Degassing and cleaning of vessel with IOCL supplied water after making necessary connections for in and out flow with suitable pipelines/hose arrangements as directed on site. The water used for degassing should be disposed off safely in the drainage and the sludge if any coming along with the water should be carefully removed and disposed/kept in safe place as directed at site. The sludge should be buried if necessary as per site directions. A sample of all sludge collected should be handed over to the site engineers. The tenderer to arrange for the pumping facility of the water and also supply blind flanges as and when required all complete as per the directions of site in charge.\n 3 ea
2 2 (3X150 MT LPG Bullets): Disconnecting the inlet & outlet of the LPG liquid and vapour line, SRV, HLA, Servo Gauge,Rochester Gauge,Fixed tube level gauge, Manhole, Water drain line, pressure transmitter, pressure/temperature gauges, globe valves in bullet manifold associated with the bullet for servicing, ROV and other fittings of the pressure Vessels, disconnection of electrical cables without any damage etc as per direction of Site Engineer / Plant Manager. Any damage during de-box up / box up, the same shall be made good by the contrator at his own cost to the full satisfaction of the site in charge.\n 3 ea
3 3 (3X150 MT LPG Bullets): Thorough cleaning of the inner surface with water jet and cleaning the sludge/rust materials followed by thorough cleaning of inner surface to remove the scale, oil and dust by cleaning with brass/nylon wire brush to expose the metal surface and thorough buffing of the weld and weld joints and 10 mm on either side of the heat effected zone for MPI test of bullet. Minimum 10 mm on both sides of each weld joint including nozzle welds by thorough cleaning using rotary brushes to expose bare metal (shinning surface) with care to entire weld joints of nozzles and other areas as directed at site. The contractor has to provide all equipments and consumables for carrying out the cleaning jobs. Arrangement of all flameproof light along with electrical fitting & cables to be provided by contractor. 3 ea
4 4 (3X150 MT LPG Bullets): Providing M.S. Tubular ladder / scaffolding inside and outside of the degassed pressure vessels for the cleaning of inner surface and for suitably carrying out all statutory NDT testing / inspection like UFD, UTM, MPI, Hardness, DPT, etc. as required under SMPV(U) rules, surface preparation, application of paint, etc, complete as per BS 1139, 4074 and other relevant codes and all other allied jobs as directed. Only one pressure vessel will be handed over at a time. Contrator shall retain the same scaffholding till the completion of all the pressure vessels and the same scaffholding may be used for providing in the other bullets, if required by turn. The scaffolding can be used for other modification jobs inside bullets without any extra payment for it as per corporation requirement.Hence the contractor is advised to quote accordingly. Contractor has to arrange all the equipment and comsumables required for the carrying of the job. Suitable arrangements by way of providing blower, exhaust fan and breathing apparatus, safety belts for the working personnel is to be made by the contractor as required. Scaffholding shall be property of the contractor after completion of the job. Permits of confined entry, cold work and height work to be taken before the commencement of job in each shift. 3 ea
5 5 (3X150 MT LPG Bullets): Providing the flameproof lighting arrangement inside the pressure vessel for carrying out the necessary inspection, cleaning and NDT tests. Required materials like the supply of the flameproof light fittings, junction boxes, required cables, etc. will be arrranged by the contractor. Since only one storage vessel will be handed over for the testing purpose at a time, hence, the same lighting arrangement may be used in the other bullets by turn. (Electricity if required shall be provided by IOCL, however, all arrangements including supply of fittings, cables, etc. for connections and cables etc. to be done by the contractor). 3 ea
