The Scope of maintenance of electrical installation includes Routine, Preventive and Corrective Maintenance of L.T. Distribution lines to each floor of all the buildings/ blocks, entire wirings, BDB, PDB, VTPN, LT panels, Feeder Pillar Box, power & distribution cables, fittings & fixtures, Switch Boards, Power and Computer Points, Power outlet of all sorts of Air-conditioning Systems,resetting/ Switching off of Fire detection system during normal operation/ malfunctioning etc., Operation, configuration & repair / replacement of Timers for AC / Compound light, Compound Lighting including high mast, all glow sign and metal sign boards in the campus, Electrical Installations/ distribution up to Switch Board/ Panel of Lift Machine Room & Pump Room and / or Kiosk of Pump for Water Supply system, in the premises of above mentioned site. 7 2. Cleaning & checking of all the fittings & fixtures, Panels, TPN & SPN DBs, SFUs & other Electrical Installations, as well as the Compound Light installations in a regular interval to keep them in a tip-top condition at the cost of the agency and the same must be recorded in log book.3. The checking & repairing of the different types of light fittings, ceiling fans, exhaust fans etc. has to be done by the agency at his own cost (except rewinding of ceiling fans and exhaust fans) including dismantling and re-fixing of the same. (Major materials to be supplied by department). Especially, all the ceiling fans of entire worksite are to be inspected, at least once in 3(three) Months, in respect of Split Pin, Jam nut etc. to prevent unwanted falling of Ceiling Fans, failing which responsibility will be fixed up upon the agency. Split Pin, once taken out from the installation should not be re-used under any circumstances. Required number of Split Pin and Jam nut should be provided by the agency at their own cost. Building wise Fan register should be maintained as per Performa provided by the department, wherein each and every details of checking, replacement of spares, repairing etc. should be recorded against individual fan and every record should be signed by the attending Electrician / responsible person of the agency, duly countersigned by the concerned J.E. and A.E. 8 4. Measuring of various electrical parameters e.g. Current, Voltage, Temperature of different L.T. panel board, BDBs, Main switches etc., test of Insulation Resistance, Earth Resistance etc. are to be carried out every month and test results are to be recorded in Log book (preventive maintenance). Thermal Imaging Scanner should be used for measuring temperature of electrical equipment regularly to find out any abnormalities and printout of thermal image with date and time stamp should be provided to the concerned J.E. and A.E. In case, any abnormal reading is noticed, the same should be rectified/set right immediately by taking prompt, appropriate & effective measures/actions in consultation with concerned AE&JE. Thermal image should also be taken after rectification. The engaged agency will supervision overall maintenance works and examine Logbooks for any abnormality and sign the Logbook accordingly5. Switching On/Off of the common service lighting e.g. compound, corridors, staircases etc. and AC machines, Light, Fan etc in closed room like Library, Store, OPD, OT or these are not run beyond Office hours or off day will be the responsibility of the agency. 6.Cleaning of Sub-station rooms,LT Panel rooms,operation of HT switch gear & resetting the protective rekeys in case of any fault occurred will be the responsoibilty by the agency . 9 7. Operation of DG sets & checking and maintenance of AMF panel, Checking of Battery, checking of fuel level of DG Set, Lubricating oil etc, carrying & pouring of Fuel if necessary and maintaining separate log book for DG Set as per given Proforma. For Operation of DG Sets, experienced and skilled operator should be provided8.Llift operation cum attendent including regular cleaning of lifts etc as per direction of EIC.9. Regular dusting and cleaning of fire detection sensors and others parts including reset of fire alarms. 10 TERMS & CONDITIONS:-1. The agency has to depute manpower as directed by the EIC carrying out the maintenance work smoothly with due regard to the safety.Category of Staff:- i) Skilled Electrician --03 (Three) Nos per day ii) Semi-Skill Electrician--03(Three) Nos. per day iii) Un-Skill Electrician: 02 Nos. per dayiv) Semi-Skill (Lift Operatror cum Attendent): 02 Nos per day 11 2. The Maintenance Personnel, deputed by the agency havingvalid Voter Identity/ Adhaar Card and should possess valid Workman Permit/ License, as mentioned below, issued by Directorate of Electricity, Govt. of West Bengal.Category of Maintenance Personnel Mandatory Requirementa. Skilled Electrician Having Electrical/ Workman Permit i(b), ii & iv issued by Directorate of Electricity, West Bengal.b. Semi-Skilled Electrician Workman Permit i(b) and (ii) issued by Directorate of Electricity, West Bengal.c. Un-skilled Personnel/ Helper Basic knowledge of Electrical works.Also the Superviser of the company should have valid SCC Parts 1,2,3,4,5,6A,7A,7B ,9,11,12. 12 3. Agency must have to submit mandatorily the list of staff mentioning their Name, contact Mobile No., category, along with photo copy Valid Workman Permit, proper identity and address proof etc, in writing to the concerned JE & AE before commencing the work. All the photocopy should be attested and authenticated by the Agency.4) The agency will issue a photo Identity Card, duly signed by the agency and countersigned by the concerned JE / AE to all the Maintenance Staffs deployed including substitutes.They should always carry the said Photo Identity Card while on duty. The agency should also submit one copy of the said Identity Cards to the JE.5) The agency will maintain shift wise attendance register at call center to record the attendance of the staffs on duty which will be authenticated/ verified by the concerned Junior Engineer/ Officer- in-charge. 13 6) The agency shall have to prepare a Duty Roster of the Maintenance Staffs at the beginning of every month, or as directed from time to time. A copy of the said Duty Roster, duly signed by all staffs, should be submitted to the concerned JE and one copy should be available at the call centre.7)The agency will have to provide proper uniform for his maintenance staff at his own cost and clour of the dress will be decided by the EIC. No staff will be allowed for performing duty without proper uniform. 8) The agency, and all the electricians deputed at worksite must have Mobile Nos. and the same should be intimated to the E.I.C., A.E. & J.E concerned, in writing. The telephone call should be responded without delay. 14 9) The agency has to provide one GPS activated smart phone dedicated for call center. The cost of the handset and running cost i.e. phone bills have to be borne by the agency. No claim of payment against any telephone bill will be entertained by this department.10) The agency should have a close watch on the attendance of the Maintenance Staffs. In case of absence of any Maintenance Staffs, the agency shall have to arrange for suitable alternative within an Hour, failing which, the charges for that day will be deducted from the bill of the agency on pro-rata basis.The Executive Engineer,Electrical Constrution Division ,P.W.D. reserves the right to terminate the contract in case of absence of Maintenance Staffs for more than three consecutive days, without showing further reason. 15 11) In case of any Accident and or physical illness of the staffs of the agency, while on duty, no claim will be entertained by this department and all responsibilities thereof should be shouldered by the agency only. Minimum wages as per existing Labor Act should be paid to the Electrician(s) and Helper(s)12) The agency shall have to provide 500V Megger, Digital Multi meter, Earth tester and all other requisite tools and tackles sufficient for checking, testing and recording of health of all electrical installations. Other tools & tackles e.g. Crimping Machine, Line Tester, Screw Driver, Pliers, Stripper, Sockets of some common sizes etc. should also be available at site, in sufficient quantities, free of cost, under disposal of their maintenance staff.Deployed employee by the agency should have sufficient knowledge to operate The Thermal imaging Scanner or to be used by the direction of Assistant Engineer/ Junior Engineer.13) The space for sitting accommodation for the staffs of the agency inside worksite premises will be provided by the competent authority. 16 14) All the maintenance staff of the contractor should have proper & constant vigilance and check that, there is no sign of heating-up, burning smell, discoloration or sparking at any of BDBs, panel boards, rising main etc. due to overloading or loose termination. Care should be taken to check any highly unbalance in loading at any point.15) In case of power failure or development of any unfavorable situation the agency will have to communicate with the concerned Power Supply Company authority and extend help or cooperation to said authority in restoration of power supply. Meanwhile the agency will have to operate the switching mechanisms of interconnections among available sources at suitable locations to maintain power supplies at important locations by monitoring and/ or restricting electrical loads in consultation with the concerned Junior Engineers & Assistant Engineer.16) Routine checking and preventive maintenance and breakdown maintenanceof the electrical installations has to be carried out by the agency maintaining a register under signature of respective Junior Engineer and Assistant Engineer with a view to ensure uninterrupted power supply within worksite campus. 