Tenders are invited for Rapid Response Mechanism (RRM) for Life-Saving and Flexible Humanitarian Assistance in South Sudan. The project background. The project has integrated approach to address key WASH, Food Security, Protection and Gender challenges of targeted people in Jonglei state (Akobo and Nyirol counties), and GPAA as project permanent sites and responding to acute needs of refugees and returnees as a result of Sudan crisis in in Upper Nile state, Renk County through rapid response mechanism. The project reached more than 68 thousand people in the specified locations, where 54% are assumed to be women and 3% disabled population members. The project target population are most vulnerable IDPs (10%), returnees (20%), refugees (15%) and host community members (55%). The proposed activities of the project reached 11,353 households (68,120 individuals) in the targeted areas and 3% of them are expected to be PWD. Overall Objective The overall project is to save lives and ensure the survival with dignity of conflict-affected people, especially women and girls, in South Sudan using the Rapid Response Mechanism (RRM) to improve access to clean water, basic sanitation (WASH) and food security, and humanitarian protection. Specific Objectives/Results The project has four result areas with specific outcomes under each. These are: - Improved timely access to safe, adequate and gender responsive WASH facilities and services. Improved food security and livelihood security of the crisis affected population to meet basic food needs. Strengthening community-based protection and early warning mechanisms to improve access to protection services and protection, especially for women and girls at risk. Women in the target areas are empowered to access and control services and resources. Objectives of the Final evaluation Overall Objective The purpose of this final evaluation is to evaluate the performance of the project against the predefined key performance indicators and measure progress towards achievement of the overall goal and specific objectives. Specific objectives To assess the extent to which the project has delivered against its objectives and expected result and activity implementation. To assess the outcomes of the project against the established evaluation criteria of relevance, effectiveness, efficiency, impact and sustainability of the project. Contribute to organizational learning by identifying lessons learned, challenges, and good practices that can be used for designing the follow-on phase. Provide recommendations for future interventions contributing to the broader goal of improving FSL, and WASH outcomes amongst target beneficiaries. Scope of work The evaluation will cover the four project location (Renk, Akobo, Lankien and Pibor) of Jonglei and Upper Nile. In particular, the consultant is expected to: Conduct desk reviews of key project documents Conduct an orientation meeting with the project team to better understand the evaluations key objectives. Conduct a review of the performance indicators Design the evaluation methodology Train enumerators or data collectors Conduct data analysis and compile findings. Present premilitary findings to the team Write initial and final evaluation reports (following a specified report outline). Present key evaluation findings to stakeholders.
