Expression of Interest for Recruitment of an Environmental Expert from the Ucp/Padec The National Agency for Digital Development (ANADEN) is the project executing agency. This Notice of Expression of Interest is published to fill the position of Environmental Expert in support of the UCP/PADEC. II- TASKS AND RESPONSIBILITIES OF THE ENVIRONMENTAL EXPERT Under the direct authority of the Coordinator, the Environmental Officer ensures the implementation of the provisions provided for in the Environmental and Social Impact Studies (ESIS) and the Environmental and Social Management Plan (ESMP) of the project. The Environmental Officer is responsible for the following tasks, but not limited to: Supervises the environmental and social component of the work; Ensures the implementation of the recommendations of the ESIS and the ESMP, which describes the measures required to prevent, minimize, mitigate or compensate for negative environmental and social impacts or to increase positive impacts; Ensures the interlocutory relationship with the controller of the works for the implementation of optical infrastructures as well as with the General Directorate of the Environment Proposes corrective measures if necessary in accordance with the ESMP;Regularly conducts technological and information monitoring to verify that companies comply with current standards and even anticipate possible changes; Page 2 of 3Attends quarterly, half-yearly and annual project meetings;Participates in periodic site meetings;Participates in provisional and final acceptance of works;Carries out any other tasks assigned by the Coordinator, relating to the environmental aspects of the project.III-REQUIRED QUALIFICATIONSThe candidate must:Hold a university degree (BAC+5) in environmental science, project management, or related disciplines;Have five (5) years of experience in monitoring the environmental aspects of development projects (ideally in infrastructure);Have a good knowledge of national legislation on environmental safeguards;Be able to work effectively in a team;Have a good command of computer tools (Power Point, Excel, Word); Have good communication skills;Have strong analytical, synthesis and writing skills; Be able to carry out field missions.IV-SKILLSGood knowledge of Comorian administration practices;Good teamwork skills;Knowledge of the Comoros environmental framework;Good written and oral experience in French, knowledge of English would be an asset;Proficiency in IT tools (knowledge of word processing and spreadsheet software, project management).V-SELECTION CRITERIAQualifications and general skills 20% Experience in the tasks described in the Terms of Reference 50% Linguistic ability 15%Experience with Technical and Financial Partners 10% Knowledge of the region (country) 05%The minimum score required to be selected is 70 points out of 100.