17 17) Materials required as replacement during maintenance of electrical installations e.g. Lamps, SFUs, SPNDB, TPNDB, Cables etc. will be supplied by the Department for which requisition of Materials, signed by the authorized representative of the agency, should be submitted to the concerned JE (Electrical) well in advance. A separate material stock register should be maintained by the agency where entries related to Issue, Consumption & present stock position of Materials should be made. However auxiliary items like fuse wires, screws, nuts, bolts, washers, insulating tape, Split pins of Ceiling Fans, dusters etc. will have to be supplied by the agency at his/ their own expense.18) The agency shall have to deposit all dismantled unserviceable materials such as fused lamps, defective condensers, starters, and timers, MCBs etc. to the concerned Section Office or any other locations within worksite premises by the agency by its own laborers / arrangements / tools and tackles as per the direction of the Assistant Engineer/ JE concerned. Fresh materials will be issued against respective defective materials. No materials should be taken out of the maintenance site without the permission and necessary challan of the site-in-charge/JE 18 19) Any major shut down or fault should be brought to the notice of JE/AE immediately in writing and over telephone for further course of action. The agency will also have to attend emergency calls immediately at the site with staff, tools etc. on demand. 19 20) In case of any breakdown caused by cable fault etc., if situation demands the agency will have to restore the power supply temporarily either with the materials available with this department or arranging the same temporarily and safely at his own cost till completion of original restoration work.21) Building wise Log book is to be maintained for Preventive Maintenance & Cleaning and Corrective Maintenance of Electrical equipment except Fan as per direction of E.I.C. Separate Building wise Register is to be maintained for Ceiling Fans. The daily record of the Log book is to be signed by the responsible person and verified & signed by concerned JE & AE and photocopy of the same should be sent to the Executive Engineer concerned through proper channel at the time of submission of bills. The Logbooks should be available at Call center and should be produced on demand. 20 21) The agency should be responsible for any damage in the installation due to mishandling or mal- operation by its staff and shall be liable for rectification / replacement, as the case may be, of the damaged installation/ equipment within time frame to be fixed by concerned A.E., failing which the said rectification/ replacement of affected equipment/ installation would be executed by external agency and the cost thereof would be recovered from the bill and the accused staff should be replaced immediately.22) Bills should be submitted quarterly with the certification of satisfactory performance of the concerned JE and AE. Photocopy of Logbook and Attendance Register should also accompany the Bill. Payment should be made as per PWD norms. 21 23) Any fault of electrical installations starting from LT supply end (except the installations of Power Supply Company) to light, fan, call bell, plug points etc. i.e. LT cables and all sub-panels, distribution boards, main switches, earthing attachments, compound lights etc. has to be detected, attended and restored by the agency by its own man power with the help of the materials(cables, main switches, DBs, wires, HRC fuses etc.) available from this department or as per the terms & conditions of this contract. 24) If any kind of incapability & negligence are noticed in observing all the above-said terms & conditions causing inconveniences to public service, is subject to unilateral penalty, be it detected on the spot or thereafter (even after payment). This Department also reserves the right to deduct the cost from the bills of the contractor on pro-rate basis as determined by the Engineer –In-Charge for any shortfall in observing above T&C. In that case, the above- said contract may be terminated without issuing any notice and Stringent & punishable action may be taken against the contractor. 22 25) The technitian of the agency should capable of Casing -caping /rigid conduit wiring to overcome the emergent situation .25) The contract may be terminated with one months’ notice on either side (both agency and tender awarding authority) . 26) At the time of Bill submission must submit payment acquaintance of staff wages ,ESI & PF in which signature of each staff with revenue stamp is necessary .27) Any upcoming / Ongoing project, which will be completed within stipulated period of Maintenance contract, automatically will come under maintenance contract .28) All the log-books should be available at the call center and to be produced to the Office of the AE/ JE on demand. 29) This Maintenance contract covers all the buildings, blocks, outdoor electrical gadgets within the premises ofTechnician Studio, Kolkata-700033 23 TERMS & CONDITIONS FOR OPERATION OF LIFTS:- 24 1. The agency has to depute manpower as directed by the EIC carrying out the lift operation smoothly with due regard to the safety.Category of Staff:- Semi-Skill (Lift Operatror cum Attendent): 02 Nos. 25 2. Day to day Attendent -cum -operation of passenger lift foras directed by the EIC.3. The lift operator/attendant should have a sound knowledge with valid lift operator license issued by the Licensing Board, Govt. of West Bengal.4. The operator/attendant should be obliging dutiful and polite to all while on duty. In case any irregularities of duty or complain against the operator/attendant if noticed, would be withdrawn forthwith and shall be replaced by new operator.5. The report is to be submitted periodically about the working of lift incl. all safety devices and Governor to the concerned JE/AE. 26 6. Agency must have to produce the list of the staff mentioning their Name, contact Mobile No.in writing with proper identity and address proof & their Valid lift operator license issued by the Licensing Board, Govt. of West Bengal along with photo copy to the concerned JE & AE before commencing the work. This should be treated as mandatory.7. The agency will have to provide proper dress for his staff and color of the dress will be decided by this department. No staff will be allowed for performing duty without proper dress.8. The agency will issue a photo Identity Card, duly signed by the agency and countersigned by the concerned JE / AE to all the operation Staffs deployed including substitutes. They should always carry the said Photo Identity Card while on duty. The agency should also submit one copy of the said Identity Cards to the JE 27 9. The agency shall have to prepare a Duty Roster of the operation Staff at the beginning of every month, or as directed from time to time. A copy of the said Duty Roster, duly signed by all staffs, should be submitted to the concerned JE.10. The agency must have separate contact telephone numbers with Mobile Nos. for his office and Supervisor deputed at worksite so that the agency may be communicated in case of any urgency and the same should be intimated to the E.I.C., A.E. & J.E concerned, in writing. The telephone call should be responded without delay.11. The lift enclosure to be kept clean (not sweepers works) regularly by the operator 28 12. The operational work of the lift is to be supervised directly under the supervision of technical staff of the contractors under the direct control of JE/AE concerned. The contractor shall be responsible for any damage to the lift due to mishandling; loss will be recovered from the contractors bill as per direction of EIC.13. The Log Book recording regarding functioning and breakdown of the lift is to be maintained at site by the contractor under supervisions of JE concerned. If any kind of trouble arises, it should be brought to the notice of JE, AE concerned immediately. The JE/AE would put their signature on log book making note on performance. 29 14. In case of any absence of operator, the lift is to be made operative within 2 hours by placing the new operator. In case of absence prorate deduction will be made from the contractors bill and the contract may be terminated if it exceeds 3 (three) days. In this respect Executive Engineer’s decision will be final.15. This department would not be held responsibility for any accident of the liftman on duty for any reasons. The contractor or their lift operators on duty would not claim any compensation in any shape from this department for such accident. 30 16. The Executive Engineer,Electrical ConstructionDivision, P.W.Dte. would have sole authority to cancel the contract without assigning any reason with a notice of one month only.17. Any conditional quotation offered would not be accepted.18. Any quotation offered with price variation clause would not be accepted.19. The payment will be made monthly/quarterly on submission of bill in triplicate by the agency with satisfactory report regarding performance by the concerned JE/AE. Copy of log book has to be enclosed with the bill. 31 20. Persons entrusted by the agency for operation of lift should wear photo Identity Card during duty hours.21. Documentary evidence in support of payment of minimum wages as per Labour Act to be produced to the Principal Employer i.e. Executive Engineer, Electrical Construction Division, P.W.Dte. in-charge of works.22. Rescue operation is in the scope of agency in case of exigency arises out of lifts getting stopped in between landing floors with passengers inside cage.23. No claim towards cost of uniform, PPE e.g. Hand Gloves, Mask, Goggles, protective body- ware etc. for the maintenance staffs should be entertained by this department. However, if any such equipment/ dress is available from the Hospital Authority for their statutory requirement, the same would be provided. BUT IN NO CASE IT SHOULD BE ENTERTAINED AS MANDATORY CLAIM.24.At the time of Bill submission must submit payment acquaintance of staff wages ,ESI & PF in which signature of each staff with revenue stamp is necessary .

