BRR : 4112469 Bids Are Invited For Custom Bid For Services - Annual maintenance contract Of E And M Installations, ARMO of E&M Installations of DWR Building for IMD at DBAI Airport, Nagpur. SH: Operation & Maintenance of E&M Installations. (Year 2024-25), 1) General Scope of Work: - The Scope of work covers the following items: - a) Providing operation & maintenance services for following E & M installations at DWR Building, Nagpur Airport as per the attached Maintenance Schedules at Annexure-C. - 250 KVA Transformer - 1 No. - LT panels. - Internal Electrification installations of DWR building. - DG Set Operation. - Street lighting and perimeter road lighting. b) Providing day to day maintenance services, general cleaning of various installations as per Maintenance schedule specified. c) Minor repair & maintenance works and calibration of equipment etc. d) Any other installation as per instruction of Engineer-in-charge. e) Providing tools & plants and instruments as per the attached list. f) Maintenance of equipment / systems in satisfactory working conditions at all times during the contract period. g) The readings of voltage, power factor, current and other related parameters through various meters shall be checked and recorded in the LOG BOOK (provided by contractor) on hourly basis. Necessary action is to be taken by the contractor or his authorized representative if the readings are not normal. h) Attending complaints, trouble shooting and repairs & rectification action where needed. i) Replacement of spares for maintenance (preventive & breakdown) shall be provided by AAI, subject to availability at AAI stores. However, it is the responsibility of the contractor to intimate the EIC or his authorized representative if any spares are required for the breakdown maintenance of the system immediately after occurrence of fault and get their approval for procurement of spares. Nonavailability of spares will not be accepted as the reason for un-serviceability of the system. j) Routine maintenance like cleaning, inspection of machines / equipment / system, functional/serviceability checks etc. and maintaining records. k) Preventive & proactive maintenance as per AAI maintenance schedules in Annexure-C & OEM recommendations. l) Breakdown or un-serviceability of any of the electrical installations within the scope of this work should be recorded in the maintenance log-books by the deployed manpower of the contractor and the same shall be brought to the notice of EIC or his authorized representative immediately. Necessary identification & rectification of faults should be done and the system should be restored to normal operation. Spares required for rectification of faults shall be provided by AAI subject to availability in AAI stores, however in case of non-availability of spares the same shall be procured by the contractor after getting mandatory approval from the EIC and the proper GST tax invoice for such procurement of spares shall be submitted by agency for payment in the subsequent bills. Any lapse on the part of agency in carrying out the rectification of faults within the specified timeline shall be liable for penalty as per the conditions of the contract. m) Executing the works as per instructions of E-I-C and his/her authorized representative including daily reporting/ feedback and proper communication. n) Deputing manpower as mentioned in the contract at airport throughout the contract period on all days including Sundays & holidays with a mobile phone to receive complaints / instructions from AAI. However, one weekly off is applicable to each Wireman / Helper / Computer Operator. No reliever needs to be deputed on the weekly off of deputed manpower. Additional manpower to be deployed for all emergency works/ where needed, major breakdown etc. as per instruction of E-I-C. o) Providing minimum ‘site facilities’ as mentioned elsewhere in this contract. p) Abiding the contract conditions, norms/ rules & regulations of AAI, security guidelines, statutory bodies, labour laws enforced from time to time. q) Periodical review/ meetings by competent senior persons/proprietor. r) Order for executing repair and maintenance works within the scope of this contract shall be entered in the site order book or the maintenance log book, the contractor or his authorized signatory staff shall see the site order book and maintenance log books of various electrical installations every day and sign the same as a token of having received the order. s) Extra items, if any ordered shall be paid at market rates, for which the contractor shall produce the original purchase voucher / tax invoice which will be checked and verified by the Engineer-in-charge or his authorized representative to ensure its correctness. t) If the repair and maintenance work is to be carried out in the operational area, the contractor shall obtain necessary entry permits for all their employees as per existing BCAS norms. No work should be delayed for want of entry permit / passes. u) In