General Procurement Notice for Dnipropetrovsk Metro Construction Completion Project. Estimated Total Project Value: 304,000,000.00 Currency: EUR In 2012 Dniproskiy Metropoliten Communial Enterprise has received loan financing of EUR 304 million from the European Bank for Reconstruction and Development (EBRD) and the European Investment Bank for a project to extend a metro (subway) line in the city of Dnipro (formerly Dnipropetrovsk). Only part of EBRD loan remains available at this stage. The design-build works contract awarded in 2016 following an open tender in accordance with EBRD Procurement Policies and Rules faced significant delays due to Contractors nonperformance, and was eventually terminated after the breakout of the war in Ukraine. The FIDIC Engineer remains engaged in the Project. The Client is now seeking to select a contractor to implement the works inside metro tunnels and other related project sites aimed to preserve the works completed by the original contractor, as well as maintain the technogenic safety of the site. The open competitive tender will be subject to the EBRD Procurement Policies and Rules (Rev. May 2022) and will be procured via ECEPP. Tendering for the above contracts is expected to begin in the Q4 of 2025. Contracts to be financed with the proceeds of loans from the Bank and EIB will be subject to the Banks Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Banks loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchasers country.
