Expression of Interest for Support Contract on Financial Scams Study. Online financial scams are deceptive practices carried out through online platforms that aim to mislead users into disclosing financial data or transferring funds, often in breach of platforms terms and conditions and user safety obligations under the DSA. These include investment fraud, impersonation, romance scams (such as sextortion), and marketplace deception involving fake or undelivered products. Online financial scams fall within the systemic risk categories set out in Articles 34 and 35 of the DSA, notably in relation to the dissemination of illegal content and risks to fundamental rights, including consumer protection. These issues intersect with additional obligations under the DSA, such as advertising transparency, protection of minors, and notice-and-action mechanisms for illegal content. Recent developments - such as the designation of the Central Bank of Ireland as a trusted flagger by the Irish Digital Services Coordinator, Coimisiún na Meán - highlight the growing role of financial authorities in the enforcement landscape. Trusted flagger status allows such authorities to issue priority notices to platforms, enabling faster removal of illegal scam content. Against this regulatory backdrop, the European Commission seeks to expand its knowledge base and analytical capabilities in relation to financial scams occurring on designated platforms. The goal of this study is to support the Commissions supervisory and enforcement tasks under the DSA by providing a typological mapping of financial scam formats across online platforms and assessing existing and emerging mitigation strategies. The study will not evaluate compliance by VLOPs or VLOSEs but will offer a high-quality analytical overview of the current landscape. A deeper understanding of financial scams and their evolving formats is essential to the effective implementation of the DSA. The study will generate insights into the scale and scope of fraudulent activities online and help identify best practices for early risk detection and mitigation. Its findings will strengthen the Commissions capacity for data-driven decision-making and contribute to a more resilient digital ecosystem. Hence, the goal of this study is to support the Commissions supervisory and enforcement tasks under the DSA by providing a typological mapping of financial scam formats across online platforms and assessing existing and emerging mitigation strategies. The study will not evaluate compliance by VLOPs or VLOSEs but will offer a high-quality analytical overview of the current landscape.