case, the workmen deployed by the contractor are not able to rectify the faults or ensure smooth operation of the system as per the opinion of EIC, it is the responsibility of the contractor to deploy additional experienced manpower preferably from OEMs as recommended by the EIC at his own cost for necessary rectification. The contractor must abide by the instructions issued by the EIC in this regard and ensure the serviceability of system. v) Handing-over of the units/system in satisfactory working condition at the end of contract period by observing proper handing over procedures as per the instructions of E-I-C. w) Documentation. x) Comprehensive Maintenance contract of Ductable / Cassette / Split Type Air-Conditioners / Water-Cooler: The Scope of work includes following: - Comprehensive maintenance of Ductable / Cassette / Split Type Air-Conditioners as specified in SOQ, located at different areas, including providing & fixing all necessary consumables and spares such as replacement of faulty compressors, PCB cards, motors, insulating foam etc. - Comprehensive maintenance of 1 No. Water Cooler including providing & fixing all necessary consumables and spares such as replacement of faulty compressor, PCB etc. - Job includes monitoring for satisfactory working, periodical maintenance and all major & minor repairs of the Ductable / Cassette / Split type air conditioners and water coolers as and when required. It is clarified that these jobs are contingent /casual in nature. Registers shall be maintained for all the maintenance activities and submission to the Engineer In-Charge or his authorized representative as per maintenance schedule attached. - Supply and replacement of defective components like capacitors, relays, thermostats, fan blades, blowers, selector switches, air filters etc. including making suitable inter connections and rewiring of the unit etc. - Condenser / evaporator coil cleaning, leak testing, gas charging, replacement of capillary, oil charging etc. - Replacement of failed compressor with manufacturer repaired compressor / new compressor of similar model and make whenever required, including gas charging & all incidental works etc. Original documents like delivery challan and invoice from manufacturer or his authorized dealer indicating serial number of compressor shall be submitted to the Engineer-in-charge for approval before installing the compressor. - Any other work related to the proper maintenance specifically not mentioned herein. - Contractor shall depute sufficient / adequate number of skilled workmen to maintain all the air conditioners & water cooler in working condition including periodical observations repair and maintenance. - Record of all the works carried out and serviceability of the air conditioners and water cooler are to be maintained in the format prescribed by AAI. The register required for the record shall be supplied by the successful tenderer. - All the materials / components / cleaning material etc. what so ever required is included in the scope of work and shall be arranged by the contractor. - Contractor shall ensure the maintenance of all A/C units in a better physical appearance by cleaning of units, front grilles, fixing the front grille in the proper manner etc. - Contractor shall make the work site neat and clean after completing the work and no waste material or dust shall be left in the work site. - Contractor shall take over all the units under this contract within date of commencement of work, on as is where condition on award of the work. If any unit is not in working condition, due to defects related to compressor or due to component failure which will affect the performance of the unit, while taking over, the same shall be intimated in writing to the Engineer-in-Charge with details of defects and location etc. and get it acknowledged. - At the end of completion of contract, all the units shall be handed over to AAI in good working condition. - Contractor shall follow all labour laws applicable/enforced from time to time. Any violation of not following the labour laws shall be dealt with as per provision of agreement clauses. - Contractor has to obtain necessary entry pass / clearance if required from the AAI/BCAS for their workmen to work. It is the responsibility of the successful tenderer to fulfill all the formalities viz police verification etc. and bear the cost for photographs etc. for obtaining entry pass for their workmen. - Contractor shall be held responsible for any damage caused due to his negligence and has to make the same in good condition at its own cost. - Contractor has to arrange his own tools & plant required for the maintenance purpose for which nothing extra will be paid. - Minor complaints like replacement of capacitors, thermostats, relays, fault in wiring, filters etc. shall be attended immediately as per time period set by Engineer-In-Charge. If the contractor fails to attend within the time period given by the Engineer-In-Charge, the same shall