12 11.01 Note for Item Nos 1 to 11 :-\n(a) The contractor shall have MOU for providing service and material with any of these major lift manufacturer, M/s ThyssenKrupp,\n(b) The operator deployed shall be matriculation and well experienced with at least three years experience as a lift attendent/operator from a govt enlisted firm/contractor having MOU with the original OEM of lift.\n(c) The operator shall carry out all daily routine checks for proper functioning of the lifts and Cleaning of lift cabin car, lift machine room and contractor shall ensure for its regular follow up.\n (d) Duty roster of operator to be employed shall be put up to Engineer- In- Charge during first day of each month duly signed by the contractor.\n
13 11.02 (e) Torch and torch cell shall be provided by the contractor for each lift and the cost of the same is deemed to be included in the rate quoted by the contractor.\n(f) Contractor shall submit police verification certificates of personeel employed before commencement of works.\n(g) The contractor shall ensure proper functioning of safety devices.\n(h) One Lift operator per group of 05 lift in the viscinity of each other,who will also act as ssistant for recuse in case of failure of any Lift/in emergancy.\n(j) Contractor shall provide uniform to the personnel employed without any extra cost to the department and cost of the uniform is deemed to be included at quotedrate in ser item No. 1 of DCS and for non wearing of uniform by the personnel employed by the contractor a penalty of Rs. 500.00 shall be levied from the contractor per person as a penalty.\n(k) The contractor shall maintain the attendence register of personnel deployed for the work and the same shall be put upto the Engineer-In-Charge as and when asked, failing which Rs.1000.00 per month shall be recoverd from the contractor at the time of making payment to the contractor\n
14 11.03 (l) If any lift operator is found is absent from the duty, penal recovery of Rs1000.00 per shift per opewrator shall be levied from the contractor as penalty for not providing services. \n(m) The contractor shall have to produce Provident Fund No and Insurance details for all personnel employed in the contract agreement within one month of commencement of work as applicable as per the Employees PF and Miscellaneous PF Act 1952. The documentary proof for monthly payment of PF and insurance premium shall be submitted in original and two xerox copies by the contractor alongwith RAR. The original document shall be returned back to the contractor after verification by the GE. Non submission of above documents listed in Note No. (ix) shall rest upon the part of the contractor . The Deptt will not be held responsible in case of any action taken by the Deptt. concerned against the same.\n(n) Contractor shall have to maintain record of wages slip duly verified by Engr-in-Charge..\n
15 11.04 (o) Contractor shall have to obtain registration / licence from the labour commisioner office as per latest labour rules and regulations before deployment of labour.\n

Ltd. . The contractor shall upload/submit the scanned copy of MOU with OEM in cover-1, failing which the tender application/ bid will be summarily rejected. The contractor will also submit the physical copy of MOU alongwith their application and DD in the office of tender inviting authority prior to bid opening date (Cover 1) failing which bid submitted by the contractor cover No.2 shall not be opened.\n(b) The tenderer shall have to replace the U/s materials within the OEM materials only. Necessary paid vouchers shall be submitted from OEM for the materials like ARD, drive, etc. Contractor is responsible for renewal of licence fee. The charges for annual Government inspection is deemed to be included in the quoted rate.\n(c) The comprehensive maintenance include weekly, fortnightly, monthly , quarterly, half yearly inspection/testing/ preventive maintenance, replacement of unserviceable parts/ material including labour, transportation etc. complete.\n(d) The complaints shall be attended forthwith as the complaint/failure from the time to time of receipt of the same. The contractor shall deploy sufficient lift mechanic and helper. Rate quoted is deemed to be inclusive of T&P required to carry out repairs, stationery for upkeep of records, uniform to mechanic and helper etc. The contractor shall maintain the attendence register of personnel deployed for the work and the same shall be put upto the Engineer-In-Charge as and when asked..
22 16.02 (e) The contractor shall obtain signature of Authorized representative of GE as token of satisfactory rectification of defects. Any minor complaints requiring no spare parts shall be rectified within 0ne hour and if requiring minor parts, shall be rectified within two hours. Any major complaints requiring major parts / repair shall be recctified within 24 hrs. In case delay in rectification of minor complaints , a panel recovery @ Rs. 100.00 per hour shall be imposed upon the contractor and in case of delay in major repair of the lkifts for more than 24 hours and upto 10 (ten) days, penalty on the contractor for a sum of Rs. 2000.00 per lift per day or part thereof and Rs. 4000.00 per lift per day or part thereof after 02 (two) days shall be imposed. The decision of the GE as to particular repair is minor/ major and a particular lift has been maintained or not onb a particular day, will be final and binding. The above penalty shall be in addition to the provision made in Clause No. 50 of IAFW-2249. In the event of burning of motor , a time of 7 days shall be allowed to the contractor for rectification of fault. After that period, penal recovery at the rate of Rs.2000.00 per day shall be imposed on the contractor.\n(f) A complaint register will be maintained by the contractor and the contractor will obtain the complaint from JE/ AGE E/M office on every working day at 0800 hrs or will be informed telephonically by the Dept. at any time. Two mobile Nos and two email IDs to be maintained by the contractor to communicate the complaints. After attending the complaints the contractor will obtain the signature from the Authorised Representative of GE every day as token of complaints attended.
