( Iii ) The Operator Shall Attend All The Complaints Telephonically And Maintain Records In Detail And Submit Complete Details To Engineer-In-Charge/Jes For Resolution , Urgent Complaints If Any Will Immediately Be Intimated To Engineer-In-Charge/Jes ( Iv ) The Operator Shall Carefully Monitor And Operate All Ht/Lt Panels , Change Over Switch , Godos Incoming/Outgoing Acb/Mccb To Connected Load In The Above Area . ( V ) The Stationary Required For Maintenance Of Records Shall Be Made Available By The Contractor . ( Vi ) Trimming Of Tree Branches At Regular Intervals To Maintain Minimum Clearance Of 2 Metere On Both Sides Of 11 Kv Oh Line In Mrs Yard Including Maintain Area In & Around The Installation Neat & Clean Including Repair/ Rectification Of Do Fuses/Jumpers/Acsr Conductor With In On Km Radius Area Of Mrs . . , Note For Item No . 01 & 02 Contd :- ( I ) . The Rate Quoted Is Deemed To Be Inclusive Of The Cost Of Log Book And Shut Down Register And Cost Of T &P For Maint Work , And Minor Consumables Such As Do Fuses , Acsr Conductor Jumper , Pvc Insulation Tape , Screws , Washers , Nails , Teflon Tape , Fuse Wire , Clips Etc For Day To Day Maintenance And Repairs . ( Ii ) . The Rate Quoted Is Deemed To Be Inclusive Of Providing Mobile Communication System For Each Shift I . E . One With Onduty Electrician So That The Complaints Can Be Lodged And Feed Back Can Be Obtained . ( Iii ) . 3	2.01	Note for item No.01 & 02:- (i) Carefully monitoring and operation of 11 KV take over point at IRDE /DEAL and also carefully monitoring and operation of all the GOD's in the 11 KV MRS yard.\n (ii) Carefully monitoring and operation of outdoor/indoor control panel and all 11 KV VCB's, and HT/LT panels, change over switch, incoming ACB/MCCB to connected load in the above area. \n (iii) Monitoring of battery charging bank for DC supply to numbers of relay and motors of VCB to ensure tripping. \n(iv) Carefully monitoring and operation of capacitor bank and to ensure that power factor shall not be less than 0.97\n (v) To monitor distribution transformer installed in MRS.\n(vi) To switch ON/OFF the security lights at MRS Yard and their complex as per time schedule fixed by Engineer-in-Charge.
4	2.02	Notes for item No.01 & 02 contd :- (i) In case of any major fault in the equipments which is beyond the control of the operator, he will immediately intimate the same to the Engineer-in-Charge/JE\n(ii) The operator shall monitor and maintain records of load/power factor etc. \n(iii) The operator shall attend all the complaints telephonically and maintain records in detail and submit complete details to Engineer-in-Charge/JEs for resolution, urgent complaints if any will immediately be intimated to Engineer-in-Charge/JEs \n(iv) The operator shall carefully monitor and operate all HT/LT panels, change over switch, GODO's incoming/outgoing ACB/MCCB to connected load in the above area. \n(v) The stationary required for maintenance of records shall be made available by the contractor. \n(vi) Trimming of tree branches at regular intervals to maintain minimum clearance of 2 metere on both sides of 11 KV OH line in MRS Yard including maintain area in & around the installation neat & clean including repair/ rectification of DO fuses/jumpers/ACSR conductor with in on KM radius area of MRS. .
5	2.03	Note for item No.01 & 02 contd :- (i). The rate quoted is deemed to be inclusive of the cost of log book and shut down register and cost of T &P for maint work, and minor consumables such as DO fuses, ACSR conductor jumper, PVC insulation tape, screws,Washers, Nails, Teflon tape, fuse wire, clips etc for day to day maintenance and repairs. (ii). The rate quoted is deemed to be inclusive of providing mobile communication system for each shift i.e. one with onduty electrician so that the complaints can be lodged and feed back can be obtained. \n(iii). The contractor has to supply uniform to their employees for wearing during the working hours. The unit rate is deemed to include for the uniform.The pattern of the uniform shall be as decided by the Engineer-in-charge. \n(iv). The rate is deemed to be inclusive to maintain in & arround the installation neat, clean & trimming of tree. (v). The rate is deemed to be inclusive to maintenace of records such as HT/LT shut down/ break down record etc as directed. (vi). The fuel for running of DG set will be issued by the Dept & the rate quoted is deemed to be inclusive for collection of fuel from POL store yard.
6	2.04	General Notes for contract :- (i) contractor will make the payment of operators through bank account only through ECS/NEFT/Cheque .Bank statement in respect of payment made to all employed labour will be submitted before claiming RAR payment. (ii) A certificate, as per given in PS clause,for paying the EPF to all employeed labours be submitted by contractor before claiming RAR payment. (iii) Group insurance of employed labours/ operators will be done by contractor and a copy the same be submitted in the office as per labour regulation act. (iv) Since total No of of operators/ labours employed is more than 20, labour licence shall be produced by the contractor to GE(I) R&D through Engr-in charge. No payment will be made to the contractor without proper labour licence issued by Govt Auth. (v) ID proof and police verification of all labour/ operator /supervisor be submitted in GE office immediately after acceptance of tender to issue security pass. (vi) Operators on shift duty in any installation shall not leave the installation without reporting of relever, otherwise he will be continue on duty till reporting of relever and he will immediate report to concern JE/AGE. (vii) The contractor will submit qualification documents and ID proof of operators to Engineer-in charge duly attested by Gazetted officer. (viii) It is an expressed condition of the contract that tenderers are to quote their rates duly considered minimum wages of the tradesmen intended in the tender, as in force on the end date of bid submission. It shall be deemed that quoted rates are based on minimum wages notified by the concerned authority for the station i.e. Govt of India/State Govt/Union Teritory,which ever is higher including all statutory provisions such as EPF, GST,ESIC and labour welfare cess (LWC) etc as applicable.
7	2.05	General Notes for contract Contd :- (ix) In case the rates quoted by tenderer are less than the notified minimum wages as on bid submission end date including all statutory provisions such as EPF,GSTESIC and LWC etc as applicable, his tender will be treated as Non- Bonafide and will not be considered for Acceptance. In such case, the lowest tender shall be determined amongst valid/ bonafide bids only. (x) Any increase in minimum wages of labour as fixed by the Govt of India/State Govt/Union Teritory, whichever is higher shall be paid to the contractor in accordance wiht the provision made vide condition 63 of IAFW-2249. Increased wages inlcuding all other benefits in compliance of statutory provisions shall be paid to workers by the contractor. No other claim whatsoever shall be admissible on this account and the bidders shall consider this aspect while quoting their rates. It must be noted that in compliance of the statutory porovidions, the increase will be passed over to the workers. (xi) The contractor shall not pay wages lower than the latest notified minimum wages in force to their workmen/tradesmen including all other benefits in compliance of statutory provisions. Bidders shall consider this aspect while quoting their rates.