be attended at the risk and cost of contractor. - Complaints like gas charging in Ductable / Cassette / Split A/C units or water cooler and gas leakages shall be attended and completed within two days from the date of occurrence of fault. Alternatively, spare serviceable units shall be provided by the contractor without any cost to AAI till the defective unit is made serviceable. - Failure to comply with two conditions mentioned above this para will attract a penalty of 5% of annual CMC rate of each unit per day of delay per A/C unit/water cooler and shall be deducted / recovered from the contractor. - Burnout compressor shall be repaired / replaced as applicable and the unit commissioned as per the time period set by Engineer-In-Charge. If contractor fails to attend, recovery shall be made at following rates: a) Equipment Room - Rs. 500 per day b) Offices. - Rs. 250 per day - A list of minimum activity schedule for the preventive maintenance is attached along with the special conditions. The activities shown are the minimum and hence, the contractor shall improve upon the same in their own interest, to ensure failure free units. - The tenderer shall quote their rates as per the Schedule of Quantities enclosed herewith. The awarded rates shall be firm throughout the contract period. - In case of any discrepancy between these special conditions and General Conditions of Contract, these special conditions will take precedence. y) Comprehensive Maintenance Contract of 1 No. 40 KVA UPS System (Make: Vertiv) through OEM / Authorized Dealer of OEM: The Scope of work includes following: - The scope of work includes scope of work as per UltraCare – Gold type of AMC services offered by M/s. (01 Job for every 5 Meter and / or part there of) 14 Complete erection of the 160 MVA (TAL make) Transformer including its radiators, conservator tank, turrets, connecting pipe lines, HV / HV / neutral bushings, cooling fans, OLTC drive mechanism box, marshalling box, OTI, WTI, capillary tubes etc. 15 Supply of dry Nitrogen gas having DEW point (-60°C to -65°C) under vacuum fro top valve of the transformer upto pressure of 2PSI (as per tehcnical norms of Transformer) and maintaning the same in the main tank for 12 Hrs. including cost of nitrogen gas and nitrogen gas filling device for dry cycle. 16 Create the vacuum inside the T/F tank & maintain it for 24 Hrs. dry air cycle of T/F creating vacuum inside the main tank of T/F, maintaning it for 24 Hrs. then filling of dry air bearing dew point (-60°C to -65°C) for 24 Hrs. And repeating the same till the PPM value of main tank is achieved below 05 PPM filling the oil step by step in 160 MVA T/F. 17 Centrifuging of completed T/F oil in T/F oil tank by connecting centrifuging machine to be provided by the contractor and taking the BDV,PPM & IR values of the oil & TF bushings periodically till the required value in achieved as per direction of Supervising Engineer (Centrifuging machine, BDV & PPM machine, megger shall be arranged by the contractor). After centrifuging ,DGA test of oil sample is to be carried out. 18 Carriage of oil tank of 20KL (01 Nos) capacity from 220 KV S/S Chinhat to 220 KV S/S Kursi Road distance upto 20 KM including loading and unloading at respective place and after work completion. Carriage of oil tanks of 20 KL (01 Nos.) from 220 K.V. Any fire hazard incidents resulting from short circuits, or the falling of ceiling fans, luminaries, etc., due to inadequate maintenance will be treated with utmost seriousness. The maintenance agency shall be held accountable for such incidents.b) The electrical installation includes entire cabling network and wirings, BDB’s, PDB’s power & distribution cables,Compound lights, fittings & fixture. LT panels,UPS system etc.c) working time: 1 no Electrician, 1 no Helper FOR 1(One) shift every Day including holy day. At the time of emergency breakdown etc. of beyond maintenance hour agency must be provite staff to restore the problem. 25 ADDITIONAL & SPECIAL TERMS & CONDITIONS OF CONTRACT FOR EI MAINTENANCE:- The agency must provide measuring/operating equipment such as digital multimeter, clambmeter, thermal imeger, earth regeistance tester, low voltage insulation mager, hot air blower, air blower, screw driver set, all type of spaner, cable puncher etc. to the employed staff. 26 The agency shall maintain one Call Book which shall record all the calls alongwith remedial action taken, duly verified by the Junior Engineer/Assistant Engineer periodically. 27 Separate Log book is to be maintained for all L.T. installation . The daily record of the Log book is to be signed by the licensed Supervisor of the contractor and verified & signed by concerned Junior Engineer & Assistant Engineer; and the same should be sent to the Executive Engineer through proper channel at the time of submission of bills. 