Bids Are Invited For Custom Bid For Services - Annual maintenance contract Of E And M Installations, ARMO of E&M Installations of DWR Building for IMD at DBAI Airport, Nagpur. SH: Operation & Maintenance of E&M Installations. (Year 2024-25), 1) General Scope of Work: - The Scope of work covers the following items: - a) Providing operation & maintenance services for following E & M installations at DWR Building, Nagpur Airport as per the attached Maintenance Schedules at Annexure-C. - 250 KVA Transformer - 1 No. - LT panels. - Internal Electrification installations of DWR building. - DG Set Operation. - Street lighting and perimeter road lighting. b) Providing day to day maintenance services, general cleaning of various installations as per Maintenance schedule specified. c) Minor repair & maintenance works and calibration of equipment etc. d) Any other installation as per instruction of Engineer-in-charge. e) Providing tools & plants and instruments as per the attached list. f) Maintenance of equipment / systems in satisfactory working conditions at all times during the contract period. g) The readings of voltage, power factor, current and other related parameters through various meters shall be checked and recorded in the LOG BOOK (provided by contractor) on hourly basis. Necessary action is to be taken by the contractor or his authorized representative if the readings are not normal. h) Attending complaints, trouble shooting and repairs & rectification action where needed. i) Replacement of spares for maintenance (preventive & breakdown) shall be provided by AAI, subject to availability at AAI stores. However, it is the responsibility of the contractor to intimate the EIC or his authorized representative if any spares are required for the breakdown maintenance of the system immediately after occurrence of fault and get their approval for procurement of spares. Nonavailability of spares will not be accepted as the reason for un-serviceability of the system. j) Routine maintenance like cleaning, inspection of machines / equipment / system, functional/serviceability checks etc. and maintaining records. k) Preventive & proactive maintenance as per AAI maintenance schedules in Annexure-C & OEM recommendations. l) Breakdown or un-serviceability of any of the electrical installations within the scope of this work should be recorded in the maintenance log-books by the deployed manpower of the contractor and the same shall be brought to the notice of EIC or his authorized representative immediately. Necessary identification & rectification of faults should be done and the system should be restored to normal operation. Spares required for rectification of faults shall be provided by AAI subject to availability in AAI stores, however in case of non-availability of spares the same shall be procured by the contractor after getting mandatory approval from the EIC and the proper GST tax invoice for such procurement of spares shall be submitted by agency for payment in the subsequent bills. Any lapse on the part of agency in carrying out the rectification of faults within the specified timeline shall be liable for penalty as per the conditions of the contract. m) Executing the works as per instructions of E-I-C and his/her authorized representative including daily reporting/ feedback and proper communication. n) Deputing manpower as mentioned in the contract at airport throughout the contract period on all days including Sundays & holidays with a mobile phone to receive complaints / instructions from AAI. However, one weekly off is applicable to each Wireman / Helper / Computer Operator. No reliever needs to be deputed on the weekly off of deputed manpower. Additional manpower to be deployed for all emergency works/ where needed, major breakdown etc. as per instruction of E-I-C. o) Providing minimum ‘site facilities’ as mentioned elsewhere in this contract. p) Abiding the contract conditions, norms/ rules & regulations of AAI, security guidelines, statutory bodies, labour laws enforced from time to time. q) Periodical review/ meetings by competent senior persons/proprietor. r) Order for executing repair and maintenance works within the scope of this contract shall be entered in the site order book or the maintenance log book, the contractor or his authorized signatory staff shall see the site order book and maintenance log books of various electrical installations every day and sign the same as a token of having received the order. s) Extra items, if any ordered shall be paid at market rates, for which the contractor shall produce the original purchase voucher / tax invoice which will be checked and verified by the Engineer-in-charge or his authorized representative to ensure its correctness. t) If the repair and maintenance work is to be carried out in the operational area, the contractor shall obtain necessary entry permits for all their employees as per existing BCAS norms. No work should be delayed for want of entry permit / passes. u) In case, the workmen deployed by the contractor are not able to rectify the faults or ensure smooth operation of the system as per the opinion of EIC, it is the responsibility of the contractor to deploy additional experienced manpower preferably from OEMs as recommended by the EIC at his own cost for necessary rectification. The contractor must abide by the instructions issued by the EIC in this regard and ensure the serviceability of system. v) Handing-over of the units/system in satisfactory working condition at the end of contract period by observing proper handing over procedures as per the instructions of E-I-C. w) Documentation. x) Comprehensive Maintenance contract of Ductable / Cassette / Split Type Air-Conditioners / Water-Cooler: The Scope of work includes following: - Comprehensive maintenance of Ductable / Cassette / Split Type Air-Conditioners as specified in SOQ, located at different areas, including providing & fixing all necessary consumables and spares such as replacement of faulty compressors, PCB cards, motors, insulating foam etc. - Comprehensive maintenance of 1 No. Water Cooler including providing & fixing all necessary consumables and spares such as replacement of faulty compressor, PCB etc. - Job includes monitoring for satisfactory working, periodical maintenance and all major & minor repairs of the Ductable / Cassette / Split type air conditioners and water coolers as and when required. It is clarified that these jobs are contingent /casual in nature. Registers shall be maintained for all the maintenance activities and submission to the Engineer In-Charge or his authorized representative as per maintenance schedule attached. - Supply and replacement of defective components like capacitors, relays, thermostats, fan blades, blowers, selector switches, air filters etc. including making suitable inter connections and rewiring of the unit etc. - Condenser / evaporator coil cleaning, leak testing, gas charging, replacement of capillary, oil charging etc. - Replacement of failed compressor with manufacturer repaired compressor / new compressor of similar model and make whenever required, including gas charging & all incidental works etc. Original documents like delivery challan and invoice from manufacturer or his authorized dealer indicating serial number of compressor shall be submitted to the Engineer-in-charge for approval before installing the compressor. - Any other work related to the proper maintenance specifically not mentioned herein. - Contractor shall depute sufficient / adequate number of skilled workmen to maintain all the air conditioners & water cooler in working condition including periodical observations repair and maintenance. - Record of all the works carried out and serviceability of the air conditioners and water cooler are to be maintained in the format prescribed by AAI. The register required for the record shall be supplied by the successful tenderer. - All the materials / components / cleaning material etc. what so ever required is included in the scope of work and shall be arranged by the contractor. - Contractor shall ensure the maintenance of all A/C units in a better physical appearance by cleaning of units, front grilles, fixing the front grille in the proper manner etc. - Contractor shall make the work site neat and clean after completing the work and no waste material or dust shall be left in the work site. - Contractor shall take over all the units under this contract within date of commencement of work, on as is where condition on award of the work. If any unit is not in working condition, due to defects related to compressor or due to component failure which will affect the performance of the unit, while taking over, the same shall be intimated in writing to the Engineer-in-Charge with details of defects and location etc. and get it acknowledged. - At the end of completion of contract, all the units shall be handed over to AAI in good working condition. - Contractor shall follow all labour laws applicable/enforced from time to time. Any violation of not following the labour laws shall be dealt with as per provision of agreement clauses. - Contractor has to obtain necessary entry pass / clearance if required from the AAI/BCAS for their workmen to work. It is the responsibility of the successful tenderer to fulfill all the formalities viz police verification etc. and bear the cost for photographs etc. for obtaining entry pass for their workmen. - Contractor shall be held