23 16.03 (g) Ser Item No. 12 & 16 of BOQ consists of comprehensive maintenance of M/S ThyssenKrupp lifts at OMQ & SMQ at Subroto Park. The work will be carried out under Authorised dealer for comprehensive maintenance of lifts all as specified in BOQ, Special condition, Particular specification, MES SSR and as directed by GE/Engineer-In-Charge.\n(h) Lift mechanic shall be well experieced in lift/elevators repairs and maintenance and fully equipped with required T&P.\n(i) Contractor shall submit police verification certificates of personeel employed before commencement of works.\n(j) Contractor shall carry out daily, weekly, fortnightly, monthly, quarterly and half yearly inspection and report of the same shall be sbmitted to the Engineer-In-Charge.\n(k) Contractor shall provide uniform to the personnel employed without any extra cost to the Deptt. And cost of the same is deemed to be included in the rate quoted of ser item Nos above and for non wearing of uniforms by the personnel employed by the contractor a penalty of Rs. 500.00 shall be levied per person per shift.\n(l) The contractor shall ensure proper functioning of safety devices.\n(m) The contractor shall stick/paste safety instructions at inside the cabins of all lifts with the contact number of opreater/machanic.\n(n) The following repairs are deemed to be included in the rate quoted by the contractor under comprehensive maintenace :-\n (i) CAR CABIN\n(aa) Maintenance/repairs of cabin fan ( except rewinding)\n(ab) Contractor is responsible for maintaining the car cabin neat and clean. Necessary cleaning to car cabin shall be done by the contractor on daily basis.
24 16.04 (ii) CONTROLLER\n(aa) Checking fuses of controller and mains, replace if any found defective.\n(ab) Checking the condition of breake oil and replacement if required.\n(ac) Checking the flexible leads to relays to make them serviceable.\n(iii) AC MOTOR\n(aa) Lubricate bearing with suitable lubricants.\n(ab) Clean ventillation passages on weekly basis.\n(ac) Carry out the insulation test and continuity test of motor on quarterly basis and make them in serviceable condition.\n(ad) Checking the alignment of motor shaft and relignment of shaft.\n(iv) GOVERNOR\n(aa) Lubricate bearing on weekly basis with suitable lubricants.\n(ab) Checking that levers working smoothly.\n(ac) Checking that electrical contacts opens before rope get locked.\n (v) ROPES\n(aa) Checking the condition of hoist and governor ropes.\n (ab) Lubricate ropes on weekly basis.\n(ac) Checking the dia of ropes and record in maintenance book on quarterly basis for its proper functioning.
25 16.05 (vi) HOIST WAY\n (aa) Lubricate guides and guide shoes on weekly basis with suitable lubricants.\n(ab) Checking that the buffers are in proper position and measure and record counter weight and buffer cleans with the car at the top.\n(ac) Checking the rope fastening at the car and counter weight.\n(ad) Checking the guide clamps and adjusted.\n(ae) Checking the upper and lower limit switches for proper connection after physical inspection get the lift to travel by holding from the controller and see that the switches operate properly.\n(af) Checking the condition of travelling cables and termination at junction boxes.\n(vii) MACHINE ROOM\n(aa) Checking and adjusting of over load relay and phase failure relay.\n(ab) Checking power wiring termination in switch motor controller and power switching relays.\n(ac) Checking lubrication of all equipments on weekly basis.\n(ad) Cleaning the machine room on daily basis.\n (ae) Cleaning the relay contacts, replacement of contacts.\n (viii) GEAR BOX\n(aa) Inspect for stray noises.\n(ab) Checking axial play of work shaft.\n(ac) Lubricate bearing and top up oil in gear box as and when required.
26 16.06 (ix) BREAKES\n(aa) Cleaning of oil surfaces and trace source of oil leakage and arrest the leakages.\n(ab) Adjust clearence between shoes and drum on monthly basis.\n (x) RETIRING CAR AND LOCKS\n(aa) Checking operation car and lock from the top at each landing, checking that the retiring car solenoid is not getting over heated and that the movement of car is smooth.\n(ab) Checking that all locks are functioning properly, mechanically and electrically after opening of covers, checking all set screws and springs and replace if necessary. The lever should lock the breake properly.\n(ac) Checking that the retiring car does not touch the lock roller at the landing which is being passed.\n(ad) Checking the door closes safely, clean and adjust if necessary.\n(ae) Checking the car gear switch operates properly.\n(af) Lubricate top track and door motor and linkage.\n(ag) Checking the landing door and can be operated by emergency keys.\n(ah) Repar/replacement of retiring car solenoid lock doors closer safety switch.\n(xi) GENERAL\n(aa) Checking the car frame for bends or cracks and correct if required.\n(ab) Checking and carry out insulation resistance test half yearly basis for the following:-\n (i) All power circuit cables and incoming cables.
27 16.07 (ii) Switch and feed upto controller.\n(iii) Between different power relays.\n(iv) Power card in the travelling cables.\n(v) Motor.\n(vi) Checking opertaion of the car over speed safety gear by moving the levers mannually landing so that the safety locks up properly.\n(ac) Checking that the sheaves are tight on the shaft , also checking with hammer sounding for cracks, chech sheave bearing clean and re-lubricate. Adjust for proper axial play.\n(ad) Unload car(s) checking the worn gear lash and adjust by removal of sheaves as required.\n(ae) Checking of motor bearing, clean and lubricate.\n(af) Checking that the gear coupling belts are tight.\n(ag) Checking the oil seal of gear box and fill frush oil if required.\n(ah) Contractor is responsible for maintenance of lift well/pit/ shaft/ machine room in dry and clean condition at all times. Any entry of water needs to be pumped immediately and rate quoted is inclusive of the cost of necessary pumping arrangement. A pump should be kept in store at all time to meet the emergency requirement. No extra payment will be done on this account.\n
28 16.08 (aj) Remove breake shoes clean and refit or replace breake linings inspect pins springs clean and reassemble. Checking that the breake drum is not scored or worn unevenly.\n(ak) The cost of additional technicians required to do peridical maintenance checks is deemed to be included in the rates quoted. Nothing extra shall be paid on this account.
