Tenders are invited for Consultancy on Gender and Intersectionality Closing Date: 31 Jul 2025 Type: Consultancy 1. Summary Location: Remote Duration: August to October 2025, estimated level of effort: 30 days Reports to: Head of Policy, Research, and Legal (PRL) 2. Background Geneva Call is a neutral and impartial international humanitarian organization dedicated to the protection of civilians in zones of conflict. To achieve this, it engages Armed Groups and De Facto Authorities (AGDAs) to encourage their respect for international humanitarian norms. Through dialogue and innovative tools such as Deeds of Commitment, Geneva Call operates in some of the worlds most challenging conflict zones to reduce human suffering and promote adherence to international humanitarian law (IHL). Geneva Call is looking for a consultancy assignment to develop an Organizational Framework and Manual on Gender and Intersectionality for Geneva Call Operations. 3. Responsibilities & Deliverables The consultant will carry out the following tasks, structured across four key phases: Phase 1: Review and Contextual Analysis Conduct a comprehensive desk review of Geneva Calls gender-related policies, gender and intersectionality approach, draft frameworks, operational tools, program documentation, MEAL tools, and training materials at both Headquarters and country program levels to identify strengths, gaps, and missed linkages with operational activities. Design and disseminate a targeted survey for field staff to gather insights on: Understanding of gender, intersectionality, inclusivity, and other relevant concepts. Current practices and cultural considerations in the field. Existing approaches used to engage Armed Groups and De Facto Authorities (AGDAs), target communities, and civil society organizations (CSOs). Key challenges and opportunities in integrating gender and intersectionality into programming. Conduct consultations with key HQ and field staff to complement survey findings and gather additional insightsparticularly related to existing approaches, institutional capacity, and readiness to implement gender- and inclusion-focused activities. Phase 2: Conceptual Clarification and Terminology Development Develop a terminology factsheet grounded in operational relevance, avoiding overly legalistic or abstract definitions. Clarify definitions of key concepts (e.g., gender, intersectionality, inclusion) using accessible, practical language that can be adapted to the diverse contexts in which Geneva Call operates. Phase 3: Drafting the Operational Framework and Tools Develop a draft framework that outlines: Geneva Calls principles and strategic approach to gender and intersectionality Roles and responsibilities for implementation Integration mechanisms across program design, implementation, MEAL, and advocacy Gender inclusivity strategies tailored to conflict settings Considerations for diverse identities (age, disability, ethnicity, displacement, etc.) Identify and develop practical tools to operationalize the framework, including but not limited to: Gender and inclusion mainstreaming templates Operational indicators and checklists Program cycle guidance covering design, implementation, and MEAL Phase 4: Validation and Capacity Building Organize validation sessions with HQ and field teams to gather feedback on the framework and tools. Conduct a minimum of three training sessions, scheduled across different time zones, to introduce the framework, tools, and terminology to key staff. Finalize the framework and tools, incorporating all feedback. Expected Deliverables & Timeline Inception Report (methodology, work plan, tools) August 15 Desk Review, Survey Design, and Dissemination August 29 Survey Analysis & Stakeholder Consultation Summary September 5 Terminology Factsheet (Draft) September 5 Draft Organizational Framework September 12 Draft Tools, Templates, Indicators & Operational Manual September 19 Validation Workshops & Training Sessions September 26 Final Framework, Manual, and Tools October 3 Profile & Qualifications 4.1 Essential Qualifications Advanced degree in gender studies, social sciences, international development, or a related discipline. Proven track record in developing gender and intersectionality frameworks for protection, preferably in conflict-affected or humanitarian settings. Strong understanding of gender inclusivity strategies, intersectionality concepts, and their practical application in operational contexts for protection. Experience designing and implementing participatory research tools such as surveys and facilitating multi-stakeholder consultations. Familiarity with international humanitarian law, human rights law, protection standards, and gender-related policy frameworks. Proven skills in designing training sessions and capacity-building initiatives, with experience delivering them remotely and/or in-person. Ability to translate complex theoretical concepts into clear, accessible, and actionable guidance for diverse audiences. Strong interpersonal and communication skills, with an emphasis on collaboration and cultural sensitivity. Ability to work independently, manage time efficiently, and deliver quality outputs within deadlines. 5. Duration & Location August to October 2025 for an estimated level of effort of ca. 30 days.