6 6 (3X150 MT LPG Bullets): Dismantling and Fixing back and other allied miscellaneous jobs. Item is inclusive of supply of all required consumables as per the tender document, Metallic Gaskets(MATL. SP.WND SS 316 + GRAFIL, DIM. STD. ASME B- 16.20 TO SUIT ASME B 16.5 RF FLANGES, 300#, Grade B1A), Stud Bolts and Nuts(STUD BOLT WITH TWO HVY HEXAGONAL NUTS / STUD BOLT MATL. A 193 GR. B7 , NUT : A194 GR. 2H DIM STD . ASME B 18.2 .1, Grade B1A)\n1. Job including taking all the LPG liquid line and Vapour line valves present upto the manifold area from the storage vessel including ROV, globe/gate valve, servicing the globe valves/ROVs using all the IOCL approved make consumables and procedures and norms laid down in the tender document and fitting them after servicing/new ones if the old one found unserviceable. Job including supply and fixing of new hi-tension studs and nuts and metallic gaskets.\n2. Job including fixing all removed fittings like HLA, SRV, Pressure / Temp/Rochester gauges, fixed tube gauges, pressure transmitter, manhole covers, all electrical cable terminations and FLP re-glanding of the corresponding bullet etc., all other 50 NB/25NB/15NB ball valves including supply and fixing of newly supplied metallic gaskets as per appropriate sizes, Stud-bolts & nuts as per specifications/codes. \n3. After completion of all the tests, fresh gas has to be taken in as directed by IOCL. Carry out the leak tests of all the flanges before the commissioning. \n4. Finally establishing correctness of level gauges, pressure/temperature gauges & testing of the emergency shut off valves such as all EFCVs in bullet manifold area corresponding to each bullet, ROVs, using nitrogen gas for observing operational fitness as per SMPV/CCOE norms and relevant standards and issuing certificates. Certificates for correctness also required for all gauges. Job including internal inspection of EFCV and leak test for ROV. Job including supply and fixing of the new metallic gaskets and new studs and bolts for fixing the Rochester / Servo gauges, ROVs, EFCVs, Globe valves, ball valves, etc, as per relevant code. \nAfter completion of the work, the work site to be cleared of all the debris to enable free and easy movement of the operating personnel as per the instructions of the site in charge. \nJob including Dismantling the blind flanges, pipe joints of LPG Bullets as required and thorough cleaning of the joints, fixing new supplied gaskets, studs and nuts(Supplied by contractor) and fixing back all the connected line valves including excess flow check valves, safety valves after testing and other instruments like servo gauge, HLA etc. fitted to the vessel and complete all such jobs in all respects to make the LPG Horton Sphere ready for commissioning after completion of inspection and testing of LPG storage vessels duly certified by CCE approved parties. All tools, tackles and consumables required for the job is to be provided by the contractor. After commissioning of the LPG storage vessels, the work site is to be cleared of all debris to enable free and easy movement of operating personnel as per the instruction at site. Carry out leak testing of all flanges before commissioning. Finally correctness of level gauges has to be established. 3 ea
7 7 (3X150 MT LPG Bullets): Calibration Jobs for Bullet 1, 2 and 3. Capacity 150 Cubic meters, weight of LPG at approx 85% is 150 MT. Contractor to calibrate the bullets as per the latest gudelines of the SMPV/PESO guidelines. Using standard equipment for calibration & standard equipment for the same to be arranged by the contractor. Water for the same to be supplied by IOCL. Calibration certificate (duly certified and stamped) to be provided with 4 copies duly mentioning the data of dip, corresponding volume percentage, volume of water in litres at each dip and weight of LPG at each dip. 8 8 (3X150 MT LPG Bullets): Visual Examination: 100% Visual Examination on internal and external Surfaces for observation of any surface defects, weld defects, corrosion, pittings, dents, erosion, cracking, scaling, deposits or otherwise physical / material defects etc. as per ASME Sec V / Sub section A&B and meeting all requirements of the PESO standards. 3 ea
9 9 (3X150 MT LPG Bullets): To Conduct Ultrasonic thickness measurement of weld on shell plates, dished end plates, LPG pipelines, manholes, nozzles, and T -joints, etc. as per SMPV rule & ASTM A-578, ASTM - E- 797, or equivalent code and meeting all the PESO requirements. Mapping of each petal plate to cover the whole plate say 6 to 7 readings to be taken between each consecutive weld seam (horizontal & vertical & LPG pipelines and nozzles and 25% on T-joints as per standards. 3 ea
