1 1 Decommissioning of bullet by shut off positively in flow, out flow valves for isolation from systems and degassing of Bullets with IOCL supplied water after making necessary connections for in and out flow with suitable pipelines / hose arrangement and assisting by opening vapour connection for recovery / displacement of LPG vapour by using vapour compressor till low suction pressure and then closure of vapour connection as directed at site. The water used for degassing should be allowed to overflow and then to be disposed off with immediate fresh water injection to minimize hazard potential and the sludge if any coming out with the water should be carefully released to a safe disposal system as per the direction of IOCL Site Engineer. 2 Ea
2 2 Disconnecting the inlet, outlet of the LPG liquid and vapour line, SRV, HLA, Rochester Gauge, Manhole, Water Drain line, Globe Valves, ROV, EFCV and other fittings of the bullet, fixing blinds on valves / pipelines as necessary and disconnection of electrical cables without any damage as per the direction of the Competent Person / IOCL Site Engineer. 2 Ea
3 3 Providing steel scaffolding by using M.S. Tubular pipes, Grating and working platform, Stages made of steel perforated sheets, Channel, Angle to be firmly secured ensuring ease and safe climbing inside the bullet suitable for carrying out cleaning, especially convenient approach of the circumferential and longitudinal weld seams, Top nozzle neck welds for N.D.T. inspection and all allied jobs as directed. 2 Ea
4 4 Providing flameproof lighting arrangement inside the bullet for carrying out necessary inspection, cleaning and N.D.T. tests. 2 Ea
5 5 Thorough cleaning of the inner surface with the help of brooms, brush, wire brushes, scrappers followed by through mechanical or power cleaning by rotating wire brushes of inner surfaces to detached rust, mill scale, dust to exposed the bare metal surfaces and surface preparation for N.D.T. inspection through thorough buffing of weld joints covering heat effected zone i.e., 100 mm of parent metal on either side of butt weld joints and fillet weld joints of nozzles, weld area of support legs, area / points where temporary / permanent attachment such as cleats, bracket welds etc. and the rinsing with water jets. On completion of cleaning, all the muck / deposits / sludge to be removed from vessel may contain pyrophoric compounds, hence the content to be collected and kept wet in order to prevent auto ignition and then to be buried in safe designated areas as per site directions. A sample of all sludge collected should be handed over to the IOCL Site Engineer. The Contractor has to provide all equipments and consumables for carrying out the cleaning jobs. 2 Ea
6 6 Fixing back the Liquid and Vapour lines, Valves, EFCV and fixing all removed fittings like HLA, SRV, Pressure / Temperature / Rochester Gauges, Manhole Covers, ROV etc. including supply and fixing of spiral wound gasket as directed at site as per specification / codes. 2 Ea
7 7 Visual examination ASME Sec.V Art. 28 of internal surfaces for observation on any surface defects, weld defects, corrosion, pitting or otherwise physical and material defects etc. 2 Ea
8 8 Ultrasonic thickness measurement as per ASTM-E-797 on shell plates and both dished end plates and ultrasonic thickness profile for corrosion mapping / plotting of residual thickness pattern as per the instruction of Third Part Inspecting Agency / IOCL Site Engineer. 2 Ea
9 9 Ultrasonic thickness gauging as per ASTM-E-797 on around and on each nozzle-neck at four quadrant including LPG Pipelines upto 1st flange as per the instruction of Third Part Inspecting Agency/ IOCL Site Engineer. 2 Ea
10 10 Hardness testing to check hardness value of welds, parent metals and HAZ on selected spots on welds, HAZ and parent metal in each accessible area as per ASTM E - 110 and meeting all requirements of PESO 2 Ea
11 11 Wet Fluorescent Magnetic Particle Test as per ASTM-E- 709, ASME Sec.V, ASME Sec.VIII, Div.1 covering Circumferential Joints (CJ), Longitudinal Joints (LJ) and Dished ends welds – internal : 100%, CJ & LJ- External – more than 10%, Fillet weld of saddle support-RF Pad to shell & legs to RF Pad, External – 100% as per the instruction of Third Part Inspecting Agency / IOCL Site Engineer. 2 Ea
12 12 Ultrasonic Flaw Detection Tests of welds as per ASME Sec. V, Art. 4, 5, 23, ASME Sec. 13 13 Liquid Penetrant Test as per ASTM-E-165, ASME Sec.V, and ASME Sec.VIII, Div.2 covering Nozzle Attachment Weld – internal : 100% as per the instruction of Third Part Inspecting Agency / IOCL Site Engineer. 2 Ea
14 14 Hydrostatic test of the bullet as per design code of the bullet at mfgr. Recommended test pressure including stretch test at stages during hydro test operation. Functional test of EFCV, ROV. After testing dewatering and purging with LPG Vapour. 2 Ea
15 15 Certification as per rule 19 of SMPV (U) Rules, 1981 along with providing Isometric drawing 2 Ea
16 16 Preparing the calibration chart for each of the bullet. Contractor to calibrate the bullets as per the latest guidelines of the SMPV/PESO guidelines. Using standard equipment for calibration & standard equipment for the same to be arranged by the contractor. Water for the same to be supplied by IOCL. Calibration certificate (duly certified and stamped) to be provided with 4 copies duly mentioning the data of dip, corresponding volume percentage, volume of water in litres at each dip and weight of LPG at each dip. 2 Ea
