Expression of Interest are invited for Engineering Advisory Services for Health Products Industrial Complex Project (RJ/Brazil) The International Finance Corporation (IFC), a member of the World Bank Group, has been engaged to act as lead transaction advisor for the structuring and implementation of a public-private partnership (PPP) for a Health Products Industrial Complex in the State of Rio de Janeiro, Brazila strategic infrastructure project under development by entities controlled by the Brazilian Federal Government. The Complex aims to expand Brazils domestic capacity to produce vaccines and biopharmaceuticals, enhance preparedness for future health emergencies, and reduce reliance on imported health products. The initiative is aligned with the national Health Economic-Industrial Complex strategy (Complexo Econômico-Industrial da Saúde CEIS) and Brazils broader health sovereignty and industrial development agenda. To support this mandate, IFC is seeking to hire an experienced engineering consulting firm to provide technical due diligence and advisory services throughout the PPP structuring process. The selected firm will work in coordination with IFCs legal, environmental & social (E&S), and technical-strategic advisors to help develop a robust, technically sound, and bankable PPP model. The firm will be responsible for: (i) reviewing existing engineering and architectural designsincluding site layout, building systems, production facilities, and equipment specificationsfor compliance with applicable national and international standards (e.g., GMP, ANVISA, WHO); (ii) evaluating the technical maturity of available documentation, identifying design and specification gaps, and recommending updates to ensure the project meets the technical and contractual standards required for compliance with applicable standards and a successful PPP; (iii) reviewing the status of procurement and construction processes already conducted or planned by the client, particularly for construction and equipment packages, and assessing their compatibility with and proposing measures to be taken within the proposed PPP scope; (iv) analyzing capital and operational expenditure estimates, ensuring traceability of assumptions and alignment with the technical solution to support the financial model and risk allocation; (v) supporting the development of performance indicators and service level standards for the PPP contract, especially those related to construction, commissioning, and ongoing maintenance obligations; (vi) advising on the technical interface between the public and private parties, including handover conditions, site readiness, maintenance responsibilities, and integration with existing or procured infrastructure and assets; (vii) preparing technical annexes and supporting content for bidding documents, including scope of work, specifications, maintenance standards, and lifecycle requirements; and (viii) developing visual and technical materials to support communication with different stakeholders throughout the structuring processincluding inputs for market outreach, public consultations, and promotional content (e.g., 3D renderings or illustrations of the complex design). The project already benefits from a set of detailed architectural and engineering designs available in BIM formats, as well as a preliminary gap analysis report prepared by the client identifying areas for refinement. These materials will be made available to the selected consultancy to inform and streamline the due diligence and advisory work.
