Tenders are invited for Contracts for Consultants/Trainers in the Field of Community Media in Times of Crisis and Emergency. Trainers will be distributed to the target regions according to the number of groups specified in each region. Each trainer will be responsible for training only one group, ensuring the quality of training and focusing efforts on meeting the needs of participants. Details of group distribution by region: · Nablus: 4 groups 4 coaches · Jenin: 2 groups - 2 trainers · Tulkarm: 2 groups - 2 trainers · Qalqilya: One group - one coach · Tubas: One group - one coach Location: North West Bank Duration: Two days for each group, six hours of training per day. 2. Describe the context and analyze the problem. The northern West Bank faces significant challenges due to the ongoing occupation, political instability, and escalating settler violence. The situation worsened in 2025 with increased military operations, settler attacks, and property destruction, resulting in widespread displacement, psychological trauma, and disruption of daily life. Areas such as Nablus, Jenin, Tulkarm, Qalqilya, and Tubasespecially the camps and rural villagesare among the most marginalized and vulnerable in Palestine. Local organizations such as the Palestinian Civil Defense face immense pressure, struggling to respond effectively due to limited resources, a lack of trained personnel, and the absence of community support systems. At the same time, Palestinian youthparticularly those aged 13 to 17are experiencing increasing psychological and social stress, with a dearth of structured programs that can engage them constructively or foster their sense of purpose and role. In response, the proposed project seeks to establish youth support groups composed of adolescents from various areas of the northern West Bank. These groups will receive training in basic civil defense skills, emergency awareness, and community mobilization. They will play a key role in supporting local emergency response efforts, raising awareness among their peers, and contributing to protecting and strengthening the resilience of their communities. By investing in youth as actors rather than passive victims, the project addresses two urgent needs: strengthening the overstretched emergency response system and empowering youth to contribute to building safer and more resilient communities. It also offers a sustainable model that aims not only to enhance local preparedness but also to instill leadership and hope in the next generation. Scope of work Community Media Consultants/Trainers. Hours: 12 training hours over two days (6 hours per training day) + 4 hours for writing the final report = 16 working hours . Target group: 25-30 young men and women between the ages of 13 and 17. The community media training aims to equip young participants with the skills necessary to document, communicate, and disseminate information accurately and responsibly during emergencies. Through practical sessions, participants will learn how to respect ethical boundaries in crisis coverage and develop media messages that support civil defense efforts and promote public safety awareness within their communities. Objectives · Providing youth (1317 years old) with basic media skills that can be used during emergencies. · Raising awareness of ethical media practices in crisis contexts. · Enable participants to produce media messages focused on public safety. · Promote teamwork and critical thinking through interactive activities. · Empowering youth to play their role as trusted communicators within their communities. 5. Tasks · Day 1: Introduction to Community Media During Crises · Understanding the role of community media during emergencies · Basic documentation skills (photo, video, audio) · Distinguishing between accurate information and false information · Safe practices while filming and sharing · Group activity on preparing media messages in crises · Day 2: Creating Responsible Content and Ethical Communication · Ethical Considerations When Using Media in Emergency Situations · What to document and what to avoid · Introduction to basic editing tools · Producing awareness content that supports civil defense · Final Project: Short Awareness Video Outputs · Training program (agenda). · Full 2 day training. · List of participants. · a report. · Timesheet. 6.
