Expression of Interest for Preparation of the Scaling Climate Action by Lowering Emissions (SCALE) Costa Rica Proposal ASSIGNMENT DESCRIPTION The World Bank Group invites qualified consulting firms to prepare the SCALE-Costa Rica proposal. The assignment involves conducting and implementing the necessary technical studies required for submission to the World Bank, ensuring full alignment with the Banks guidelines and standards. The process must be participatory, actively engaging national stakeholders from Costa Ricas agriculture, forestry, and biodiversity conservation sectors. Key tasks include: Exploring the contributions of four strategic workstreams: (1) carbon markets and climate change mitigation/adaptation in agriculture, (2) greening construction, (3) biodiversity conservation, and (4) nature/environmental/habitat/positive markets. Aligning GHG accounting in the National Greenhouse Gas Inventory (NGGI) with MRV systems of REDD+, NAMAs, and credit issuance standards. Developing a strategy for environmental and social safeguards and gender inclusion. Preparing the final SCALE-Costa Rica proposal in accordance with World Bank standards, incorporating technical study inputs and stakeholder feedback. SUBMISSION REQUIREMENTS Interested firms must provide information indicating their qualifications to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associates to submit an EOI, they must indicate the lead firm. If shortlisted, the lead firm will be invited to the request for proposal (RFP) phase. Expressions of Interest should be submitted, in English, electronically through WBGeProcure RFx Now. NOTES Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding. Only shortlisted firms will be invited to participate in the RFP phase. No notification or debrief will be provided to firms not shortlisted.