responsible for any damage caused due to his negligence and has to make the same in good condition at its own cost. - Contractor has to arrange his own tools & plant required for the maintenance purpose for which nothing extra will be paid. - Minor complaints like replacement of capacitors, thermostats, relays, fault in wiring, filters etc. shall be attended immediately as per time period set by Engineer-In-Charge. If the contractor fails to attend within the time period given by the Engineer-In-Charge, the same shall be attended at the risk and cost of contractor. - Complaints like gas charging in Ductable / Cassette / Split A/C units or water cooler and gas leakages shall be attended and completed within two days from the date of occurrence of fault. Alternatively, spare serviceable units shall be provided by the contractor without any cost to AAI till the defective unit is made serviceable. - Failure to comply with two conditions mentioned above this para will attract a penalty of 5% of annual CMC rate of each unit per day of delay per A/C unit/water cooler and shall be deducted / recovered from the contractor. - Burnout compressor shall be repaired / replaced as applicable and the unit commissioned as per the time period set by Engineer-In-Charge. If contractor fails to attend, recovery shall be made at following rates: a) Equipment Room - Rs. 500 per day b) Offices. - Rs. 250 per day - A list of minimum activity schedule for the preventive maintenance is attached along with the special conditions. Day To Day Routine And Preventive Maintenance Of The Electrical Installation, Including Substation And Necessary Maintenance Materials At Administrative Building, Jhargram Under Jhargram Electrical Division. (For The Period Of Three (03) Years.)- 1 Day to day maintenance of entire electrical installations incl. compound light,by deputing required man power as mentioned below, tool & Plants as required & essential regular maintenance materials such as different types Screw, Nut, Bolt, Washer, Fuse, PVC insulation Tape, PVC sleeves, loose wire, Split pins of Ceiling Fans, dusters, dress for staffs, log book, register, pen,marker, hale mate, hand gloves with gumboot for operation of high voltage equipments, first-aid box, umbrella, mask, sanitizer, PPE Kit, Goggles, protective body-ware, raincoat etc as required have to be considered while quoting the rate on all working days including holidays and off day reliever at all the offices of the (G+4) storied Administrative Building, Jhargram including substation & DG operation under Jhargram Electrical Division, P.W.Dte as per the terms and condition mentioned below. 2 Charges for manpower deployment for day-to-day preventive, corrective, and routine maintenance within the said building premises, to be carried out in two (02) shifts per day, including working days and holidays, throughout the year, as per the direction of the Engineer-in-Charge (EIC). 1) The manpower requirement shall include: one (01) Skilled Electrician per shift × one (01) shift per day, and one (01) Semi-Skilled Electrician per shift × one (01) shift per day, inclusive of relievers for off-days. 3 Charges for day-to-day maintenance of the entire electrical installation for the 1st year, by deputing the following manpower:- 4 1st ShiftOne (01) nos Skilled Electrician/shift x 1-shift x 12 Months = 12 Units ( Shift-01, Shifting time as per the direction of the EIC.) 5 1st ShiftOne (01) nos Semi-skilled Electrician/1- shift x 1 shift x 12 Months = 12 Units (Shift-01, Shifting time as per the direction of the EIC.) 6 2nd ShiftOne (01) nos Skilled Electrician/shift x 1 shift x 12 Months = 12 Units (Shift-02, Shifting time as per the direction of the EIC.) 7 2nd ShiftOne (01) nos semi-skilled Electrician/shift x 1 shift x 12 Months = 12 Units (Shift-02, Shifting time as per the direction of the EIC.) 8 Servicing, maintenance, and setting of relays/tappings of HT and LT installations, including transformers and switchgears of the sub-station, shall be carried out once a year. All the offices under theAdministrative Building, Jhargram, including the substation. 38 SCOPE OF WORK:- a) The primary objectives of preventive and corrective maintenance are to minimize electrical breakdowns and faults, prevent fire hazards arising from electrical short circuits and faults, and reduce downtime. Any fire hazard incidents resulting from short circuits, or the falling of ceiling fans, luminaries, etc., due to inadequate maintenance will be treated with utmost seriousness. The maintenance agency shall be held accountable for such incidents.b) The electrical installation includes entire cabling network and wirings, BDB’s, PDB’s power & distribution cables, O.H. Lines, Compound lights, fittings & fixture. LT panels, FDA systems,UPS system, Sub-Stations etc. in the premises of G+4 storied administrative building and other allied buildings.c) The time span of maintenance are as specified in specification on holidays and workingdays. d) The maintenace service includes :1.Specified schedule maintenance of entire electrical installation as prescribed in point (a)of above said buildings 2. Operation of DG sets as and when required & checking and maintenance of AMF panel including checking the condition of fuel level, Lubricating oil & battery connection etc, carrying & pouring of Fuel if necessary and maintaining the log book.3. Cleaning and dustingofdetectors and devices of Fire Detectection and annunciation system periodically, once in a month4. Quarterly inspection, testing and cleaning of all HT & LT substation equipments bydeployment of separate legally authorized qualified personnel having SCC/Workman’s permit as mentioned elsewhere in this contract with submission of IR/Earth Test Reports (once in six months) in the format prescribed by the Engineer-in- Charge. Log books/Call books/Materials Register/Attendance Register are to be maintained at each substation/office in the format prescribed by the EIC.5.1 Skilled/ competent person of 1st shift (or as per the direction EIC) to assist the JE in maintaining registers and Log book records as required in addition to his original work. 39 ADDITIONAL & SPECIAL TERMS & CONDITIONS OF CONTRACT : The agency must provide measuring/operating equipment such as digital multimeter, clambmeter, thermal imeger, earth regeistance tester, low voltage insulation megger, hot air blower, air blower, screw driver set, all type of spaner, cable puncher etc. to the employed staff. 40 The agency shall maintain one Call Book which shall record all the calls alongwith remedial action taken, duly verified by the Junior Engineer/Assistant Engineer periodically. 41 Separate Log book is to be maintained for L.T. installation & H.V. installation. The daily record of the Log book is to be signed by the licensed Supervisor of the contractor and verified & signed by concerned Junior Engineer & Assistant Engineer; and the same should be sent to the Executive Engineer through proper channel at the time of submission of bills. 42 Recording of various electrical parameters (with co. own tools/equipments) of different L.T. panel board, BDBs, Main switches etc, recording of different parameters of 11 KV H.T. Sub-stations equipments, testing of Insulation Resistance, Earth Resistance etc. are to be made in Log book in regular manner and the necessary working report in this respect to be submitted monthly to the concerned Assistant Engineer & Junior Engineer every day. Thermal imager should be used in measuring/observing temperature rise of electrical equipments like Transformer, H.T. VCBs, BDBs, L.T. panel boards, AC, Light fittings, etc. regularly to find out any abnormalities and the measurements are to be recorded in Log book compulsorily in proper manner every day. 43 In case, any abnormal reading is noticed, then the same should be rectified/set right immediately by taking prompt, appropriate & effective measures/actions by proper recording under intimation to the concerned Assistant Engineer & Junior Engineer. 44 All type of maintenance & operation tasks incl. proper testing, checking etc. with necessary action of preventive & corrective/rectifying measure in case of any fault/abnormality for Sub-stations within the compound are to be accomplished with proper care, safety & precaution measure and all these tasks are to be recorded in separate Log books,which are to be signed by highly skilled electrician & licensed supervisor deployed by the contractor duly verified & signed by concerned Assistant Engineer & Junior Engineer on regular basis. 45 Transformer condition and kVA, PF & kW loading shall be checked at various times of the day throughout the period of contract; abnormality shall be brought to the notice of the Junior/Assistant Engineer. 46 The agency will check and clean all the ceiling fans exhaust fans, stand fans etc. to prevent falling down of those as a measure of safety and maintain a register mentioning fan numbers etc. including keeping those light fittings and fans clean as per the direction of Assistant Engineer or respective Junior Engineer. 47 All the ceiling fans of every Buildings are to be inspected, at least once in 3(three) Months, in respect of Split Pin, Jam nut, fan clamp & suspension arrangement etc. to avoid unwanted falling of Ceiling Fans, failing which responsibility will be fixed up upon the agency (in case of falling of ceiling fans). Report regarding physical condition of Split Pin & Jam Nut must be submitted quarterly in the format prescribed by the EIC. 48 All the fittings, fixture, panel board, PBDB, SPNDB Main-switches & other Electrical Installation inside all the block/floor/buildings as well as for compound lighting installation and sub-station must be kept in a tip top condition by cleaning of all the said electrical equipments, dusting off accumulated dirt, cobweb etc. once in a month, and all the cleaning materials like detergent etc. are to be supplied by the agency free of cost. 49 The agency will have to attend all the break-down/fault of any nature involving electrical installation within the scope of contract and restore the same with its own manpower, tools & tackles keeping entries in Log books mentioning type of faults, nature of work done, fault clearance time etc. 50 All incidents of breakdown shall be immediately reported to the concerned Junior Engineer & Assistant Engineer, or direct to Executive Engineer in exceptional circumstances. 