10 10 (3X150 MT LPG Bullets): Ultrasonic Thickness Gauging (UTG). As per ASTM-E-797 around and on each nozzle-neck at four quadrants. Including LPG Pipelines upto 1st flange. 3 ea
11 11 (3X150 MT LPG Bullets): UFD (Ultrasonic flaw detection) to check any internal defects of Bullet weld joints on a) 100 % "T" joints from inside b) middle circumferential seam, Longitudinal seam weld, bottom and crown weld, Internal 100%, c) Nozzle weld – neck to shell, Internal: 100% as per ASTM E – 577, Sec V Art. 4,5,23, Sec VIII Div 1 & 2 not less than 25 % covering and as applicable codes and meeting all requirements of PESO. 3 ea
12 12 (3X150 MT LPG Bullets): Wet fluorescent Magnetic Particle test of 100% internal and 10% for outside portion of weld joints including Nozzle weld, cleat weld, all RF pads to shell wherever applicable, using AC Yoke – magnaflux / tiede / Y6 black light and white washable distemper as background as per ASTM-E- 709-89 / ASME SEC V and as per applicable codes and standards of PESO. 14 14 (3X150 MT LPG Bullets): Dye-Penetrant Test to check any surface defects over welds. Covering HAZ (heat affected zone) of all nozzles, leg support pads & any other in accessible areas manholes etc. for defects like porosity, cracks etc as per ASTM E-165-80 / IS 3658 or equivalent code and meeting all requirements of PESO. \na) nozzle attachment weld: 100% \nb) Supporting column RF pad to shell : 100% 3 ea
15 15 (3X150 MT LPG Bullets): Radiography test for weld joints as supporting test in case of defects observed if any in WFMPI as per ASTM-E-94 or applicable codes. (12 inch exposure). (Approximately 20 sot per vessel if required) 3 ea
16 16 (3X150 MT LPG Bullets): Carrying out hydro testing/ Stretch test of LPG Storage vessels at a specified test pressure as per design code up to first isolation valve as per ASME-Sec VIII Div I and relevant code after successful completion of all NDT as per SMPV Rules, using the supplied water and draining the water after completion of Hydro testing. Work also includes checking of settlement using dumpy level or theodolite during slow and gradual water filling operation in LPG Storage vessels. Job also includes purging of Bullet with LPG vapour. Tenderer has to arrange their own equipments for the job. 3 ea
17 17 (3X150 MT LPG Bullets): Certification and Documentation as per SMPV rules 19. Reports, Certificates of testing and inspection of all tests/inspection covered in the scope of works in four sets to be submitted. Paint System: One coat of Red Oxide Zinc Phosphate Primer (P3)(30-35 microns) + Aluminium Finish coat (F2) \n3. Total DFT (Min): minimum 60 micron . \n4. The warranty period for this painting will be 5 years. \n5. Total outer surface area of Horton Sphere (1400 MT) including LPG and compressed air pipelines upto the Valve manifold area including the ROVs, valves upto the valve manifold and including catwalk, Structure, Staircase, Sprinkler line and Air network around sphere upto deluge valve. \n6. Rate should be including outside tubular scaffolding (the scaffholding shalll be double layered with adhering to all safety precautions with provisions of work platforms for all works at height) for painting with all safety arrangements for contract worker. The sludge shall be handled wet and buried as per the direction of the engineer in-charge for avoiding ignition of pyro-phoric iron compounds, if any. If required a sample of sludge shall be submitted to the plant. 25 25 (1X1400 MT Horton Sphere): Providing M.S. Tubular ladder / scaffolding : Providing MS tubular ladder / scaffolding inside of the Horton Sphere suitably for cleaning of inner surface and for suitably carrying out all Statutory NDT testing like UFD, UTG, MPI, Hardness, DPT etc. as required under SMPV(U) Rules, surface preparation, application of paint, etc, complete as per BS 1139, 4074 and other relevant codes and all other allied jobs as directed. Contractor has to arrange all equipments and consumables required for carrying out the job. Suitable arrangement by way of providing blower / exhaust fan and breathing apparatus, safety belts for working personnel is to be made by the contractor as required. Scaffholding shall be property of the contractor after completion of the job. Permits of confined entry, cold work and height work to be taken before the commencement of job in each shift. The testing due dates for bullets are May 2020, while the testing due dates for Horton Sphere 2020 is Sept 2020. Hence, the horton sphere may be handed over to contractor with delay, after looking after the bulk inventory at location. Hence the contractor shall have to retain the scaffholding and other tools at the site/ or as per the contractor's wish. the contractor shall quote for the tender accordingly. The scaffolding can be used for other modification jobs inside Horton Sphere without any extra payment for it as per corporation requirement. 1 ea
