Expression of Interest are invited for Consulting Firm (National) (Time-Based) Title Of Service: Supervision consultancy services for the construction of Pubail-Dhirasram rail link Brief Description of Assignment: The demand for container handling and transport is growing steadily, while the existing Kamalapur Inland Container Depot (ICD) lacks the capacity to meet this demand. Due to space limitations, further expansion of the Kamalapur ICD is not feasible. As part of the governments plan to establish a multi-modal hub at Kamalapur, the ICD must be relocated. To address this, the Government of Bangladesh has initiated the construction of a new ICD near Dhirasram Railway Station, located on the outskirts of Dhaka City. In this connection, the Construction of PubailDhirasram Rail Link Including Land Acquisition for the Dhirasram ICD project was approved by ECNEC on 25 September 2023. The construction of a dual-gauge rail line between Pubail and Dhirasram will enable efficient movement of container freight between Dhirasram and key ports, such as Chattogram and Mongla. The project includes acquisition of 230.94 acres of land and construction of 7.16 kilometers of new dual-gauge railway track with embankment. It also covers the construction of 3.19 kilometres of loops and siding tracks, six major bridges, seven minor bridges, two B-class, five C-class level crossing gates and other related structures. The Government of the Peoples Republic of Bangladesh (GoB), through Bangladesh Railway (BR or the Employer) of Ministry of Railways, intends to engage Construction Supervision Consultant (CSC) for smooth implementation of the project. Supervision Consultancy Services will be as per TOR. The consultant will act as the Engineer for the purpose of the works contract as specified in the same. The assignment will include, but not be limited to the followings: (i) To provide professional construction supervision services adhering to the quality, target completion dates, compliance with the drawings, technical specifications and various requirements of the works contract documents, including safety and environmental safeguards. (ii) Assist the Client in coordinating with different agencies and clear the Construction Right of Way (CRoW). (iii) Review of Investigation, Survey, Detailed Working Design, drawings and design calculations for construction works submitted by the Contractor and recommend and ultimately submit to the Employer/ Employers Representative for concurrence. (iv) Inspect, monitor and ensure the quality of the construction works concerning materials, workmanship, work schedules, specifications, necessary testing, etc. (v) Review of detailed methodology, quality assurance plan, detailed work schedule, environmental management plan, safety assurance plan etc., submitted by the Contractor and recommend and ultimately submit to the Employer /Employers Representative for concurrence. (vi) Arrange site visits and meetings, monitor progress, prepare progress reports, project completion report, etc. (vii) Assist the Client in managing the conflicts, disputes and changes. (viii) Supervision of all construction work following drawings, sequence and specifications embodied in the contract document; (ix) Assist the Client in managing EOT, variations with supporting documents, payments (IPCs), and other claims made by the contractor, and recommend a proper solution in favour of the Employer. (x) Maintain records, working/as-built/completion drawings, test data, details of variations, correspondence, and diaries in the formats approved/specified by the Client. (xi) Prepare plans and arrange various documents, drawings for the works requiring GIBR sanction and check the completion drawings, plans, work closed statements, etc. (xii) Provide technical support associated with the concurrence of contractor submissions, proposal for working design, design modifications, specifications, as well as for the manufacturers inspection, overall testing, installation and commissioning of Signalling and Telecommunication Works. (xiii) Provide technical and management support to PIU, including the defect notification period. (Detailed ToR will be provided with the RFP document) Experience, Resources and Delivery Capacity Required: The consulting firm(s) shall be eligible to participate, shall have the following experience and resources but not limited to: a) The Consulting firm shall have satisfactory working experience(s) comprising of conducting similar construction supervision consultancy. b) The Consulting firm shall have an adequate number of human resources with experience relevant to the assignment such Team Leader, Railway Track Engineer, Structural and Bridge Engineer, Geotechnical and Embankment Engineer, Signaling & Telecommunication Engineer, Contract Specialist, Quantity Surveyor, etc. c) The consulting firm shall have adequate Physical Resources such as office, working equipment, IT facilities, logistical supports, etc. d) The consulting firm shall have adequate financial capability such as turnover, liquid asset etc. e) Interested consulting firms are invited to provide information indicating (Brochures, description of similar assignments, availability of appropriate professional qualification and experiences of staff, financial capabilities etc.). that they are qualified to perform the services. The Expression of Interest (EOI) shall be evaluated based on the following to prepare a short list. Age of the firm in respect of Registration and Construction Supervision Services. Brochure(s) containing firms available facilities, areas of professional/expertise/specialization for the assignment. Description of similar assignments (Construction Supervision of Railway Line, Embankment and Bridges) with documentary evidence. Availability of appropriate professional qualification and experience among staff and availability of adequate resources for the assignment. Financial and Management capacity. The services for the assignment shall have to be delivered within 30 months (including defect notification period) after commencement.