51 All the maintenance staff of the contractor should have proper & constant vigilance and check to ensure that there is no sign of overheating, burning smell, discoloration or sparking/chattering at any of BDBs, panel boards, rising mains/substations, etc. due to overloading or loose connection/termination. Care should be taken to check any highly unbalanced loading at any point.N.B:Periodical check on daily basis by thermal imager scan is required to be carried out for BDB,PDB,Cables, Panels, Feeders, Main switches etcand kepping the record and should be reported to the concerned JE on regular basis. 52 The weekly duty roster of the deputed staff should be submitted in advance. 53 The contractor shall issue identity cards to every member of his staff, regular or substitute. No staff will be allowed to perform duty without proper identity card and the agency shall have to assume responsibility for any untoward incident/situation. 54 The authorized licensed supervisor should attend the site regularly and in case of emergency he should attend without any delay and report the incident to the Engineer in Charge. 55 Frequent change of staff is not allowed. Substitute staff list shall have to be submitted at least one week in advance to the Junior/Assistant Engineer. 56 Recording of attendance should in the in the attendance register as per the direction of the EIC and shall be regularly checked and verified by the concerned Junior Engineer/Assistant Engineer. Monthly attendance report should be submitted along with the Bill. 57 Proof of verification of attendance of the staff deputed in the night shift (10 pm to 6 am) by the authority is mandatory for billing purpose. 58 The agency must have separate contact numbers preferably mobile phone numbers for his office and the deputed Supervisor (maintenance team) so that the communication can be easily made in case of urgency. 59 The space for sitting accommodation for the staff of the agency inside the compound will be provided by the PWD/user authority. 60 The Engineer-in-Charge reserves the right for re-allocation of duty to any or all member of the staff as per the requirement of the site or elsewhere. 61 Materials required as replacement during maintenance of electrical installations like fuse wires, screws, nuts, bolts, washers, AL/Cu socket (up to 35 sq. mm.) dusters etc will be supplied Agency so far as practicable, through a separate Issue register to be maintained by the agency at site. 62 The replaced / dismantled materials generated for carrying out breakdown or preventive maintenance or due to civil renovation / dismantling work are to be carried out and deposited to the respective Section Office or any other locations within the compound by the agency by its own labour / arrangements / tools and tackles as per the direction of the Assistant Engineer concerned. If required, the agency will have to dismantle existing electrical installations in connection with any civil renovation / dismantling work and deposit the same to convenient locations as per the direction of the Assistant Engineer concerned by its own labour / arrangements / tools and tackles. 63 Any fault of electrical installations starting from HT supply end (except the installations of WBSEDCL) to light, fan, call bell and plug points i.e. HT switch gears, transformers, HT cables, LT cables and all sub- panels, distribution boards, related main switches, isolators, earthing attachments, compound lights etc has to be detected, attended and restored by the agency by its own man power with the help of the materials (cables, main switches, DBs, wires, HRC fuses etc)available from this department or as per the terms & conditions of this contract. 64 a) Routine checking and preventive maintenance of the electrical installation has to be carried out by the agency daily with a view to ensure uninterrupted power supply within compound. Any negligence in the part of the agency in complying with any of the above described terms & conditions causing inconveniences to public service will be viewed otherwise and is subject to unilateral penalty, be it detected on the spot of thereafter (even after payment). 65 b) Routine inspection of the electrical and allied installation shall be carried out by the agency every morning to ensure that all the light/fan socket outlets/ AC/ UPS and other items of work, as may be directed by Junior Engineer/ Assistant Engineer/ Executive Engineer from time to time are in order and action for restoration shall be taken immediately for faulty items. 66 In case of any breakdown caused by cable fault, etc. , the agency will have to restore the power supply either with the materials available with this department or arranging the same temporarily and safely till completion of permanent restoration work as may be directed by the Engineer-in-Charge. 67 Maintenance materials, viz. Incandescent lamps, Main switches, Power DB, SPN BDB, Main & Sub-main cables, fluorescent/LED tubes, Chokes, Ignitors, and Condensers etc. will be supplied by the Department. However auxiliary items like screws, nuts & bolts, washers, fuse wire, insulating tapes etc. will have to be arranged by the agency on its own expense. 68 No materials should be taken out of the maintenance site without the permission and necessary Challan of the site-in-charge. 69 The agency will take care to prepare the requisition of materials required for the maintenance within his jurisdiction well in advance and submit the same to the concerned Junior Engineer so that no delay in maintenance/repair / replacement cause trouble in the system & hampering of the service thereof. 70 The agency will keep all the sub-station rooms, HT switch gear, Transformers, LT Panels, other LT Switches, distribution boards etc. in neat and clean condition. 71 The repairing of the different type of light fittings, ceiling fans, exhaust fans etc. have to be done by the agency incl. dismantling and re-fixing the same. (Materials to be supplied by Department). 72 In case of power failure or development of any unfavorable situation, the agency will have to communicate with concerned WBSEDCL authority and extend co-operation to them in restoring of power supply. Meanwhile, the agency will have to operate the switching mechanisms of interconnections among available sources at suitable locations to maintain power supply at important locations by monitoring electrical loads in consultation with concerned Junior Engineer/Assistant Engineer. 73 Any major shut down or fault should be brought to the notice of EIC immediately in writing and over telephone for further course of action. 74 Insulation test with the help of Megger for the entire Electrical Installation as well as earth resistance of the earthing installation for each building and also sub-station are to be carried out in the presence of concerned Assistant Engineer/Junior Engineer once in six months and the result thereof is to be furnished to the Engineer –In-Charge through proper channel alongwith the bill. 75 The agency must have separate offices & separate contact telephone nos. for his site office and main/head/branch office and the same should be intimated to this Department in writing. All telephone calls should be responded without delay. 76 The agency should be responsible for any damage in the installation due to mishandling / mal-operation done by his staff and shall be liable for the compensation for the same which would be recovered from the bill as per direction of E.I.C. and the accused staff should be replaced immediately. 77 If any kind of incapability & negligence are noticed in observing all the above-said terms & conditions, this Department posses the right to deduct the cost from the bills of the contractor on pro-rate basis as determined by the Engineer –In-Charge. In that case, the above-said contract may be terminated without issuing any notice whatsoever and stringent & punitive action may be taken against the contractor as may be decided by the Engineer-in-Charge or higher authority. 78 Valid workman’s permits, electrical licence, Diploma certificate, identity proof etc. are to be furnished for each electrician/workman, helper & Diploma Electrical Engineer/Supervisor engaged by the agency along with the name & contact mobile no. of the persons and all these information with supporting documents are to be submitted in written to the concerned Junior Engineer, Assistant Engineer & Executive Engineer. 79 The contract may be terminated by one month’s notice from either side. 80 Any negligence in the part of the agency in complying with any of the above-mentioned terms and conditions and/or causing inconvenience to public service will be viewed seriously and shall be subject to unilateral penalty, be it detected on the spot or thereafter (even after payment of bills). 81 The agency should have been responsible for any damage in the installation due to mishandling or mal-operation. If so, the cost for rectification or replacement will be recovered from the bill on proportionate and the incident will be counted while issuing the performance report. 