Tenders are invited for Development of Somalia SRHR Total Market Approach (TMA) Strategy. Closing Date: 25 Jul 2025 Type: Consultancy Introduction to PAC PAC has established itself as a leading provider of medical aid during humanitarian crises. In addition, PAC recognizes that short term emergency interventions are only a part of a solution to the health care crises that many countries face. We place a strong emphasis is placed on training and equipping local medical staff and hospitals to better support the building of healthcare infrastructure in the countries that PAC works in. By increasing local capacity, PAC ensures that the legacy of its humanitarian work continues. PAC Somalia has been operating since 2011, within the SRHR field and works closely with FMOH and receives funds from UNFPA and other partners to support MNCH/SRHR activities in Somalia. To date PAC has funds to support the capacity building of the in service and pre-service activities that are geared to reduce the burden of morbidity and mortality of the vulnerable population. 2. Background Somalia faces persistent challenges in meeting the reproductive health needs of its population, particularly in the area of family planning. Contraceptive prevalence remains low, with a high unmet need for modern methods, especially among rural and nomadic populations. These challenges are compounded by insecurity, weak health infrastructure, socio-cultural barriers, and reliance on donor-funded services. Despite efforts by the Federal Ministry of Health (MoH) and its partners, access to affordable, quality, and equitable family planning services remains uneven. The public sector is the primary provider, yet it faces frequent stock-outs, limited human resources, and inadequate infrastructure. The private sectorincluding hospitals, clinics, pharmacies, and NGOsis underutilized and largely unregulated in its contribution to family planning service delivery. Recognizing the need for a more efficient, inclusive, and sustainable approach, the Federal Government of Somalia, with support from UNFPA, is adopting a Total Market Approach (TMA). TMA leverages the strengths of all market sectorspublic, private, and non-profitto expand access, improve efficiency, and ensure long-term sustainability of family planning services and commodities. Through TMA, Somalia aims to reduce reliance on free services for those who can pay, encourage private sector engagement, improve market segmentation, and enhance government stewardship. This strategy aligns with the National Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH) Strategy and the Somalia Family Planning Costed Implementation Plan (CIP). To this end, the Ministry of Health through PAC is seeking a qualified consultant to lead the development of a comprehensive and evidence-based TMA strategy for family planning. 3. Objective of the Consultancy To develop a context-specific, evidence-based Total Market Approach (TMA) strategy that maximizes the contributions of all sectors and strengthens access, equity, and sustainability in family planning/birth spacing service delivery in Somalia. 3.1. Specific Objectives To conduct a comprehensive market landscape analysis of family planning and SRH service and product delivery in Somalia, identifying key actors, market segments, financing flows, distribution channels, and client profiles across public, private, and NGO sectors. To assess the existing policy, regulatory, and stewardship environment and identify opportunities to strengthen the governments capacity to coordinate and steward a total market approach to family planning. To segment the FP/SRH market based on socio-economic, demographic, willingness to pay and behavioural data to inform targeted interventions that ensure equitable access for underserved populations. To identify gaps, inefficiencies, and duplications in the current FP/SRHR service delivery and commodity distribution systems across market sectors, and propose strategies to address them. To engage relevant stakeholders through consultations, key informant interviews, and validation workshops to ensure the TMA strategy is participatory, context-appropriate, and aligned with national priorities. To develop a costed, evidence-based Total Market Approach strategy that defines roles of different sectors, outlines priority actions, and proposes implementation, financing, and monitoring frameworks. To facilitate capacity-building and knowledge transfer to key Ministry of Health officials and partners on TMA concepts, stewardship responsibilities, and sustainable market development. 4. Scope of Work The consultant will: Conduct a comprehensive market assessment to map public, private (including for-profit and not-for-profit), and community FP service and product providers. Analyze the policy, regulatory, and financing environment for family planning in Somalia. Identify market gaps, client segmentation, pricing structures, and supply dynamics. Facilitate stakeholder consultations and validation workshops with MoH, UN agencies, NGOs, private sector actors, and donors. Draft a Somalia TMA Strategy for Family Planning, including: Vision, goals, and objectives Market segmentation and target populations Roles and responsibilities of each sector Financing and sustainability approaches Regulatory and stewardship frameworks Monitoring and evaluation framework Present the draft and final strategy to stakeholders for review and endorsement. 5. Deliverables and Timeline Deliverable Timeline (From contract signing) 1 Inception report with detailed work plan and methodology - Within 2 weeks 2 Market assessment report - Within 6 weeks 3 Stakeholder consultation summary reports - Within 8 weeks 4 Draft TMA Strategy Document - Within 10 weeks 5 Validation workshop presentation and PowerPoint - Within 11 weeks 6 Final TMA Strategy Document (incorporating feedback) - Within 12 weeks 6. Duration of the Assignment The consultancy is expected to take 30 working days over a 12 weeks period from the date of contract signing, inclusive of all deliverables and review periods. 7. Qualifications and Experience Advanced degree in Public Health, Health Economics, Social Sciences, or a related field. At least 4 years of experience in developing FP or health strategies, preferably involving Total Market Approaches. Strong understanding of reproductive health commodity markets and health systems in fragile or low-resource settings. Experience working in humanitarian or conflict-affected environments is highly desirable. Proven skills in facilitation, data analysis, and technical report writing. Fluency in English required; proficiency in Somali or Arabic is an asset. 8. Work Modality and Travel The consultancy will be conducted remotely, and through some in-country travel for stakeholder consultations and validation workshops, depending on the security situation. PAC will handle all travel and logistics for the consultant when and where applicable The Ministry of Health, PAC and UNFPA will provide support in coordinating meetings and facilitating access to stakeholders. Security clearances and adherence to MOH, PAC and UNFPA travel protocols will be required for any in-person engagement where applicable. 9. Reporting and Supervision The consultant will report to the PAC Program Manager. Close collaboration with UNFPA Somalia Country Office, FMOH Somalia and other relevant TMA partners will be expected. 10.