28 Recording of various electrical parameters (with co. own tools/equipments) of different L.T. panel board, BDBs, Main switches etc, are to be made in Log book in regular manner and the necessary working report in this respect to be submitted monthly to the concerned Assistant Engineer & Junior Engineer every day. Thermal imager should be used in measuring/observing temperature rise of electrical equipments like Cable, BDBs, L.T. panel boards, AC, Light fittings, etc. regularly to find out any abnormalities and the measurements are to be recorded in Log book compulsorily in proper manner every day. 29 In case, any abnormal reading is noticed, then the same should be rectified/set right immediately by taking prompt, appropriate & effective measures/actions by proper recording under intimation to the concerned Assistant Engineer & Junior Engineer. 30 The agency will check and clean all the ceiling fans exhaust fans, stand fans etc. to prevent falling down of those as a measure of safety and maintain a register mentioning fan numbers etc. including keeping those light fittings and fans clean as per the direction of Assistant Engineer or respective Junior Engineer. 31 All the ceiling fans of every Buildings are to be inspected, at least once in 3(three) Months, in respect of Split Pin, Jam nut, fan clamp & suspension arrangement etc. to avoid unwanted falling of Ceiling Fans, failing which responsibility will be fixed up upon the agency (in case of falling of ceiling fans). Report regarding physical condition of Split Pin & Jam Nut must be submitted quarterly in the format prescribed by the EIC. 32 All the fittings, fixture, panel board, PBDB, SPNDB Main-switches & other Electrical Installation inside all the block/floor/buildings as well as for compound lighting installationmust be kept in a tip top condition by cleaning of all the said electrical equipments, dusting off accumulated dirt, cobweb etc. once in a month, and all the cleaning materials like detergent etc. are to be supplied by the agency free of cost. 33 The agency will have to attend all the break-down/fault of any nature involving electrical installation within the scope of contract and restore the same with its own manpower, tools & tackles keeping entries in Log books mentioning type of faults, nature of work done, fault clearance time etc. 34 All incidents of breakdown shall be immediately reported to the concerned Junior Engineer & Assistant Engineer, or direct to Executive Engineer in exceptional circumstances. 35 All the maintenance staff of the contractor should have proper & constant vigilance and check to ensure that there is no sign of overheating, burning smell, discoloration or sparking/chattering at any of BDBs, panel boards,etc. due to overloading or loose connection/termination. Care should be taken to check any highly unbalanced loading at any point.N.B:Periodical check on daily basis by thermal imager scan is required to be carried out for BDB,PDB,Cables, Panels, , Main switches etcand kepping the record and should be reported to the concerned JE on regular basis. 36 The weekly duty roster of the deputed staff should be submitted in advance. 37 The contractor shall issue identity cards to every member of his staff, regular or substitute. No staff will be allowed to perform duty without proper identity card and the agency shall have to assume responsibility for any untoward incident/situation. 38 The authorized licensed supervisor should attend the site regularly and in case of emergency he should attend without any delay and report the incident to the Engineer in Charge. 39 Frequent change of staff is not allowed. Substitute staff list shall have to be submitted at least one week in advance to the Junior/Assistant Engineer. 40 Recording of attendance should in the in the attendance register as per the direction of the EIC and shall be regularly checked and verified by the concerned Junior Engineer/Assistant Engineer. Monthly attendance report should be submitted along with the Bill. 41 Proof of verification of attendance of the staff deputed in the night shift (10 pm to 6 am) by the authority is mandatory for billing purpose. 42 The agency must have separate contact numbers preferably mobile phone numbers for his office and the deputed Supervisor (maintenance team) so that the communication can be easily made in case of urgency. 43 The space for sitting accommodation for the staff of the agency inside the compound will be provided by the PWD/user authority. 44 The Engineer-in-Charge reserves the right for re-allocation of duty to any or all member of the staff as per the requirement of the site or elsewhere. 45 Materials required as replacement during maintenance of electrical installations like fuse wires, screws, nuts, bolts, washers, AL/Cu socket (up to 35 sq. mm.) dusters etc will be supplied Agency so far as practicable, through a separate Issue register to be maintained by the agency at site. 46 The replaced / dismantled materials generated for carrying out breakdown or preventive maintenance or due to civil renovation / dismantling work are to be carried out and deposited to the respective Section Office or any other locations within the compound by the agency by its own labour / arrangements / tools and tackles as per the direction of the Assistant Engineer concerned. If required, the agency will have to dismantle existing electrical installations in connection with any civil renovation / dismantling work and deposit the same to convenient locations as per the direction of the Assistant Engineer concerned by its own labour / arrangements / tools and tackles. 