Contracor Shall Be Fully Responsible For Making Payment To The Tradesman/ Helper As Per The Minimum Wages Act Of The Regional Labour Commissioner . 8 . Checking Of Presence Of Chlorine On Daily Basis And Ph Testing As Directed By Engr -In-Charge And To Maintain The Record Of The Same Is To Be Carried Out Out . Rate Quoted Is Deemed To Be Inclusive Of Testing Of Water . 9 . Testing Of Water Samples Once In Every Five Months For Chemical And Bacteriological Analysis From Govt Authorised Laboratory And Submit The Report To This Office . , 10 . Necessary Dhpp ( Diesel ) For The Running Of Dg Set And Engine Oil For Topping Up Will Be Issued As And When Requried Basis At Mes Store Yard Free For Running The Installations . The Contractor Has To Collect The Diesel/Engine Oil From The Mes Store Yard . Necessary Vehicle For Shifting Of Pol Will Be Arranged By The Contractor . The Rate Quoted Shall Be Inclusive Of Transportation Charges . 11 . Necessary Inventory For The Items Installed At Site To Be Prepared Jointly For Handing /Taking Over Of Assets Between Department And Contractor , Any Deficiency In Items Noticed During The Period Of Contract , The Contractor Shall Be Liable To Make Good To The Items With The Items Of Original Specifications As Recieved At The Time Of Taking Over . , 12 . Necessary Insurance For All The Employees Deployed For The M&O To Be Carried Out As Per Prevailing Rules And Copy Of The Same Should Be Submitted To The Eng . In . Charge Within One Month From The Commencement Of The Work . 13 . It Will Be Contractors Responsibility To Submit All The Documents As Asked By The Security Department Of The Concerned Area To Obtain Necessary Entry Passes To The Working Area And Copy Of The Same Should Be Submitted To The Engineer In Charge . , 14 . All The Plants To Be Kept In Serviceable Condition With Minor Repairs And Replacements ( Costing Not More Than Rs 5000 . 00 During The Whole Contract Period ) . Any Major Faults Occurred To Be Intimated To Concerned Je And Engr In Charge So That The Same Can Be Rectified Immediately . 15 . If Any Person Found Absent From Duty Recovery Will Be Made At Rs 1000 . 00 Per Shift Per Person . However Maximum Penalty For Absent From The Duty Shall Not Exceed 10% Of The Ca Amount For A Whole Period Of Contract . , 16 . The Payment Shall Be Made To The Employees By The Contractor Through Aadhaar Linked Bank Account . 17 . All The Skilled Operator Shall Be Qualified Holding Certificate In The Trade From Iti Or Equivalent Institute And Having Minimum Two Year Experience And The Semi Skilled Operator Should Have Minimum Two Years Experience Certificate In The Repsective Field For Which They Are To Be Deployed And All Certificates Produced Within 7 Days For The Issue Of Work Order Otherwirse The Operator Should Be Removed From Duty . , 18 . Spares Required For Urgent Repair Of E/M Equipments Will Be Issued As And When Requried Basis At Mes Store Yard Subject To Availability Of The Stores . Cost For Fixing Of The Items Is Deemed To Be Included In Item No . 1 To 3 Above . 19 The Power Factor To Be Monitored Regularly And To Maintain Proper Record . Incase Of Any Fault In The Apfc Panel The Same To Be Intimated To Je/Engineer In Charge Within 1/2 Hrs ( 30 Minutes ) . Incase Of Non Intimation Within 30 Minutes Due To Contractors Negligency , The Penality Imposed By Tneb On This Account Shall Be Borne By The Contractor And The Same Will Be Recovered From Conrtractors Due . 2 1.01 (a) Skilled operator(Electrician) 335 EACH SHIFT

4 1.03 Note for item No 1(a)&1(b):- (i)Detail of shift for deployment of operators will be given by the Engineer-in-Charge as per site requirement accordingly the duty roaster to be submitted by the contractor before commencement of months. (ii) The Unit" Each shift" shall means one operator engaged per shift.
5 1.04 Note for Item No. 1 : \n1. The rates quoted is inclusive for attending all complaints of Internal / External electrification and water supply break downs including liasion with TNEB and Water Supply department to restore supply incase of break down / failure of supply. 2. Any other minor work to restore the electric supply shall be done as directed by the Engineer - in- charge. 3. The rate quoted is deemed to include the cost towards uniform for the staff employed for wearing during the working hours . The uniform shall be pant, shirt & shoes and the pattern of the uniform shall be decided by GE.
