Honorarium: COP 6,000,000 - COP 8,000,000 Organization 3iS is an international non-profit organization whose role is to provide information management services to humanitarian and development organizations, enabling partners to make informed decisions that ultimately provide high-quality, targeted assistance to the worlds most vulnerable populations. 3iS turns data into information and creates knowledge for decision-makers operating in conflict, disaster, post-disaster and recovery environments, as well as other complex emergency situations and development contexts. Context The main objective of this project is to strengthen coordination among humanitarian actors through the analysis, evaluation and provision of synergistic information management services. Through this initiative, the exchange of information among humanitarian actors will be promoted to improve decision-making and optimize response capacity. EVIDEM organizations will share their experiences, knowledge, and lessons learned to achieve this purpose. The proposed activities, together with the expertise of each organization that makes up the consortium, not only complement each other, but also align with Flagship 1, establishing a collective coordination structure in information management at the service of humanitarian organizations. This will facilitate a people-centred approach, ensuring that their priorities, needs and capacities are at the heart of all actions. Leveraging its expertise in humanitarian coordination mechanisms and capacity building in information management, 3iS seeks to strengthen and empower humanitarian partners, enabling them to leverage and optimize tools, technologies, platforms, and best practices in information management to respond more effectively to humanitarian crises. Description of Services The natural person in charge of providing these services will be responsible for organizing the data collection, performing its analysis and technical interpretation, and generating reports and visualization products understandable to various audiences. To do this, they must apply knowledge of programming languages such as Python or R, database management and information visualization techniques. It will also use artificial intelligence tools in the development of practical solutions, such as process automation or the implementation of intelligent agents. The consultant will develop information products derived from data analysis, interpret the information with technical criteria and communicate the results clearly, autonomously and effectively, in a collaborative environment oriented to the strategic use of data. Activities A. Specific activities: Compile, filter, process and analyze information from primary and secondary databases, applying methodologies appropriate to the object of the contract. Prepare, write and present technical reports and information products aimed at coordination, decision-making and dissemination processes. Identify, establish and manage information exchange flows with key actors and institutions, in accordance with the requirements of the project. Apply and incorporate data processing and analysis methodologies, as well as document in detail the procedures implemented. Review, validate and propose relevant statistical methodologies for the collection, processing and analysis of data, both primary and secondary. Provide technical assistance in the implementation of solutions based on artificial intelligence aimed at process automation, development of conversational agents and predictive analytics. Develop and maintain reproducible and efficient scripts for statistical analysis, using languages such as Python, R, Stata or others that are appropriate. Design and generate interactive visualizations and automated reports using tools such as Power BI, online dashboards or notebooks. Technically manage and update clear and structured technical documentation on the processes carried out, workflows and good practices in data science. B. Cross-cutting activities: Prepare the work plan and timely communicate its progress, difficulties and challenges to the referent of this contract. Attend to the face-to-face spaces of the project. Carry out field missions when their participation in the project is required. Prepare monthly progress reports. Ensure timely delivery of products. Participate in cross-cutting groups in a timely manner. Contribute to the organizations knowledge management strategy and to the strengthening of internal knowledge on the use of statistics and AI in data management. MINIMUM QUALIFICATIONS: Education Professional with a university degree in statistics, mathematics, data science, economics or related areas. Postgraduate studies or complementary training in data science, artificial intelligence or machine learning. Experience To be eligible, the person applying for this provision of services must have at least three (3) years of proven experience in activities similar to those described in these Terms of Reference. Experience in the humanitarian sector (desirable) will be especially valued, as well as participation in processes of analysis and collection of primary and secondary information. Previous experience in the use of artificial intelligence tools, process automation or development of intelligent agents (desirable), and the preparation of technical reports or analytical products aimed at non-specialized audiences will also be considered relevant. Technical Skills Solid training in statistics, data science or related disciplines, with conceptual and applied mastery in the treatment of quantitative data. Knowledge in descriptive and inferential statistical methodologies, including sampling techniques, multivariate analysis and predictive modeling. Command of statistical programming languages, with demonstrable experience in at least one of the following: Python or R. Competencies in the use of artificial intelligence tools applied to data, such as machine learning, natural language processing (NLP), rule-based agents or language models (LLMs). Knowledge and use of statistical analysis tools such as SPSS, SAS, STATA, R or other relevant technical packages. Familiarity with data visualization platforms, such as Power BI, Tableau, or other similar tools. Management of information systems and databases, with the ability to extract, transform and analyze data from various sources. Advanced mastery of the Microsoft Office suite, with special emphasis on the use of Excel for data analysis and reporting. Ability to work with a results-based approach, oriented to compliance with standards and measurable goals through management indicators. Ability to document processes, communicate technical results clearly, and collaborate in interdisciplinary and dynamic environments Languages Fluent command of Spanish (spoken and written), Intermediate knowledge of the English language (spoken and written) is required. Liability to beneficiaries Staff are expected to respect the principles of accountability to beneficiaries of 3IS programmes in line with international standards, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of 3IS projects.
