Inspection of Work of the Lpi 1754/2025 Construction Project of the Double Terna Lt 220 Kv Valenzuela - Guarambaré and Related Works Objectives: This tender aims to supervise the construction of a 220 kV double electrical transmission line between Valenzuela and Guarambaré in Paraguay, including related works such as the expansion of transformer stations. The projects scope includes project direction, specialist consulting services, technical supervision, social and environmental oversight, and certification of work progress. The expected outcomes are the successful oversight of construction fields and adherence to technical, environmental, and social standards, ensuring alignment with established project requirements. Eligibility criteria: Eligible applicants for this tender are consulting firms legally constituted in any country allowed under the Inter-American Development Bank (IDB) policies. To qualify, firms must have a proven track record within the past 25 years in technical, environmental, and social supervision of high-voltage transmission line construction and substation expansion projects of 220 kV or higher. The firms may apply individually or as part of a Joint Venture, Consortium, or Association (APCA) and should be able to demonstrate experience with civil, electromechanical, and electrical works, including systems of protection, control, and automation for substations. Only the top six firms with broad geographic representation will be shortlisted. The selected consulting firm must adhere to the Quality and Cost-Based Selection (QCBS) method stipulated by IDB policies. Nationality is determined by the country of legal incorporation of the firm or, in the case of a Joint Venture, by the country of the designated representatives legal incorporation. Interested firms must submit an expression of interest, including a cover letter, identification forms, details of relevant experience, and supporting documentation for previous contracts, as specified by the ANDE and IDB guidelines.
