It focuses on supporting vulnerable populations, including Syrian refugees and host communities, through multi-sectoral programs in education, child protection, livelihood, and solid waste management. In Lebanon, COOPI under the EDUCARE-AID 12511 IV project rehabilitates schools, delivers non-formal education and psychosocial support in the North (Tripoli and Akkar). Headquartered in Beirut, COOPI works closely with local partners, municipalities, and international agencies to improve public services and promote community resilience. 4. Eligibility and Rules of Origin Participation in this tender procedure is open on equal terms to all natural and legal persons, whether participating individually or in a consortium, that are established in Lebanon. 5. Description of the Contract This contract concerns the solarization of five public schools in Tripoli and Akkar, based on a needs assessment conducted by COOPI and MEHE. The work will involve the installation of a full solar energy system, including solar panels and supporting electrical infrastructure, as part of the ongoing solarization of schools to ensure a reliable, safe, and sustainable power supply. All interventions are in line with MEHE-approved technical plans and will be executed in coordination with school administrations. 6. Exclusion Clauses The contracting authority will exclude from participation in the tender procedure candidates or tenderers falling into any of the following cases: ) They are bankrupt or in the process of being wound up, are having their affairs administered by the courts, have entered into an arrangement with creditors, have suspended business activities, or are subject to any proceedings of this nature; b) They have been convicted of an offence related to their professional conduct by a final and binding judgment; c) They have been found guilty of grave professional misconduct, established by any means that the contracting authority, or the country where the contract is to be executed; d) They have failed to meet obligations relating to the payment of social security contributions or taxes, in accordance with the legal provisions of the country in which they are established, the country of the contracting authority, or the country where the contract is to be executed; e) They have been convicted by a final and binding judgment for fraud, corruption, involvement in a criminal organization, or any other illegal activity; f) They have been declared, following another procurement or grant award procedure, to be in serious breach of contract due to non-compliance with contractual obligations.
