Expression of Interest for Engage Consultant(S) to Conduct an Endline Evaluation and Produce an Endline and Completion Report for the Gfc Project Objective of the assignment: The overall objective of the study is to conduct an endline evaluation and produce an endline and completion report for the GFC Project. Specifically, the study will focus on the following: Relevance: Where are the projects expected outputs and outcomes achieved? Efficiency: to what extent were deliverables implemented (KPIs vs Activities)? Quantifying (both Qualitative and quantitative) and analyzing the progress that has been made towards achieving the objectives of the project, as indicated in the table of Key Performance Indicators (KPIs); Effectiveness: To what extent were the objectives achieved? What were the major factors influencing the achievement or non-achievement of the objectives? Impact: What were the positive and negative changes produced by the projects interventions (direct and indirect)? What has changed, and how have the changes been achieved? What has happened as a result of the project? What real difference has the activity made to beneficiaries? Have outputs been achieved? And if so, to what extent have outcomes been achieved? Sustainability: Ownership of the results (promoted initiatives) and the likely ability of project-supported interventions to continue to deliver benefits for an extended period after the project completion. Assess the projects role in applying and adoption of regenerative practices, increment of vegetables (Carrot, cabbage, beetroot, and onion) production in quality and quantities, improving food and nutrition security, access to market, access to finance, and agribusiness employment opportunities. Lessons learned: The evaluation will also document the innovations and lessons learned from the project. This includes analysis of what has worked and what has not, as well as observations related to the project design, management, and operations. Recommendations: Considering the progress made so far, what are the future steps the Government and Development Partners can take to promote regenerative agriculture practices, ensuring access to food and nutritious security for smallholder farmers and cities? What should be improved if Kilimo Trust or any other organization implements a similar project in the near future? Approach and Methodology. This assignment will adopt a consultative and participatory approach using both quantitative and qualitative methods of enquiry to facilitate analysis and triangulation of data. This will include; A project briefing meeting with Kilimo Trust Rwanda to kick-start the assignment and an inception report detailing the methodology, the sampling techniques, the method of data analysis, a copy of the questionnaire, and a schedule of activities. Desk review of relevant project documents and other documents related to the project activities (project proposal, baseline survey report, and progress reports ect). Primary data collection and analysis - this will include individual interviews/ questionnaires, Focus Group Discussions and Key Informant Interviews with target beneficiaries and value chain actors involved in horticulture value chains especially for carrot, cabbage, onions, and beetroot (Cooperatives, farmers, agro-dealers, bank, local leaders off-takers etc.). Submission of draft endline and completion report to Kilimo Trust for comments and feedback Debriefing meeting with Kilimo Trust and Partners to present the findings of the endline and completion reports and discuss emerging issues and recommendations from the findings. Submission of the final report incorporating feedback from all the stakeholders.
