Tenders are invited for Consultancy to Train Partners, CSOs and Faith Leaders on Transitional Justice for South Sudan Program Closing Date: 30 Jul 2025 Type: Consultancy Themes: Peacekeeping and Peacebuilding/Protection and Human Rights Background American Friends Service Committee (AFSC) is a Quaker organization that includes people of various faiths who are committed to social justice, peace, and humanitarian service. Guided by the Quaker belief in the divine light of each person, AFSC works with communities and partners worldwide to challenge unjust systems and promote lasting peace. AFSC has more than 100 years of experience building peace in communities worldwide and works in the following ways: bridging and convening, community organizing and civil society strengthening, advocacy, research, and analysis. It seeks to change situations and systems that lead to violence. Much of AFSCs work includes support to dialogue and capacity building opportunities led by the affected communities. About South Sudan Program In South Sudan, AFSC is implementing a Healing and Reconciliation project beginning October 1st, 2024, to September 30th, 2028. The project is being implemented directly by 2 local partners and indirectly by 15 C/FBOs targeting peacebuilders who include youth and women led organizations, differently abled groups and local community structures like peace committees. The project aims to create spaces for peacebuilders to identify and heal trauma through counselling, be equipped with approaches like AVP and HROC to reinforce their capacity to work with communities towards healing, forgiveness, and reconciliation. Furthermore, the program advocates for trauma-informed policies at local and national levels, collaborates with local leaders and institutions, and strengthens the understanding of transitional justice among CSOs and faith leaders to foster sustainable peace in South Sudan. The target areas in South Sudan include, Juba, Mundri, Jur River and Mvolo locations. Rationale AFSC seeks to engage a consultant with broad knowledge, skills, and experience in Transitional Justice to conduct a five-day training targeting 30 participants for the South Sudan program. The knowledge and skills acquired will enhance peacebuilding efforts through community healing and reconciliation. Objectives of the Consultancy: To equip AFSCs partners, CSOs and faith leaders with practical knowledge, tools and strategies to facilitate inclusive and community driven transitional justice and reconciliation processes in South Sudan. Specific objectives of the consultancy The Consultant(s) are expected to design and facilitate a five-day interactive training on Transitional Justice tailored to the South Sudan context. To provide practical tools, case studies, and reference materials that participants can use post-training. Scope of assignment: The consultant is expected to train in transitional Justice, covering aspects including, and not limited to: Key TJ concepts and the four pillars of transitional justice (truth-seeking, reparations, criminal justice, and institutional reform). TJ mechanisms in the context of SSD including the current TJ framework and opportunities for engagement. Effective transitional justice strategies. Women voices and participation in transitional Justice processes. Best practices and innovative approaches on TJ including national and international examples. Role of CSOs and faith leaders in TJ processes. Engagement of communities and local mechanisms in TJ and reconciliation processes. Transitional justice advocacy to promote community TJ mechanism and transparent national reconciliation processes. TJ processes sustainability and follow up mechanisms. Responsibilities and Deliverables Responsibilities To Design a detailed training agenda, methodology, and session flow Deliver participatory and skills-based sessions Foster peer-learning through exercises, storytelling, and role-play Document key outcomes and lessons from the training. Deliverables The consultant is liable for the following deliverables during the contract period. Prepare and submit the five-day training report with a summary of content, training proceedings, outcomes, challenges, and recommendations Provide a Comprehensive Participant Resource Pack (slide decks, handouts, tools and any other future reference materials. Timeline and framework Participants: 30 participants to be trained in Transitional Justice to create strong local-level networks who will engage community members to meaningfully participate in the Transitional Justice process and promote reconciliation at the grassroots level. Tentative Training dates: 20th to 25th August 2025. Consultants Qualifications and expertise The consultants are expected to possess the following qualifications: At least masters degree in law, human rights, political science, public policy or peace and conflict studies. Minimum 5 years of experience in Transitional Justice, human rights or peace building A clear understanding of Transitional Justice Mechanisms Excellent communication and interpersonal skills, including cross-cultural competence. Proven experience in designing and facilitating training for diverse stakeholders i.e. CSOs, FBOs etc. Experience facilitating trainings in fragile or post-conflict settings (preferably South Sudan or similar) Experience working with I/NGOs on Transitional Justice How to apply Application Procedure All interested applicants who meet the required qualifications and experience are invited to submit their applications including: Cover letter outlining relevant experience and suitability for the assignment.
