20 10.01 Design, supply, install, testing and commissioning of ground based solar power generating system without battery of capacity 1.5 MW AC output , peak grid tied solar photo voltaic system complete with the components specified below. Design shall be done from MNRE approved channel partners of Rating as specified in NIT and according to latest IS/IEC code and MNRE latest guidelines and specifications tentatively as shown in Drgs. Final design & Drgs of the subject work has to be vetted by any one of the following approved agencies: -\n(i) National Institute of Solar Energy \n(ii) Sardar Swarn Singh National Institute of Renewable Energy \n(iii) Solar Energy Corporation of India (iv) The Indian Renewable Energy Development Agency :- 1 Each Job
21 10.02 Solar PV modules of minimum rating 320 Wp with minimum 72 cells, Poly Crystalline Module shall be certified as per IEC 61215-Edition -II, IEC 61646 and IEC 61730-1 & 2 complete all as specified. Qty of solar PV module shall be tentatively 5625 Nos for 1.5 MW AC output. \nNote :- \n(i) Each PV module used in this work shall have RF identification tag. \n(ii) Solar PV Modules: Modules shall be warranted for a minimum period of 25 years. PV modules shall be warranted for their output peak watt capacity, which shall not be less than 90% at the end of 10 years and 80% at the end of 25 years. PV modules shall be warranted for any manufacturing defect or bad workmanship for a period of 25 years from the date of completion of Phase-I of the work. The contractor shall submit necessary warranty certificate for 25 years to GE. The condition 46 of IAFW 2249 shall be amended to the extent as mentioned above. \n(iii) Modules should be in conformity of latest technical specification issued by MNRE from time to time and makes as approved by MNRE.\n(iv) An amount equal to Rs. 5,00,000(Rupees Five Lakh Only) shall be retained from the contractor’s bill against the warranty as performance guarantee for a period of 5 years from date of completion of job . Alternatively the contractor may give a separate interest bearing security deposit/BGB in favour of GE valid for 05 years. This amount shall be refunded to him by GE after a period of 05 years. under the conditions provided for by the contract and arising solely from faulty materials or workmanship, provided such defective parts are not repairable at site.\n(v) During the period of warranty the contractor shall remain liable to replace any defective parts that become defective in the plant.
22 10.03 Hot dip galvanised MS angle module mounting structure for solar panels of combined capacity1.5 MW,AC output with double pole static structure of suitable size along with concrete grouting for required rigid support as required at site as per OEM/ MNRE Norms recommendations capable to with stand maximum wind load as designed for angle of modules all as required as per site.
23 10.04 Supply, install, testing and commissioning of Central Inverter/PCU, DC to AC (indoor type) of capacity 3x500 kW AC or next higher side capacity suitable for 1.5 MW AC inputs with minimum 4(+/-) load each with SCADA capabilities as specified housed in OEM provided complete. \nNote :-\n(i) Power Conditioning Units (PCU): PCUs shall be warranted for minimum period provided by the manufacturer but not less than 5 years. PCUs shall be warranted for any manufacturing defect or bad workmanship for a minimum period of 05 years from the date of completion of Phase-I of the work. The contractor shall submit necessary warranty certificate for 05 years to GE. The condition 46 of IAFW 2249 shall be amended to the extent as mentioned above. \n(ii). During the period of Warranty the CONTRACTOR shall remain liable to replace any defective parts that become defective in the plant, under the conditions provided for by the contract and arising solely from faulty materials or workmanship, provided such defective parts are not repairable at site. 24 10.05 Supply, install, testing and commissioning of String monitoring/combiner box of type 22 in 1 Out with 10 Amp fuse on positive side, 200 Amp manual DC disconnector switch & 22 Channel monitoring as required at site complete. \n
25 10.06 Supply, install, testing and commissioning of Copper DC String cables of different sizes of suitable size as required at site of Solar grade, including suitable lugs/ male, female connectors etc , UV resistant 1.5 kV DC Cables confirming to IEC IEC 60754-1 & IEC 60754-2, IEC 60332-1, IEC 60332-3-24., IEC 61034, temperature range -40° to +90° C, complete.
26 10.07 Supply, install, testing and commissioning of Data monitoring system communication cable RS 485 [screen twisted] as required at site complete. \n
27 10.08 Supply, install, testing and commissioning of Inverter communication Shielded CAT5 cables as required at site complete. \n
28 10.09 Supply, install, testing and commissioning of Solar Observatory system or Weather Station complete all as specified and directed consisting of following:-\n(i). 29 10.1 Supply, install, testing and commissioning of Lightening protection system of Early Streamer Emission type Lightening Spike with 107 m protection at level 3 for Protection ( duy supported by tech literature) against lightning strikes with GI mast of 8.5 Mtrs long with Remote Performance Monitoring System complete all as specified and directed by the Engineer-in-charge and shall have following :- \n (i) Inverter Data Monitoring \n (ii) Energy Meter Data Monitoring \n (iii) Weather Station Monitoring.\n\nQty of lightening arrester shall not be less than 4 Nos including suitable size of copper strip upto earthing test point.
30 10.11 Supply and installation of Earthing shall be provided for string monitoring/combiner box, Inverter, Solar PV module, Array structure, Panels complete entire system complete with suitable size of Copper Cable including Termination acceesaries as required at site & confirming to latest IS/ IEC all as specified and directed.

40 10.21 Supply, install, testing and commissioning of Industrial type computer (one No.) rugged & robust in nature to operate in a hostile environment. The computer shall be of HP make or of equivalent make having i5 or better processor with minimum 1 TB of hard drive, 21" LCD colour monitor, DVD Drive with writer, multimedia kit and UPS with 30 min Power back up as per HP model 23 q141in or technocommercially equivalent model.