82 The agency will have to maintain log books in such a manner so that at least one log book may always be made available at site as and when asked for. 83 Bills should be submitted quarterly or as per direction of EIC, keeping at least one spare log book at site. Payment will be made as per PWD norms against placement of bills supported by log book and duly verified by the Junior Engineer / Assistant Engineer. 84 Labour laws : Before undertaking the work as per order, agency must produce labour license obtained from the Assistant Labour Commissioner/Dy. Labour Commissioner’s office in the Region in compliance with the provisions of Central Labour Regulation & Abolition Act, 1970 and the rules made thereunder. He should comply with all labour laws to protect the labourers engaged by him. The successful bidder after placement of the order shall have to comply with following in order to get payment :a) Heshall have to follow the rules and regulations of the prevailing Acts of Central and State Governments.b) Heshall be responsible for compliance of statutory obligation under the Central Labour (R&A) Act, 1978, Minimum Wages Act, 1948, Payment of Wages Act 1936, Bonus Payment Act, 1956, and also be responsible for payment of contribution (Both employer and employee’s) under Provident Fund Act & Employees’ State Insurance Act,1952 in respect of the employee. c) Heshall be solely responsible for any accident, occurring if any, during the course of the work or any injury to any person and in the event of any such accident/injury he will be held responsible and must pay proper compensation for the same as per Workmen’s Compensation Act, 1923 (when Employee State Insurance Act 1948 is not applicable); d)No labour of minor age should be employed; e) Statutory minimum wages for all categories of labour are to be paid as per notifications issued by the appropriate authority of the Government from time to time: 85 Uniform, safety shoes, helmet, raincoat, umbrella, gumboot, torch/ emergency light, etc. and all types of tools and tackles (Like digital multimeter, tongtester, earth regeistance tester, low voltage insulation mager, hot air blower, air blower, screw driver set, all type of spaner, cable puncher, lader etc) are to be provided by the agency to its staff. 86 All the issues related to the safety of the staff should be taken care by the Agency itself. 87 In case of any mishap or accidental injury to any member of the staff deputed by the agency, the whole responsibility is to be borne by the agency but should be informed to the EIC immediately. 88 Any unethical/unruly attitude/behaviour or activity of the agency or any of his deputed staff should be viewed seriously and legal action would be taken accordingly by this end. 89 The philosophy of “Public Interest” would be the ‘motto’ of this maintenance contract. Any deviation may be viewed otherwise and action taken accordingly. 90 It will be the duty and responsibility of the agency to ensure strict compliance of the provisions of the contract. Should any major or recurring deviation or negligence be observed/detected in execution of the contract by the agency during any scheduled/surprise inspection of the higher authority, penal action will be taken with retrospective effect without any further reference/correspondence, and without any prejudice to the right of the Engineer-in-Charge to terminate the contract by invocation of any of the clauses of the contract. 91 The Executive Engineer/ Assistant Engineer the right to depute any both members of the maintenance staff to other site, in exigency of public service, restore normally or assist other team members working there. 92 The Maintenance Personnel, deputed by the agency, should be a permanent resident of West Bengal with a valid Voter / Aadhar Identity Card and should possess a valid Workman Permit/ License, as mentioned below, issued by the Directorate of Electricity, Govt. of West Bengal.Category of Maintenance Personnel and mandatory Requirement:-i) Semi-Skilled Worker: Should possess a valid Workman’s Permit of Class i(a) and/or i(b) and (ii), issued by the Directorate of Electricity, West Bengal. ii) Skilled Worker: Should possess a valid Workman’s Permit of Class i(b), ii, iii, and iv, issued by the Directorate of Electricity, West Bengal, or should be an ITI or equivalent certificate holder. 93 SCOPE OF WORKS AND TERMS AND CONDITIONS FOR DG SET OPERATION1. ProvidingDG operator every day(incl holyday) in round-the-clock for operation of DG set in the format prescribed by the Engineer-in-Charge. 2. Necessary fuel and lubricant should be supply by the concern authority incl. checking of healthness of DG set.3. The operator should have experience of Electrical works as well as DG Repairing works.4. The operator will be allowed to perform his duties at site with proper identity card which is to be issued by the agency and agency will be held responsible for any untowards situation occurred for violation of contract.5. A log book for each even and odd months should be maintained by the agency (Log Book supplied departmentally) for recording all the details of operation time (Starting time, off time, stop time) of DG set incl. recording the reading of Ammeter, voltmeter, Temperature meter etc. 94 6. No charge will be paid against any non-operation of DG set.7. The bill of operation charge may produce quarterly through concerned Junior Engineer, Electrical, PWDte. and Assistant Engineer, Electrical PWDte.8. The DG set incl. DG related electrical accessories shall be kept clean and dust free as much as possible by the agency at least once in every week and it is to be recorded in the Log Book.9. The operator shall operate the DG set round the clock of every day in the time of failure of power supply.10. In case of gross irregularity, the contract maybe terminated with 7(seven)days notice and no responsibility will be borne by this department to consider any loss for termination of contract.11. The log book shall be maintained by the operator and duly signed by the concerned J.E/A.E and the contractor. 95 12. The operator shall be liable for any damage in occurrence due to improper operation of DG set and the damage have to be rectified at his own cost.13. Minor/petty repairing of E.I.works should be done by the agency whenever necessary.14. The agency will be liable to inform the concerned Junior Engineer & Asstt. Engineer, PWDte. forthwith on occurrence of break down of DG set for taking appropriate action.15. The scope of operation of DG set includes regular checking of all parameter of DG set (fuel level, body temperature etc.) and record in log book.16. Operator should be allowed to stay inside the DG room only during operation of the DG set. DG room should not be used for any other purpose, if done so, penalty would be imposed on the agency.17. D.G. should be operated instantly just after power cut. Failure to start the DG set in time will be held responsible to the agency.18. Attendance register should be maimtened by the agency duly counter signed by the JE/AE.

All offices under Bengal Archery Academy, Jhargram (BAAJ) 37 SCOPE OF WORK:- a) The primary objectives of preventive and corrective maintenance are to minimize electrical breakdowns and faults, prevent fire hazards arising from electrical short circuits and faults, and reduce downtime. Any fire hazard incidents resulting from short circuits, or the falling of ceiling fans, luminaries, etc., due to inadequate maintenance will be treated with utmost seriousness. The maintenance agency shall be held accountable for such incidents.b) The electrical installation includes entire cabling network and wirings, BDB’s, PDB’s power & distribution cables, O.H. Lines, Compound lights, fittings & fixture. LT panels, FDA systems,UPS system, Sub-Stations etc.c) The time span of maintenance are as specified in specification on holidays and workingdays. d) The maintenace service includes :1.Specified schedule maintenance of entire electrical installation as prescribed in point (a)of above said buildings 2. Operation of DG sets as and when required & checking and maintenance of AMF panel including checking the condition of fuel level, Lubricating oil & battery connection etc, carrying & pouring of Fuel if necessary and maintaining the log book.3. Cleaning and dustingofdetectors and devices of Fire Detectection and annunciation system periodically, once in a month 38 4. Quarterly inspection, testing and cleaning of all HT & LT substation equipments bydeployment of separate legally authorized qualified personnel having SCC/Workman’s permit as mentioned elsewhere in this contract with submission of IR/Earth Test Reports (once in six months) in the format prescribed by the Engineer-in- Charge. Log books/Call books/Materials Register/Attendance Register are to be maintained at each substation/office in the format prescribed by the EIC.5.1 Skilled/ competent person of 1st shift (or as per the direction EIC) to assist the JE in maintaining registers and Log book records as required in addition to his original work. 39 ADDITIONAL & SPECIAL TERMS & CONDITIONS OF CONTRACT : The agency must provide measuring/operating equipment such as digital multimeter, clambmeter, thermal imeger, earth regeistance tester, low voltage insulation megger, hot air blower, air blower, screw driver set, all type of spaner, cable puncher etc. to the employed staff. 40 The agency shall maintain one Call Book which shall record all the calls alongwith remedial action taken, duly verified by the Junior Engineer/Assistant Engineer periodically. 41 Separate Log book is to be maintained for L.T. installation & H.V. installation. The daily record of the Log book is to be signed by the licensed Supervisor of the contractor and verified & signed by concerned Junior Engineer & Assistant Engineer; and the same should be sent to the Executive Engineer through proper channel at the time of submission of bills. 