47 Any fault of electrical installations , LT cables and all sub- panels, distribution boards, related main switches, isolators, earthing attachments, compound lights etc has to be detected, attended and restored by the agency by its own man power with the help of the materials (cables, main switches, DBs, wires, HRC fuses etc)available from this department or as per the terms & conditions of this contract. 48 a) Routine checking and preventive maintenance of the electrical installation has to be carried out by the agency daily with a view to ensure uninterrupted power supply within compound. Any negligence in the part of the agency in complying with any of the above described terms & conditions causing inconveniences to public service will be viewed otherwise and is subject to unilateral penalty, be it detected on the spot of thereafter (even after payment). 49 b) Routine inspection of the electrical and allied installation shall be carried out by the agency every morning to ensure that all the light/fan socket outlets/ AC/ UPS and other items of work, as may be directed by Junior Engineer/ Assistant Engineer/ Executive Engineer from time to time are in order and action for restoration shall be taken immediately for faulty items. 50 In case of any breakdown caused by cable fault, etc. , the agency will have to restore the power supply either with the materials available with this department or arranging the same temporarily and safely till completion of permanent restoration work as may be directed by the Engineer-in-Charge. 51 Maintenance materials, viz. Incandescent lamps, Main switches, Power DB, SPN BDB, Main & Sub-main cables, fluorescent/LED tubes, Chokes, Ignitors, and Condensers etc. will be supplied by the Department. However auxiliary items like screws, nuts & bolts, washers, fuse wire, insulating tapes etc. will have to be arranged by the agency on its own expense. 52 No materials should be taken out of the maintenance site without the permission and necessary Challan of the site-in-charge. 53 The agency will take care to prepare the requisition of materials required for the maintenance within his jurisdiction well in advance and submit the same to the concerned Junior Engineer so that no delay in maintenance/repair / replacement cause trouble in the system & hampering of the service thereof. 54 The repairing of the different type of light fittings, ceiling fans, exhaust fans etc. have to be done by the agency incl. dismantling and re-fixing the same. (Materials to be supplied by Department). 55 In case of power failure or development of any unfavorable situation, the agency will have to communicate with concerned WBSEDCL authority and extend co-operation to them in restoring of power supply. Meanwhile, the agency will have to operate the switching mechanisms of interconnections among available sources at suitable locations to maintain power supply at important locations by monitoring electrical loads in consultation with concerned Junior Engineer/Assistant Engineer. 56 Any major shut down or fault should be brought to the notice of EIC immediately in writing and over telephone for further course of action. 57 Insulation test with the help of Megger for the entire Electrical Installation as well as earth resistance of the earthing installation for each building and also sub-station are to be carried out in the presence of concerned Assistant Engineer/Junior Engineer once in six months and the result thereof is to be furnished to the Engineer –In-Charge through proper channel alongwith the bill. 58 The agency must have separate offices & separate contact telephone nos. for his site office and main/head/branch office and the same should be intimated to this Department in writing. All telephone calls should be responded without delay. 59 The agency should be responsible for any damage in the installation due to mishandling / mal-operation done by his staff and shall be liable for the compensation for the same which would be recovered from the bill as per direction of E.I.C. and the accused staff should be replaced immediately. 60 If any kind of incapability & negligence are noticed in observing all the above-said terms & conditions, this Department posses the right to deduct the cost from the bills of the contractor on pro-rate basis as determined by the Engineer –In-Charge. In that case, the above-said contract may be terminated without issuing any notice whatsoever and stringent & punitive action may be taken against the contractor as may be decided by the Engineer-in-Charge or higher authority. 