26 26 (1X1400 MT Horton Sphere): Providing the flameproof lighting arrangement inside the pressure vessel for carrying out the necessary inspection, cleaning and NDT tests. Required materials like the supply of the flameproof light fittings, junction boxes, required cables, etc. will be arrranged by the contractor. Since only one storage vessel will be handed over for the testing purpose at a time, hence, the same lighting arrangement may be used in the other bullets by turn. (Electricity if required shall be provided by IOCL, however, all arrangements including supply of fittings, cables, etc. for connections and cables etc. to be done by the contractor). 1 ea
27 27 (1X1400 MT Horton Sphere): Thorough Cleaning of inner surface of Horton Sphere wherever required with water jets and clearing the sludge/rust material followed by thorough cleaning to remove the scale and dust by suitable means (wire brush, buffing machine etc.) to expose the metal surface and thorough buffing of weld joints. Minimum 10 mm on both sides of each weld joint including nozzle welds by thorough cleaning using rotary brushes to expose bare metal (shinning surface) with care to entire weld joints of nozzles and other areas as directed at site. The contractor has to provide all equipments and consumables for carrying out the cleaning jobs. Localised grinding of the welds to be done if required as directed by third party Inspecting Agency / IOC Site Engineer. 1 ea

Job including fixing all removed fittings like HLA, SRV, Pressure / Temp/Rochester gauges, fixed tube gauges, pressure transmitter, manhole covers, all electrical cable terminations and FLP re-glanding of the corresponding bullet etc., all other 50 NB/25NB/15NB ball valves including supply and fixing of newly supplied metallic gaskets as per appropriate sizes, Stud-bolts & nuts as per specifications/codes. \n3. After completion of all the tests, fresh gas has to be taken in as directed by IOCL. Carry out the leak tests of all the flanges before the commissioning. \n4. Finally establishing correctness of level gauges, pressure/temperature gauges & testing of the emergency shut off valves such as all EFCVs in bullet manifold area corresponding to each bullet, ROVs, using nitrogen gas for observing operational fitness as per SMPV/CCOE norms and relevant standards and issuing certificates. Certificates for correctness also required for all gauges. Job including internal inspection of EFCV and leak test for ROV. Job including supply and fixing of the new metallic gaskets and new studs and bolts for fixing the Rochester / Servo gauges, ROVs, EFCVs, Globe valves, ball valves, etc, as per relevant code. \n\nAfter completion of the work, the work site to be cleared of all the debris to enable free and easy movement of the operating personnel as per the instructions of the site in charge. \nJob including Dismantling the blind flanges, pipe joints of LPG Horton Sphere as required and thorough cleaning of the joints, fixing new supplied gaskets, studs and nuts(Supplied by contractor) and fixing back all the connected line valves including excess flow check valves, safety valves after testing and other instruments like servo gauge, HLA etc. fitted to the vessel and complete all such jobs in all respects to make the LPG Horton Sphere ready for commissioning after completion of inspection and testing of LPG storage vessels duly certified by CCE approved parties. All tools, tackles and consumables required for the job is to be provided by the contractor. After commissioning of the LPG storage vessels, the work site is to be cleared of all debris to enable free and easy movement of operating personnel as per the instruction at site. Carry out leak testing of all flanges before commissioning. Finally correctness of level gauges has to be established. 1 ea