42 Recording of various electrical parameters (with co. own tools/equipments) of different L.T. panel board, BDBs, Main switches etc, recording of different parameters of 11 KV H.T. Sub-stations equipments, testing of Insulation Resistance, Earth Resistance etc. are to be made in Log book in regular manner and the necessary working report in this respect to be submitted monthly to the concerned Assistant Engineer & Junior Engineer every day. Thermal imager should be used in measuring/observing temperature rise of electrical equipments like Transformer, H.T. VCBs, BDBs, L.T. panel boards, AC, Light fittings, etc. regularly to find out any abnormalities and the measurements are to be recorded in Log book compulsorily in proper manner every day. 43 In case, any abnormal reading is noticed, then the same should be rectified/set right immediately by taking prompt, appropriate & effective measures/actions by proper recording under intimation to the concerned Assistant Engineer & Junior Engineer. 44 All type of maintenance & operation tasks incl. proper testing, checking etc. with necessary action of preventive & corrective/rectifying measure in case of any fault/abnormality for Sub-stations within the compound are to be accomplished with proper care, safety & precaution measure and all these tasks are to be recorded in separate Log books,which are to be signed by highly skilled electrician & licensed supervisor deployed by the contractor duly verified & signed by concerned Assistant Engineer & Junior Engineer on regular basis. 45 Transformer condition and kVA, PF & kW loading shall be checked at various times of the day throughout the period of contract; abnormality shall be brought to the notice of the Junior/Assistant Engineer. 46 The agency will check and clean all the ceiling fans exhaust fans, stand fans etc. to prevent falling down of those as a measure of safety and maintain a register mentioning fan numbers etc. including keeping those light fittings and fans clean as per the direction of Assistant Engineer or respective Junior Engineer. 47 All the ceiling fans of every Buildings are to be inspected, at least once in 3(three) Months, in respect of Split Pin, Jam nut, fan clamp & suspension arrangement etc. to avoid unwanted falling of Ceiling Fans, failing which responsibility will be fixed up upon the agency (in case of falling of ceiling fans). Report regarding physical condition of Split Pin & Jam Nut must be submitted quarterly in the format prescribed by the EIC. 48 All the fittings, fixture, panel board, PBDB, SPNDB Main-switches & other Electrical Installation inside all the block/floor/buildings as well as for compound lighting installation and sub-station must be kept in a tip top condition by cleaning of all the said electrical equipments, dusting off accumulated dirt, cobweb etc. once in a month, and all the cleaning materials like detergent etc. are to be supplied by the agency free of cost. 49 The agency will have to attend all the break-down/fault of any nature involving electrical installation within the scope of contract and restore the same with its own manpower, tools & tackles keeping entries in Log books mentioning type of faults, nature of work done, fault clearance time etc. 50 All incidents of breakdown shall be immediately reported to the concerned Junior Engineer & Assistant Engineer, or direct to Executive Engineer in exceptional circumstances. 51 All the maintenance staff of the contractor should have proper & constant vigilance and check to ensure that there is no sign of overheating, burning smell, discoloration or sparking/chattering at any of BDBs, panel boards, rising mains/substations, etc. due to overloading or loose connection/termination. Care should be taken to check any highly unbalanced loading at any point.N.B:Periodical check on daily basis by thermal imager scan is required to be carried out for BDB,PDB,Cables, Panels, Feeders, Main switches etcand kepping the record and should be reported to the concerned JE on regular basis. 52 The weekly duty roster of the deputed staff should be submitted in advance. 53 The contractor shall issue identity cards to every member of his staff, regular or substitute. No staff will be allowed to perform duty without proper identity card and the agency shall have to assume responsibility for any untoward incident/situation. 54 The authorized licensed supervisor should attend the site regularly and in case of emergency he should attend without any delay and report the incident to the Engineer in Charge. 55 Frequent change of staff is not allowed. Substitute staff list shall have to be submitted at least one week in advance to the Junior/Assistant Engineer. 56 Recording of attendance should in the in the attendance register as per the direction of the EIC and shall be regularly checked and verified by the concerned Junior Engineer/Assistant Engineer. Monthly attendance report should be submitted along with the Bill. 57 Proof of verification of attendance of the staff deputed in the night shift (10 pm to 6 am) by the authority is mandatory for billing purpose. 58 The agency must have separate contact numbers preferably mobile phone numbers for his office and the deputed Supervisor (maintenance team) so that the communication can be easily made in case of urgency. 59 The space for sitting accommodation for the staff of the agency inside the compound will be provided by the PWD/user authority. 60 The Engineer-in-Charge reserves the right for re-allocation of duty to any or all member of the staff as per the requirement of the site or elsewhere. 61 Materials required as replacement during maintenance of electrical installations like fuse wires, screws, nuts, bolts, washers, AL/Cu socket (up to 35 sq. mm.) dusters etc will be supplied Agency so far as practicable, through a separate Issue register to be maintained by the agency at site. 62 The replaced / dismantled materials generated for carrying out breakdown or preventive maintenance or due to civil renovation / dismantling work are to be carried out and deposited to the respective Section Office or any other locations within the compound by the agency by its own labour / arrangements / tools and tackles as per the direction of the Assistant Engineer concerned. If required, the agency will have to dismantle existing electrical installations in connection with any civil renovation / dismantling work and deposit the same to convenient locations as per the direction of the Assistant Engineer concerned by its own labour / arrangements / tools and tackles. 63 Any fault of electrical installations starting from HT supply end (except the installations of WBSEDCL) to light, fan, call bell and plug points i.e. HT switch gears, transformers, HT cables, LT cables and all sub- panels, distribution boards, related main switches, isolators, earthing attachments, compound lights etc has to be detected, attended and restored by the agency by its own man power with the help of the materials (cables, main switches, DBs, wires, HRC fuses etc)available from this department or as per the terms & conditions of this contract. 64 a) Routine checking and preventive maintenance of the electrical installation has to be carried out by the agency daily with a view to ensure uninterrupted power supply within compound. Any negligence in the part of the agency in complying with any of the above described terms & conditions causing inconveniences to public service will be viewed otherwise and is subject to unilateral penalty, be it detected on the spot of thereafter (even after payment). 65 b) Routine inspection of the electrical and allied installation shall be carried out by the agency every morning to ensure that all the light/fan socket outlets/ AC/ UPS and other items of work, as may be directed by Junior Engineer/ Assistant Engineer/ Executive Engineer from time to time are in order and action for restoration shall be taken immediately for faulty items. 66 In case of any breakdown caused by cable fault, etc. , the agency will have to restore the power supply either with the materials available with this department or arranging the same temporarily and safely till completion of permanent restoration work as may be directed by the Engineer-in-Charge. 67 Maintenance materials, viz. Incandescent lamps, Main switches, Power DB, SPN BDB, Main & Sub-main cables, fluorescent/LED tubes, Chokes, Ignitors, and Condensers etc. will be supplied by the Department. However auxiliary items like screws, nuts & bolts, washers, fuse wire, insulating tapes etc. will have to be arranged by the agency on its own expense. 68 No materials should be taken out of the maintenance site without the permission and necessary Challan of the site-in-charge. 69 The agency will take care to prepare the requisition of materials required for the maintenance within his jurisdiction well in advance and submit the same to the concerned Junior Engineer so that no delay in maintenance/repair / replacement cause trouble in the system & hampering of the service thereof. 70 The agency will keep all the sub-station rooms, HT switch gear, Transformers, LT Panels, other LT Switches, distribution boards etc. in neat and clean condition. 71 The repairing of the different type of light fittings, ceiling fans, exhaust fans etc. have to be done by the agency incl. dismantling and re-fixing the same. (Materials to be supplied by Department). 72 In case of power failure or development of any unfavorable situation, the agency will have to communicate with concerned WBSEDCL authority and extend co-operation to them in restoring of power supply. Meanwhile, the agency will have to operate the switching mechanisms of interconnections among available sources at suitable locations to maintain power supply at important locations by monitoring electrical loads in consultation with concerned Junior Engineer/Assistant Engineer. 