Request for proposals for Supervision of Works of the LPI 1880/2025 Construction Project of the 220 Kv Underground Transmission Lines San Lorenzo Villa Aurelia and Barrio Molino - Villa - Aurelia Objectives: The project aims to oversee the construction of two 220 kV underground transmission lines connecting San Lorenzo-Villa Aurelia and Barrio Molino-Villa Aurelia, including the expansion of respective transformer stations. The overarching objective is to ensure technical, environmental, and social compliance throughout the projects lifecycle. The services encompass managing project oversight by leading specialized professionals, supporting technical supervision, and ensuring adherence to the environmental management plan and Inter-American Development Bank safeguards. Key functions include assisting ANDE in technical project management, monitoring the execution of work and supply contracts, implementing social and environmental oversight, and certifying the completion stages of projects. The supervision will focus on technical aspects as well as on social-environmental impacts along the approximately 9 km and 8 km routes, respectively. The selected firm will work in coordination with ANDEs offices and on-site at construction locations. Eligibility criteria: The tender invites eligible consultancy firms to express their interest in providing oversight services for the specified project. Eligible firms must be legally constituted in a country approved under the Inter-American Development Bank (IDB) policies. The firm must demonstrate relevant experience in supervising technical, environmental, and social aspects of 220 kV transmission line construction or higher voltage infrastructure projects, within the last 25 years leading up to 2024. This includes underground lines and substation expansion projects with civil, electromechanical, and electrical works, including protection, control, and automation systems. The firms can apply independently or form joint ventures or associations to enhance qualifications. A documented record of provisional acceptance issued by the respective client must support each cited experience. The criteria for selecting firms aim for geographical diversity in the shortlist, comprising six firms.
