Expression of Interest for Legal and Technical Harmonization with EU Regulations and Practices in the Republic of Serbia The Government of Serbia is currently taking pro-active steps to digitalize the logistics and transport operations, by aligning national practices with international standards and the European Unions regulatory framework. Key instruments guiding this transformation include the Additional Protocol to the CMR Convention concerning the e-CMR, and the EU Regulation 2020/1056 on Electronic Freight Transport Information (e-FTI Regulation) aimed at streamlining digital information exchanges across borders. Effective implementation of these instruments necessitates legal amendments, technical assessments, stakeholder engagement, and system integration. The Ministrys timeline for completing the legal process and initiating formal adoption is set for the end of Q1 2026. Under the first project pillar aimed at Creating a favorable regulatory and policy environment for the sector, IFC is planning to assist the Ministry of Construction, Transport and Infrastructure (further referred to as the Ministry) with the development and promotion of legal and regulatory changes that align Serbias logistics and warehousing framework with EU requirements. More specifically, the project support under this assignment will entail the following activities: (i) review and draft legislative amendments to the Law on Contracts in Road Transport in coordination with a government-led Working Group; (ii) develop a Regulatory Impact Assessment of the draft law and legal explanation for ratifying the e-CMR Protocol; (iii) facilitate stakeholder engagement through carrying out workshops/roundtables; and (iv) conduct a study visit and a benchmarking analysis to learn and apply best practices from advanced EU Member States.
