Expression of Interest are invited for Designing the Initial Structure for a Bankable Bikeways Program in Chile This study will aim to tackle the citys traffic congestion, pollution, and lack of public spaces by improving the fragmented network of bike lanes. The project seeks to develop a financially viable and scalable structure for the bike lane program, exploring Public-Private Partnership (PPP) models for its implementation. The selected firm will be responsible for reviewing existing regulations and legal frameworks, evaluating financing structures, and proposing business models. Additionally, the firm will design contractual structures and risk mitigation strategies to ensure the programs success. Key deliverables include a comprehensive methodology and work plan, a legal and institutional diagnostic report, a structural and financial design document, and a business model proposal with a risk matrix. The final deliverable will be the Terms of Reference for future technical studies and concessions. Firms interested in participating must demonstrate experience in structuring PPP projects, particularly in urban infrastructure or transportation sectors within Latin America. Expressions of Interest should highlight the firms qualifications and relevant experience.
