Scope of work: The general communication positioning for TI-LB should establish it as a citizen-centered, action-driven leader in Lebanons anti-corruption landscape. TI-LBs positioning must convey its role as a trusted partner bridging local needs with global standards, empowering citizens to take an active role in creating a transparent and accountable society. As both thinkers and doers, TI-LB combines strategic vision with concrete action, ensuring that its initiatives lead to real, measurable change across communities, for the well-being of the individuals and the society. Overview Transparency International Lebanon (TI-LB) is seeking a professional service provider to deliver high-quality photography and videography services for the Transparency International - Lebanon projects. The scope includes coverage of events and interviews with project stakeholders, including project partners, public sector officials and CSOs, as well as the production of a final 5 to 7-minute documentary video. All content must follow TI-LBs branding guidelines and emphasize a storytelling approach that highlights the projects key achievements and impact. Requirements: The service provider should clearly specify the number of team members assigned to the event, along with the equipment to be used, including the number and type of cameras, lighting setup, and microphones. Photography 1. Event Photography Provide on-site photography services during key TI-LB project events. Capture key moments, audience engagement, speakers, and relevant details. Deliver a curated and edited photo gallery (minimum 80 photos per event). 2. Portraits and Documentation Take professional photos of speakers and participants when required. Capture high-quality visuals of project-related activities and environments. Videography 1. Event Videography Record high-quality video footage of selected projects events. Capture both ambient shots and key moments (speeches, discussions, etc.). Ensure proper lighting, sound and framing. 2. Stakeholder Interviews + B-rolls (Site visits) Record interviews with project partners, public sector officials and CSOs. Provide multi-angle setups, when possible, with clean audio and visual clarity. Conduct interviews in English and Arabic based on participant preference. 3. Video Editing & Delivery Produce short- edited clips (12 minutes) for selected events and interviews in REEL and/or Full HD Format. Integrate: Lower thirds (name and title), subtitles, animated text overlays. Licensed music, sound balancing, and branding elements (logos, colors). Record and incorporate voice-over narration when needed. Deliver edited interview cuts, short recaps and raw footage as needed. Final Documentary Video Develop a final 5 to 7-minute documentary capturing the impact of the project. Structure the video using a storytelling approach combining: Footage and interviews recorded by the service provider. Supplementary materials provided by TI-LB. Final product must include: Subtitles (Arabic and/or English). Motion graphics, animated text overlays and lower thirds. Project and partner logos. Licensed background music. Recording and incorporation voice-over narration if needed. The documentary should be suitable for public screening, social media and reporting. Number of Events required Excel BOQ Attached Qualifications The service provider (firm or individual) must: Have at least 5 years of proven experience in photography and videography, preferably with NGOs or development projects. Demonstrate experience in producing professional documentaries and short-form videos. Have a portfolio of similar previous work (to be submitted with the proposal). Have capacity to deliver bilingual content (Arabic and English). Be flexible and responsive to project needs and timeframes. Jug Submission of Proposals. Have the right equipment to deliver high quality results. Pricing Financial Proposal: Fee Proposal: The fee proposal should include a structured cost breakdown for 6 months and consist of pricing of the booking per unit. If the entity is subject to VAT, it must be explicitly included in the financial proposal; otherwise, it will be assumed that VAT does not apply. Legal Documents: The service provider must submit all relevant legal documentation to be eligible (registration documents, VAT documents or any other relevant document). Payment Terms: The payment will be made via bank letter/bank transfer to the entity after completion of the event after review and approval of invoices. Please note that cash payments are not accepted. Cancellation or Change of Terms: In the event of unforeseen circumstances requiring service cancellation or significant changes, the venue provider must notify TI-LB at least 8 days in advance and offer a suitable alternative of equal or higher quality. Failure to provide such notice or offer an acceptable alternative will result in immediate termination of the contract and withholding of any advance payments. Validity of quotes: Quotes submitted shall remain open for acceptance for a minimum of 6 months from the last date specified for receipt of quotes. The selected Bidder(s) shall supply the amounts of goods requested at the quoted prices for the delivery/performance period specified in this RFQ. Please note that in addition to this specific request for quotation (RFQ), Transparency International - Lebanon is exploring the possibility of establishing a long-term framework agreement with the selected supplier. This agreement would cover services for future events and related needs, based on performance and mutual satisfaction following this engagement. Basis of selection: Bidders should provide their lowest competitive quotes. All Bidders will be notified in writing should there be a significant change to the listed requirements. A Service Contract or Framework Agreement will be issued to the responsible Bidder that is judged to be most advantageous to Transparency International Lebanon in terms of quality of service, delivery schedule and cost. Transparency International Lebanon may accept any item or group of items of a bid. Transparency International Lebanon reserves the right to make an award on any item for a quantity less than the quantity stated, at the unit prices quoted. Transparency International Lebanon may reject any quote that is determined to be nonresponsive. A responsive quote is one that complies with all terms and conditions of the RFQ. A quote must be complete, signed by an authorized signatory and delivered no later than the submission time and date indicated on the first page of this RFQ. Transparency International Lebanon may reserve the right to waive any minor discrepancies in a quote. This RFQ does not legally obligate Transparency International Lebanon to award a contract. Transparency International Lebanon reserves the right to fund/award any or none of the submitted quotes. No commitment is made, either expressed or implied, to compensate Bidders for costs incurred in the preparation and submission of their quotes.