37 37 (1X1400 MT Horton Sphere): Carrying out hydro testing/ Stretch test of LPG Horton Sphere at a specified test pressure as per design code up to first isolation valve as per ASME Sec VIII, Div I and relevant code after successful completion of all NDT as per SMPV Rules, using the IOCL supplied water and draining the water after completion of Hydro testing. Work also includes checking of settlement using dumpy level or theodolite during slow and gradual water filling operation in LPG Storage vessels. Job also includes purging of Horton Sphere with LPG vapour. Tenderer has to arrange their own equipments for the job. 1 ea
38 38 (1X1400 MT Horton Sphere): Surveillance by T.P.I.A, submission of inspection Dossier (4 numbers), Certification Under Rule 19 by recognized Third Party Inspection Agency (T.P.I.A.) submission of Inspection Dossier sketches / drawings with Statutory Certification under rule 19 of SMPV( U) Rules, 1981 1 ea
39 39 (1X1400 MT Horton Sphere): Calibration of the Horton Sphere – 1400 MT and submission of calibration of certificate. Contractor to calibrate the bullets as per the latest gudelines of the SMPV/PESO guidelines. Using standard equipment for calibration & standard equipment for the same to be arranged by the contractor. Water for the same to be supplied by IOCL. Calibration certificate (duly certified and stamped) to be provided with 4 copies duly mentioning the data of dip, corresponding volume percentage, volume of water in litres at each dip and weight of LPG at each dip. 1 ea
40 40 (1X1400 MT Horton Sphere): PAINTING: 1. Surface Preparation: Clean to SSPC SP2 or as approved by location in-charge (Hand Cleaning, Wire Brushing/ other method) \n2. Paint System: One coat of Red Oxide Zinc Phosphate Primer (P3)(30-35 microns) + Aluminium Finish coat (F2) \n3. Total DFT (Min): minimum 60 micron . \n4. The warranty period for this painting will be 5 years. \n5. Total outer surface area of Horton Sphere (1400 MT) including LPG and compressed air pipelines upto the Valve manifold area including the ROVs, valves upto the valve manifold and including catwalk, Structure, Staircase, Sprinkler line and Air network around sphere upto deluge valve. \n6. Rate should be including outside tubular scaffolding (the scaffholding shalll be double layered with adhering to all safety precautions with provisions of work platforms for all works at height) for painting with all safety arrangements for contract worker. Approved make for Paints: Asian/Berger/Shalimar or as approved by EIC.\nJob also including lettering as per the IOCL approved painting manual look book, to be provided by the site in chqarge during the execution of the work. 1 ea
41 41 Settlement of 1 x 1400 MT Horton Sphere by using laser technique for horizontal plain shift and plumb line/ Theodolite technique for vertical plain shift. The person perforimg settlement shall be experienced in the the relevant field. 1 ea
42 42 In Situ Metallographic Examination of storage vessel of 1 no. Horton Sphere. 20 Nos. spots per Horton Sphere and 5000 (Five Thousand rupees) per spot. Total expenditure per bullet is 20 x Rs. 5000 = Rs. 100000 1 ea
43 43 (1X1400 MT Horton Sphere): Providing and applying SUPER SEALER SHOWCHEM OR APEX ULTIMA OR BERGER WEATHER ALL GUARD or equivalent water proof antifungal paint with silicon adhesive of approved shade two or more coat over a coat of primer at all heights and location with all bye work complete as per manufacturer's specification and direction of the engineer. \nLocation: All around the outside boundary wall facing river, Pipe line pedestals, earthpits and other location as directed by Plant Incharge. The rate shall include the cost of bio wash with low toxicity biocide, surface preparation and primer coating. All necessary Paints, thinners, tools, tackles, consumables, scaffolding, labour etc. to be provided by the contractor. Contractor shall follow necessary precautions while working at height as per directions of site in charge.\nThe paint to be used with following specifications:-\nWater-based, 100% Acrylic smooth emulsion with silicon additives with anti-algal, high performance exterior wall finish, colour stay technology, excellent resistance to ultraviolet radiation, dirt pick up resistance, offering brighter, cleaner shades which persists without fade with excellent seen. 250 m2