73 Any major shut down or fault should be brought to the notice of EIC immediately in writing and over telephone for further course of action. 74 Insulation test with the help of Megger for the entire Electrical Installation as well as earth resistance of the earthing installation for each building and also sub-station are to be carried out in the presence of concerned Assistant Engineer/Junior Engineer once in six months and the result thereof is to be furnished to the Engineer –In-Charge through proper channel alongwith the bill. 75 The agency must have separate offices & separate contact telephone nos. for his site office and main/head/branch office and the same should be intimated to this Department in writing. All telephone calls should be responded without delay. 76 The agency should be responsible for any damage in the installation due to mishandling / mal-operation done by his staff and shall be liable for the compensation for the same which would be recovered from the bill as per direction of E.I.C. and the accused staff should be replaced immediately. 77 If any kind of incapability & negligence are noticed in observing all the above-said terms & conditions, this Department posses the right to deduct the cost from the bills of the contractor on pro-rate basis as determined by the Engineer –In-Charge. In that case, the above-said contract may be terminated without issuing any notice whatsoever and stringent & punitive action may be taken against the contractor as may be decided by the Engineer-in-Charge or higher authority. 78 Valid workman’s permits, electrical licence, Diploma certificate, identity proof etc. are to be furnished for each electrician/workman, helper & Diploma Electrical Engineer/Supervisor engaged by the agency along with the name & contact mobile no. of the persons and all these information with supporting documents are to be submitted in written to the concerned Junior Engineer, Assistant Engineer & Executive Engineer. 79 The contract may be terminated by one month’s notice from either side. 80 Any negligence in the part of the agency in complying with any of the above-mentioned terms and conditions and/or causing inconvenience to public service will be viewed seriously and shall be subject to unilateral penalty, be it detected on the spot or thereafter (even after payment of bills). 81 The agency should have been responsible for any damage in the installation due to mishandling or mal-operation. If so, the cost for rectification or replacement will be recovered from the bill on proportionate and the incident will be counted while issuing the performance report. 82 The agency will have to maintain log books in such a manner so that at least one log book may always be made available at site as and when asked for. 83 Bills should be submitted quarterly or as per direction of EIC, keeping at least one spare log book at site. Payment will be made as per PWD norms against placement of bills supported by log book and duly verified by the Junior Engineer / Assistant Engineer. 84 Labour laws : Before undertaking the work as per order, agency must produce labour license obtained from the Assistant Labour Commissioner/Dy. Labour Commissioner’s office in the Region in compliance with the provisions of Central Labour Regulation & Abolition Act, 1970 and the rules made thereunder. He should comply with all labour laws to protect the labourers engaged by him. The successful bidder after placement of the order shall have to comply with following in order to get payment :a) Heshall have to follow the rules and regulations of the prevailing Acts of Central and State Governments.b) Heshall be responsible for compliance of statutory obligation under the Central Labour (R&A) Act, 1978, Minimum Wages Act, 1948, Payment of Wages Act 1936, Bonus Payment Act, 1956, and also be responsible for payment of contribution (Both employer and employee’s) under Provident Fund Act & Employees’ State Insurance Act,1952 in respect of the employee. c) Heshall be solely responsible for any accident, occurring if any, during the course of the work or any injury to any person and in the event of any such accident/injury he will be held responsible and must pay proper compensation for the same as per Workmen’s Compensation Act, 1923 (when Employee State Insurance Act 1948 is not applicable); d)No labour of minor age should be employed; e) Statutory minimum wages for all categories of labour are to be paid as per notifications issued by the appropriate authority of the Government from time to time: 85 Uniform, safety shoes, helmet, raincoat, umbrella, gumboot, torch/ emergency light, etc. and all types of tools and tackles (Like digital multimeter, tongtester, earth regeistance tester, low voltage insulation mager, hot air blower, air blower, screw driver set, all type of spaner, cable puncher, lader etc) are to be provided by the agency to its staff. 86 All the issues related to the safety of the staff should be taken care by the Agency itself. 87 In case of any mishap or accidental injury to any member of the staff deputed by the agency, the whole responsibility is to be borne by the agency but should be informed to the EIC immediately. 88 Any unethical/unruly attitude/behaviour or activity of the agency or any of his deputed staff should be viewed seriously and legal action would be taken accordingly by this end. 89 The philosophy of “Public Interest” would be the ‘motto’ of this maintenance contract. Any deviation may be viewed otherwise and action taken accordingly. 90 It will be the duty and responsibility of the agency to ensure strict compliance of the provisions of the contract. Should any major or recurring deviation or negligence be observed/detected in execution of the contract by the agency during any scheduled/surprise inspection of the higher authority, penal action will be taken with retrospective effect without any further reference/correspondence, and without any prejudice to the right of the Engineer-in-Charge to terminate the contract by invocation of any of the clauses of the contract. 91 The Executive Engineer/ Assistant Engineer the right to depute any both members of the maintenance staff to other site, in exigency of public service, restore normally or assist other team members working there. 92 The Maintenance Personnel, deputed by the agency, should be a permanent resident of West Bengal with a valid Voter / Aadhar Identity Card and should possess a valid Workman Permit/ License, as mentioned below, issued by the Directorate of Electricity, Govt. of West Bengal.Category of Maintenance Personnel and mandatory Requirement:-i) Semi-Skilled Worker: Should possess a valid Workman’s Permit of Class i(a) and/or i(b) and (ii), issued by the Directorate of Electricity, West Bengal. ii) Skilled Worker: Should possess a valid Workman’s Permit of Class i(b), ii, iii, and iv, issued by the Directorate of Electricity, West Bengal, or should be an ITI or equivalent certificate holder. 93 SCOPE OF WORKS AND TERMS AND CONDITIONS FOR DG SET OPERATION:-1. ProvidingDG operator every day(incl holyday) in round-the-clock for operation of DG set in the format prescribed by the Engineer-in-Charge. 2. Necessary fuel and lubricant should be supply by the concern authority incl. checking of healthness of DG set.3. The operator should have experience of Electrical works as well as DG Repairing works.4. The operator will be allowed to perform his duties at site with proper identity card which is to be issued by the agency and agency will be held responsible for any untowards situation occurred for violation of contract.5. A log book for each even and odd months should be maintained by the agency (Log Book supplied departmentally) for recording all the details of operation time (Starting time, off time, stop time) of DG set incl. recording the reading of Ammeter, voltmeter, Temperature meter etc. 94 6. No charge will be paid against any non-operation of DG set.7. The bill of operation charge may produce quarterly through concerned Junior Engineer, Electrical, PWDte. and Assistant Engineer, Electrical PWDte.8. The DG set incl. DG related electrical accessories shall be kept clean and dust free as much as possible by the agency at least once in every week and it is to be recorded in the Log Book.9. The operator shall operate the DG set round the clock of every day in the time of failure of power supply.10. In case of gross irregularity, the contract maybe terminated with 7(seven)days notice and no responsibility will be borne by this department to consider any loss for termination of contract.11. The log book shall be maintained by the operator and duly signed by the concerned J.E/A.E and the contractor. 95 12. The operator shall be liable for any damage in occurrence due to improper operation of DG set and the damage have to be rectified at his own cost.13. Minor/petty repairing of E.I.works should be done by the agency whenever necessary.14. The agency will be liable to inform the concerned Junior Engineer & Asstt. Engineer, PWDte. forthwith on occurrence of break down of DG set for taking appropriate action.15. The scope of operation of DG set includes regular checking of all parameter of DG set (fuel level, body temperature etc.) and record in log book.16. Operator should be allowed to stay inside the DG room only during operation of the DG set. DG room should not be used for any other purpose, if done so, penalty would be imposed on the agency.17. D.G. should be operated instantly just after power cut. Failure to start the DG set in time will be held responsible to the agency.18. Attendance register should be maimtened by the agency duly counter signed by the JE/AE.
