A Feasibility Application Request (Far) Was Submitted To Indigenous Services Canada (Isc) In March 2023 To Develop A Storm Water Management Plan As An Added Scope To An Existing Isc Funded Project Which Is At The Detailed Design Phase. The Far Proposes To Determine The Most Appropriate Method Of Storm Water Management For The River Road Area. Currently The Storm Sewer Flows From This Area And Is Impeded By A Dyke Which Is Built Along The Cowichan River. The Stormwater Pools In Several Areas During High Rain Events, Then Eventually Discharges Either Through Storm Sewer Outlets With Control Gates Or Through Ground Percolation. Water Pools In Low Lying Areas Near The Dyke And The Feasibility Study Seeks To Find Options For Transport And Disposal Of The Stormwater Pooling Around The Dyke Structure.The Deliverables Include, But Are Not Limited To: Project Start Up – The Successful Proponent Will Meet With The Cowichan Tribes Project Lead To Review The Proposed Feasibility Study Tasks And Deliverables. Additional Items To Be Discussed Will Include:A History Of The Project Area Including Previous Flooding Events And Drainage Issues. Any Protocol And Processes For Accessing Cowichan Tribes Reserve Lands.Overview Of Any Future Plans For Development In The Project Area.Project Schedule.Document Review And Compilation - The Successful Proponent Will Request All Pertinent Documents From The Province, Local Municipalities, Indigenous Services Canada (Isc) And Cowichan Tribes And Will Review All Relevant Information To The Feasibility Study. This Includes And Is Not Limited To:Existing Infrastructure Record Drawingsprevious Reports Or Studiesaerial Imageryland Use Planstopographic Mapslidarsite Review And Existing Systems Plan – The Successful Proponent Will Review The Site Areas Prior To Preparing The Existing Systems Plan. This Review Will Include:A Site Visit To Determine The Accuracy Of The Lidar Datacompiled As-Built Drawingsreview Of The Local Drainage Courses, Ditches And Road Run-Off Surrounding The Project Areaproblem Areas Identified By Cowichan Tribesit Is Expected That A Topographic Survey Will Not Be Needed As A Detailed Survey Has Been Previously Completed In The Areas Adjacent To The Dike And River Road. This Survey Will Be Supplemented By Lidar Data And The As-Built Drawings Which Can Be Utilized To Provide A Completed Map Of The Catchments. Catchment Areas Should Be Delineated On Conceptual Plans As Minor Flow Areas And Major Flow Areas.The Successful Proponent Will Create A Base Plan By Compiling All Relevant And Available Information Of The Existing Storm Drainage Infrastructure.Deliverables:A Site Plan Of The Project Area Including Existing Systems And Topographyminor Flow Catchment Area Mapmajor Flow Catchment Area Mapstorm Sewer Catchment Area And Minor Flow Calculations – Proposed Drainage Analysisthe Successful Proponent Should Model The Watersheds Contributing To The River Road Area.The Critical Points Of Modelling Include:Delineating The Individual Watersheds And Sub Catchments Within Each Areaestablishing The Physical Parameters Of The Sub-Catchments And Its Drainage Systemcollate The Data For Input Into The Modelselect The Appropriate Design Storm Type, Duration And Frequencyevaluate And Verify The Model Results.The Consultant Will Provide A Rainfall Distribution Graph For Minor Storms Projected Over A 20-Year Design Horizon. The Drainage Analysis Should Refer To The Design Guidelines And Standards From The Master Municipal Construction Documents Association’S Design Guidelines, 2022. Any Other Standard The Proponent Proposes Should Be In Consultation With Cowichan Tribes.Deliverables:A Map Showing The Minor And Major Flow Paths Of The Modelled Watershedsa Storm Water Management Model Of The Catchment Areas And The Proposed Conduits Required To Convey Water Along River Road. Meta Data Information File Shall Be Included With This Deliverable.Option Analysis For Stormwater Management Solutions For The Minor Flowsfor Each Option Identified The Analysis Should Include:Capital Costs – Class Do&M Costs – Class Dlife-Cycle Costsnon-Monetary Costsdeliverables:A Recommendation For The Best Option To Be Utilized For The Project Area That Should Include The Pro’S And Con’S Of Each Option Analyzed, Impacts That Each Option Will Have On The Existing And Future Development Within The Project Area And What Is Needed For Flood Protection For Each Option Identified. Major Flow Hazard Assessment And Major And Minor Flood Construction Levelsdeliverables: Report Outlining The Major Flow Hazard Assessment As Well As The Major And Minor Flood Construction Levels For Future Development Of The River Road Area. This Report Should Include Any And All Assessments Obtained To Build The Report And That Contribute To The Final Deliverable Of A Storm Water Management Plan.