61 Valid workman’s permits, electrical licence, Diploma certificate, identity proof etc. are to be furnished for each electrician/workman, helper & Diploma Electrical Engineer/Supervisor engaged by the agency along with the name & contact mobile no. of the persons and all these information with supporting documents are to be submitted in written to the concerned Junior Engineer, Assistant Engineer & Executive Engineer. 62 The contract may be terminated by one month’s notice from either side. 63 Any negligence in the part of the agency in complying with any of the above-mentioned terms and conditions and/or causing inconvenience to public service will be viewed seriously and shall be subject to unilateral penalty, be it detected on the spot or thereafter (even after payment of bills). 64 The agency should have been responsible for any damage in the installation due to mishandling or mal-operation. If so, the cost for rectification or replacement will be recovered from the bill on proportionate and the incident will be counted while issuing the performance report. 65 The agency will have to maintain log books in such a manner so that at least one log book may always be made available at site as and when asked for. 66 Bills should be submitted quarterly or as per direction of EIC, keeping at least one spare log book at site. Payment will be made as per PWD norms against placement of bills supported by log book and duly verified by the Junior Engineer / Assistant Engineer. 67 Labour laws : Before undertaking the work as per order, agency must produce labour license obtained from the Assistant Labour Commissioner/Dy. Labour Commissioner’s office in the Region in compliance with the provisions of Central Labour Regulation & Abolition Act, 1970 and the rules made thereunder. He should comply with all labour laws to protect the labourers engaged by him. The successful bidder after placement of the order shall have to comply with following in order to get payment :a) Heshall have to follow the rules and regulations of the prevailing Acts of Central and State Governments.b) Heshall be responsible for compliance of statutory obligation under the Central Labour (R&A) Act, 1978, Minimum Wages Act, 1948, Payment of Wages Act 1936, Bonus Payment Act, 1956, and also be responsible for payment of contribution (Both employer and employee’s) under Provident Fund Act & Employees’ State Insurance Act,1952 in respect of the employee. c) Heshall be solely responsible for any accident, occurring if any, during the course of the work or any injury to any person and in the event of any such accident/injury he will be held responsible and must pay proper compensation for the same as per Workmen’s Compensation Act, 1923 (when Employee State Insurance Act 1948 is not applicable); d)No labour of minor age should be employed; e) Statutory minimum wages for all categories of labour are to be paid as per notifications issued by the appropriate authority of the Government from time to time: 68 Uniform, safety shoes, helmet, raincoat, umbrella, gumboot, torch/ emergency light, etc. and all types of tools and tackles (Like digital multimeter, tongtester, earth regeistance tester, low voltage insulation mager, hot air blower, air blower, screw driver set, all type of spaner, cable puncher, lader etc) are to be provided by the agency to its staff. 69 All the issues related to the safety of the staff should be taken care by the Agency itself. 70 In case of any mishap or accidental injury to any member of the staff deputed by the agency, the whole responsibility is to be borne by the agency but should be informed to the EIC immediately. 71 Any unethical/unruly attitude/behaviour or activity of the agency or any of his deputed staff should be viewed seriously and legal action would be taken accordingly by this end. 72 The philosophy of “Public Interest” would be the ‘motto’ of this maintenance contract. Any deviation may be viewed otherwise and action taken accordingly. 73 It will be the duty and responsibility of the agency to ensure strict compliance of the provisions of the contract. Should any major or recurring deviation or negligence be observed/detected in execution of the contract by the agency during any scheduled/surprise inspection of the higher authority, penal action will be taken with retrospective effect without any further reference/correspondence, and without any prejudice to the right of the Engineer-in-Charge to terminate the contract by invocation of any of the clauses of the contract. 74 The Executive Engineer/ Assistant Engineer the right to depute any members of the maintenance staff to other site, in exigency of public service, restore normally or assist other team members working there. 75 The Maintenance Personnel, deputed by the agency should be a permanent resident of West Bengal with valid Voter / Aadhar Identity Card and should possess valid Workman Permit/ License, as mentioned below, issued by Directorate of Electricity, Govt. of West Bengal.Sl.