6 1.05 4. The rate quoted is deemed to be inclusive of supply and maintenance of the documents such as log sheets of DG Set, Pump set, complaint register, Earth test register, Attendance register, plant log sheet etc complet all as directed and plant maintenance record book and daily log sheet to be submitted to concered JE before 1000 hrs of suceeding day otherwise absent report will be initiated for those shift for which log sheet are not submitted. 5. The rate quoted is deemed to be inclusive of cost towards keeping the substation and pumphouse surrounding area neat and tidy during the contract period.
7 1.06 6. The rate quoted is deemed to be inclusive of tools and safety equipement required for running and maintenance of plants. 7.The contracor shall be fully responsible for making payment to the tradesman/ Helper as per the minimum wages act of the regional labour commissioner. 8.Checking of presence of chlorine on daily basis and PH testing as directed by Engr -in-Charge and to maintain the record of the same is to be carried out out. Rate quoted is deemed to be inclusive of testing of water. 9.Testing of water samples once in every five months for chemical and bacteriological analysis from Govt Authorised Laboratory and submit the report to this office.
8 1.07 10. Necessary DHPP (Diesel) for the running of DG Set and Engine oil for topping up will be issued as and when requried basis at MES store yard free for running the installations. The contractor has to collect the Diesel/Engine oil from the MES store yard. Necessary vehicle for shifting of POL will be arranged by the contractor. The rate quoted shall be inclusive of transportation charges. 11. Necessary inventory for the items installed at site to be prepared jointly for Handing /Taking over of assets between Department and Contractor,any Deficiency in items noticed during the period of contract,the contractor shall be liable to make good to the items with the items of original specifications as recieved at the time of Taking over.
9 1.08 12. Necessary Insurance for all the Employees Deployed for the M&O to be carried out as per prevailing Rules and copy of the same should be submitted to the Eng.in.charge within one month from the commencement of the work. 13. It will be Contractors responsibility to submit all the documents as asked by the Security Department of the concerned area to obtain Necessary Entry Passes to the working area and copy of the same should be submitted to the Engineer In charge.
10 1.09 14.All the Plants to be kept in serviceable condition with Minor Repairs and Replacements (costing not more than Rs 5000.00 during the whole contract Period). Any Major Faults occurred to be intimated to concerned JE and Engr in Charge so that the same can be rectified immediately. 15. If any Person found absent from duty recovery will be made at Rs 1000.00 per shift per person. However maximum penalty for absent from the duty shall not exceed 10% of the CA amount for a whole period of contract.
11 1.1 16. The payment shall be made to the employees by the contractor through AADHAAR linked bank account. 17. All the Skilled operator shall be qualified holding certificate in the trade from ITI or equivalent institute and having minimum two year experience and the Semi skilled operator should have minimum two years experience certificate in the repsective field for which they are to be deployed and all certificates produced within 7 days for the issue of work order otherwirse the operator should be removed from duty.
12 1.11 18. Spares required for urgent repair of E/M equipments will be issued as and when requried basis at MES store yard subject to availability of the stores. Cost for fixing of the items is deemed to be included in item No. 1 to 3 above. 19 The power Factor to be monitored regularly and to maintain proper record.Incase of any fault in the APFC Panel the same to be intimated to JE/Engineer in charge within 1/2 hrs ( 30 minutes). Incase of non intimation within 30 minutes due to contractor's negligency, the penality imposed by TNEB on this account shall be borne by the contractor and the same will be recovered from conrtractors due. The decision of Accepting officer in this regard is final and binding.
13 1.12 20.All Safety gear and tools shall be provided by the contractor and to be use at the time of working by the staff.Incase any accident ocurred the contractor shall be responsible for the same and the department will not be responsible. (21) The Bidder should obtain signature from the User concrened for the staff employed Daily before claming RAR in GEs office. (22) The Bidder should not quote less than the minimum fair wage in rupees for a Skilled / Semi skilled Operator as fixed under any Law,Statutory rule or Order as on the last due date of receipt of tender. Incase if any tenderer quoted less than the above rate,the tender considered as NON BONAFIDE and summarily rejected.
