Request for proposals for Gap Analysis of Methane Emissions Inventory in Indonesia. GGGI Indonesia Country Office is inviting eligible consulting firms and service providers to submit their proposals for the following scope of work: PROJECT BACKGROUND: Indonesia has demonstrated its commitment to reducing methane emissions as part of its broader climate change mitigation strategy. As a signatory to the Global Methane Pledge, launched during COP26 in 2021, Indonesia aims to reduce global methane emissions by at least 30% by 2030 compared to 2020 levels. Although there is no action plan set yet dedicated to methane emission reduction, in its Enhanced Nationally Determined Contribution (NDC) submitted in 2022, Indonesia outlines actions across key methane-emitting sectors such as agriculture, waste management, and energy. Agriculture: Methane emissions from rice paddies and livestock are being addressed through the promotion of alternate wetting and drying (AWD) techniques and improved livestock management. Waste: The government has initiated methane capture projects in landfills and supports organic waste composting and waste-to-energy technologies. Energy: Efforts are ongoing to reduce methane leakage in oil and gas operations, including through regulations and industry partnerships. Challenges remain, including data gaps, limited technology access for methane capture,reuse, and the need for strong enforcement of policies. However, Indonesias engagement with international initiatives, such as the Global Methane Initiative and cooperation with development partners, indicates a positive trajectory toward meeting its methane reduction goals by 2030. The ASEAN-Korea Cooperation on Methane Mitigation (AKCMM), therefore, aims to contribute to reducing methane emissions in ASEAN countries by establishing a strong institutional, technical, and financial foundation for large-scale methane reduction. The project is funded by the ASEAN-Korea Cooperation Fund (AKCF). The project aims to establish a strong foundation for the reduction of methane emissions at scale in the ASEAN region by providing technical and financial support in the following four areas: 1. Developing enabling policies and institutions, 2. Improving the measurement of methane emissions, 3. Designing, financing, and implementing methane reduction projects, and 4. Promoting regional dialogue and partnership The project period is from November 2024 to November 2027 with activities at the regional and national level. In Indonesia, the project is being implemented in collaboration with the Ministry of Environment as the ASEAN Working Group for Climate Change Focal Point for Indonesia, with GGGI as the implementing agency. Under the second output area of the project, improving the measurement of methane emissions, the project will start with a methane emissions inventory gap analysis. The work will continue with the improvement of methane emissions measurement and support in strengthening the measurement, reporting and verification (MRV) system. The activities described in this ToR aim to develop the methane emissions inventory gap analysis. The key task includes to asses the limitations of current methodologies and practices to estimate methane emissions and develop a list of recommended actions to minimize the gap. The result of the gap analysis will help to scope out the area of support to improve methane emission measurements for the priority sector and to identify the requirements of MRV under the Enhanced Transparency Framework (ETF). The scope of the gap analysis should align with the needs and priorities of stakeholders while considering the AKCMM projects timeline and resources allocated for the study. OBJECTIVE OF THE ASSIGNMENT: GGGI is seeking to engage the services of a firm or academic/research institution possessing expertise in methane emissions inventory and MRV system. The Consultant shall support the development of methane emissions inventory gap analysis through the following tasks: Task 1: Assess the limitations of current methodologies and practices for estimating methane emissions. Task 2: Deliver stakeholder consultations on the assessment and recommendations. Task 3: Prepare an action plan to address the limitations in the short, medium, and long term.