41 10.22 Supplying and laying of Suitable size HDPE pipe 6kgf/cm2 rating for cable protection including all necessary fittings and fixing arrangement complete as required at site all as specified and directed. Note:- Necessary earth work, sand cushioning, protection pipe, bricks etc shall deemed to be included for laying of cables, HDPE pipe up to power transformer.
42 10.23 Supply black and white laser printer (one No) as per HP model number M1005 or technocommercially equivalent model in other make as approved by GE. The printer shall be equipped for printing, scanning, copying and fax complete.
43 10.24 M & L for Earthing with 600 X 600 X 6.00 mm Galvanised steel earth plate electrode buried vertically in ground (earth pit not less than 2.25 metre deep below normal ground level) with top edge of the plate at a depth of not less than 1.5 m below ground level, connected to and including Galvanised steel Strip of size 32 X 6 mm by means of bolts, nuts and check nuts and washers of galvanised steel with and including 40 mm dia GI medium grade pipe for protection of GI strip to the extent of 7.5 metres as earthing lead including charcoal dust and salt packed all around the earth plate in the earth pit all as per Electrical Plate No. 3 of SSR Part I (2009) including PCC foundation / chamber in mix 1:2:4 type B1 with M.S. angle iron frame, C.I. Cover with provision of locking arrangement and 20 mm dia medium grade G.I. Pipe from top edge of the earth plate upto M.S. funnel with wire mesh provided inside the concrete earth pit for watering arrangement, complete including excavation and earthwork in any type of strata and testing complete including fill up the earth pit with soil for best result and removal of excavated material from the site complete all as specified and directed. Note:- Nos of earthings shall be provided as required at site as per IE/IEC rule. \n \n
44 10.25 M & L for Earthing with copper earth plate 600x600x3mm, earth plate electrode buried vertically in ground (earth pit not less than 2.25 metre deep below normal ground level) with top edge of the plate at a depth of not less than 1.5 m below ground level, connected to and including copper earth strip 25x3 mm by means of bolts, nuts and check nuts and washers of copper with and including 40 mm dia GI medium grade pipe for protection of copper strip to the extent of 7.5 metres as earthing lead all as per Electrical Plate No. 3 of SSR Part I (2009) including PCC foundation / chamber in mix 1:2:4 type B1 with M.S. angle iron frame, C.I. First fill of oil as per manufacturer instructions shall deemed to be included in the unit rate quoted by contractor. \n(ii). Plinth for transformer including 40mm to 100 mm graded stone metal aggregate 1.5m wide and upto 3m deep around transformer plinth with and including slant slot for accomodating 100 mm dia pipe on both LT & HT side with clamping arrangement of size and specifications as per manufacturer instructions, shown on drawings and as directed by the Engineer-in-charge complete shall deemed to be included in the unit rate quoted by contractor .

93 10.74 (i) The Work order for outsourcing of services shall be placed for eleven months & no price adjustment for its extension shall be permissible. The Solar Power Plant shall be operated in 02 shifts per day unless otherwise directed by the Engr-in-charge/GE. Necessary recovery will be made for non operation of plants shift wise on prorata basis of quoted rates of the item. Recovery rate shall be double the rate quoted by the bidder for each shift & shall be final & binding. \n
94 10.75 (ii) The contractor shall deploy minimum tradesman as follows :- \n(aa) One trained Electrician and one helper in each shifts for attending/ monitoring the breakdown and preventive maintenance.
95 10.76 (iii) The electrician must have ITI in Electrical and having experience of 02 Years in operation & maintenance of solar power plant and familiar with SCADA operating system, weathering monitoring system, HT/LT installation and security and safety features complete. The Necessary technical qualification certificate shall be produced for verification of Engr-in-charge & get the written approval on record before deploying for works. (iv) Contractor shall offer service for entire system as per maintenance schedule as directed by GE in presence of Engineer in charge/JE and maintain necessary record for the same.\n
96 10.77 (v) Contractor shall also ensure the following :-\n(aa) Servicing of all solar equipment’s, HT / LT control system, Transformers weather monitoring equipment’s, SCADA system etc all as per OEM recommendations. \n (ab) Cleaning of Solar PV modules by washing, sprays, brushes, tools and plants, any washing solutions as per OEM recommendations & as per laid down norms for solar power plant complete all as directed by the Engr-in-charge/GE.\n(ac) Checking of ABT meter reading and recording in log book as per instruction given by Engr-in-Charge.\n(ad) The Engineer/Electrician shall submit reports in soft and hard copy format as required by the Engineer in Charge.\n(ae) Safety, security of all E&M equipment’s, solar panels, T&P and Sub Station complete all as directed by the Engineer-in-charge.\n(af) Area cleaning removing of grasses, bushes etc as per the instructions of Engr-in-Charge.
97 10.78 (vi) Arrangement of all required work, access permissions shall be made available to work force of the contractor by the GE through Security Officer.
98 10.79 (vii) Repairing of all installation if required will be carried out on site or at service centre. Quoted rates shall be all inclusive and includes for required Spares, services, labour, handling and transportation charges etc.
99 10.8 (viii) Proper & efficient functioning of the plant must be ensured through regular inspection by qualified engineer of MNRE approved vendor of Category 'A' bi-monthly.
100 10.81 (ix) Contractor shall arrange training one month for operation and maintenance to MES tradesman as directed by GE.
101 10.82 Note :- All stationery, T&P, items required to maintain the installations in a presentable manner and to keep plant in 100% functionable condition are deemed to be included in the cost of quoted rate.
